Bihar mass cheating: Lalu says his govt could have provided books in exam


Patna, Mar 23 (PTI): With visuals of mass copying in ongoing matriculation examination drawing national condemnation for Bihar, RJD President Lalu Prasad has said had it been his government it would have allowed examinees to write answers from books.

"Had it been my government we would have given books to examinees to write...only those who have read could write answers from books and for those who have not exam duration of three hours would end and they would still be searching for answers," Prasad said addressing a function after inaugurating a new school in an interior village of Buxar district yesterday.

Making fun of visuals showing parents climbing three to four storeyed building to supply chits to their wards, he had said yesterday "it appeared as lizards are sticking on a wall."

"While parents were trying to sneak inside like a cat policemen have been shown sleeping," he said.
The RJD chief criticised state Education Minister P K Shahi for putting forth lame excuse that state government alone could not check cheating in examination.

Senior BJP leader Sushil Kumar Modi supported Prasad favouring open book system in examination.
"Open book system in examination is prevalent in prominent universities in America and elsewhere in the world. It has the logic that only student who has read the book could trace the answer," Sushil Modi told reporters.

He, however, said its (use of book in exam) is a separate issue and could not be linked with rampant cheating in ongoing matriculation exam which drew wrath of the Patna High Court too.

"While Chief Minister Nitish Kumar is trying to highlight glory of the state through function on the occasion of 'Bihar Divas', visuals of cheating in examination has piled shame on the state from across the world...its enough to show the truth of 'sushasan' (good governance) in a short spell of one month of Kumar in office," Modi said.

Leader of Opposition in Legislative Assembly Nand Kishore Yadav took exception to RJD chief comment on mass scale use of unfair means in matriculation exam and said it reflected the way government was running with the help of RJD and Congress.

Chief spokesman of BJP in Bihar and MLA Binod Narayan Jha said it was enough to prove "Lalu Prasad has not changed. Jungle raj is in his DNA."

    Such visuals are being watched world over. It is a shame on the administration, police and those who are involved in such malpractices. I was in a shock to watch people clinging to drainage pipes or walking over the sun shades that too 4th floor. How outsiders (foreign countries) would feel about our educational system. I do not think anywhere in India this type of mass exam malpractice is taking place !

    ONLY BECAUSE ULLUO'S RULED THE STATE, NOW BIHARIS ARE POOR IN EDUCATION AND STRIVING HARD FOR LIVELIHOOD OPTING TO CRIMES AND LAND IN JAIL FOR THE LIFE TERM.

    Americans who passed writing exams looking at books are working in McDonalds, Pizzas, and fast food restaurants not in Railways and state and central governments. Stupid politicians. Send all the pupils from Bihar and UP to Mangalore to write the exams. 100% un-success.

    He might have given test book to daughter Dr Misa Bharti copy her exam and she might have got Doctorate and claimed that she delivered a lecture at the prestigious American University Harvard. This type of people are there in India and we elect them who are main culprit to spoil Indian education and reputation.

    There is misreporting on part of media!. Lalu didn't say that he would have given books to copy but said he prefers open book system wherein candidates write exam keeping only permitted books with them. This type of system is there in many countries and as Lalu as rightly pointed out, if anyone has not read the books then he can't write the exam because he will keep on searching for the right answer and at the end may not even complete 10% of questions!. Objective type of questions where a candidate gets 4 different answers for a question and candidate has to tick the write answer is possible only if the candidate has read thoroughly. This is another type of open book system and is used for all prestigious exams!

    Fully agree with these comments.

    Objective type of questions solve many problems. Using this method, (a) The evaluator does not need to his/her personal judgment in awarding marked. (b) A software system can be used in many cases to check the answers, providing a fast and efficient way to mark the answers.

    People must remember that all adults at work places get answers to their questions by accessing various 'opne book' resources.
    It is only the students who are burdened with memorising everything - which is rather cruel.

    This memorising requirement of multiple subjects is an antiquated system, and has no place in the modern world.

    During Laloos time also mass copying was prevalent, and after he became Railway Minister he provided jobs to all such cheaters in Railway dept in South India at the cost of local people. We have one such Bihari in Mangalore Central Station also who cannot speak even a single word of English or Kannada even though he is in Mangalore since last seven years.

    Open book system in the examination is a very good suggestion. The person who read and studied only can get the answer quickly, otherwise they will keep on turning the pages. There should be some major changes in the education system in India. There should not be any examinations till 9th std. Admission to the higher education and for the jobs should not be based on the marks. What is the stupid concept that, if children make by heart and write the correct answers in the exams, they are considered as intelligent.

    It is true that open book examination is prevalent in prominent universities in America and elsewhere in the world. It is not true that the person who has read the book can answer the exam. The open book exam in these countries is not a "copy and paste" task. It requires knowledge, use of logic to solve the question and the examination questions do not have any written answers in the open book. Open book exams are most challenging exams and students do not get good marks all the time. Finally for grade 10 exam, no countries offer an open book exam.
