Bhubaneswar, Sep 5: Roopa Mishra IAS stands as a pioneering figure in India’s civil services. In 2003, she created history by becoming the first woman from Odisha — and the first married woman in India — to secure the All India Rank-1 in the UPSC Civil Services Examination. Her achievement broke long-held stereotypes and continues to inspire aspirants across the country.

Early life and education
Born on June 9, 1977, in Angul, Odisha, Roopa Mishra excelled academically from a young age. She studied at St Joseph’s Girls High School in Cuttack and DAV Public School, Bhubaneswar, before earning a Bachelor of Commerce degree from BJB College. She later completed an MBA at Utkal University, Bhubaneswar.

Support and first attempt success
Her entry into the UPSC journey was strongly influenced by her husband, Anshuman Tripathi, an IIM Calcutta alumnus. With his encouragement, Mishra began preparing while working with the Distance Education Department at Utkal University. Remarkably, she cleared the exam with AIR-1 in her very first attempt, proving that determination and the right support can turn challenges into milestones.

Breaking barriers in governance
Mishra’s success not only set a precedent for women aspirants but also marked the beginning of a distinguished career in public service. Over the years, she has served in key positions — from Deputy Collector and District Magistrate to leadership roles in the National Rural Health Mission and State Medical Corporation. As Joint Secretary in the Ministry of Housing and Urban Affairs for five years, she became known for her focus on ethical governance and impactful policy execution.

Approach to UPSC preparation
Her preparation strategy was rooted in discipline and clarity. She emphasized conceptual understanding, effective time management, and rigorous practice of past papers. Choosing Psychology and Public Administration as optional subjects gave her an edge, aligning her interests with the demands of the civil services.

Legacy of empowerment
Roopa Mishra’s journey is more than a personal triumph; it is a message of empowerment. She proved that marriage and family responsibilities are not barriers to achieving the highest goals. Her story underscores the importance of perseverance, strategic preparation, and supportive relationships in overcoming societal barriers.

From Angul to the corridors of power in New Delhi, Roopa Mishra’s life illustrates the transformative impact of determination. Her career stands as a beacon for women aspiring to break glass ceilings and contribute meaningfully to public service.
