Panaji, Aug 3: In a major move to curb illegal garbage dumping and ensure cleaner surroundings, the Goa government has introduced a bill to amend the Goa Non-Biodegradable Garbage (Control) Act, 1996. The proposed amendment prohibits waste dumping in both public and private spaces and introduces stringent penalties for violators.
Chief Minister Pramod Sawant tabled the bill on behalf of Environment Minister Aleixo Sequeira, aiming to bring industries, hotels, and restaurants generating over 50 kg of non-biodegradable waste per day under the purview of the law.
The amended law empowers the Goa State Pollution Control Board (GSPCB) to monitor waste generation by industries through a digital platform and grants authority to impound vehicles involved in illegal dumping.
Significantly, the amendment broadens the definition of non-biodegradable waste to include metal, paper, multi-layer plastics, rubber, fiber-reinforced plastic, glass wool, tetra packs, leather, wooden packaging, corrugated boxes, cardboard, and jute or woven bags.
The government has proposed a tiered penalty structure for vehicles caught dumping waste:
• First offence: Vehicle impounded, documents suspended for 1 month, and Rs 25,000 fine
• Second offence: Rs 50,000 fine, 3-month suspension
• Third offence: Rs 1 lac fine, 6-month suspension
• Beyond third offence: Permanent cancellation of vehicle licence and documents
Police personnel in respective jurisdictions will be responsible for impounding such vehicles.
With the rising concern over environmental degradation and improper waste management, the amendment is being seen as a strong step toward accountability and sustainable urban management.
