Mangaluru city police issues guidelines for upcoming festive processions, events

Mangaluru, July 3: With the festive season approaching, the Mangaluru City Police have issued a detailed set of conditions to ensure peaceful and lawful conduct of public celebrations and processions within the city limits. The directive comes ahead of major events such as Moharram (July 6), Krishna Janmashtami and Mosaru Kudike (August 16), Ganesh Chaturthi (August 27), Eid Milad (September 16), Navarathri Sharada Mahotsava (September 22–October 2), Deepawali (October 20–22), and Christmas (December 25).

To maintain public safety, law and order, and communal harmony, organizers of all public events and religious processions are required to strictly adhere to the following guidelines issued under relevant provisions of law.

Key conditions:

  1. Mandatory police permission and time limits:
    All events must have prior written permission from the police. For private venues, a No Objection Certificate from the property owner is mandatory. No processions will be allowed beyond 11:30 pm, and violations will be treated as unlawful assemblies under Section 189 of the BNS, 2023, and Section 92(1) of the Karnataka Police Act, 1963.

  2. Ban on DJ systems; loudspeakers allowed only with permission till 10 PM:
    DJs and high-decibel sound systems are strictly prohibited. Loudspeakers may be used only with prior permission and must be turned off by 10:00 pm. Noise levels must adhere to prescribed limits: 65 dB (commercial), 55 dB (residential), and 50 dB (silence zones).

  3. 24x7 security and mandatory CCTV surveillance:
    Organizers must deploy security personnel and install CCTV cameras at event venues. Footage must be retained for a minimum of 30 days.

  4. Prohibition of hate speech and communal content:
    Slogans, banners, performances, or posts that promote enmity or insult religious sentiments are strictly banned—offline and online.

  5. Crowd management:
    Organizers must ensure that the crowd does not exceed sanctioned limits and must deploy trained volunteers for smooth crowd control.

  6. Compliance with structure heights and vehicle documentation:
    Heights of pandals and chariots must conform to legal and MESCOM norms. All vehicles must carry valid RC, insurance, fitness, and pollution certificates.

  7. Fire safety and environmental compliance:
    Organizers must provide fire extinguishers, ambulances, and first-aid kits. Use of banned chemicals, toxic dyes, and single-use plastics is strictly prohibited.

  8. Traffic management:
    Free flow of traffic and emergency access routes must be ensured. Parking should be in designated areas only.

  9. No damage to property:
    Public and private property must not be damaged during the erection or dismantling of event structures or processions.

  10. Event schedule compliance:
    Detailed schedules and contact information of responsible volunteers must be submitted. Events must strictly follow approved timings.

  11. Zero tolerance for harassment:
    Any incidents of eve-teasing, stalking, or harassment during events will be dealt with sternly under applicable sections of the BNS, 2023.

  12. Cleanliness and banner restrictions:
    Unauthorized display of flex boards or banners is prohibited. Organizers are responsible for post-event clean-up in coordination with Mangaluru City Corporation.

  13. Weapons ban:
    Carrying weapons, sharp objects, or dangerous items during public events is strictly forbidden.

  14. Drone usage only with permission:
    Use of drones or UAVs is prohibited without prior approval from competent authorities.

  15. Use of animals regulated:
    Use of animals in events requires permission and must follow prescribed animal welfare norms.

  16. Unrestricted police access:
    Police or authorized officials may inspect event venues at any time. Organizers must not obstruct such inspections.

  17. Mandatory reporting of suspicious activities:
    Any suspicious or unlawful activity must be reported immediately to the nearest police station or by dialling 112.

Legal consequences:

Non-compliance with any of the above conditions will attract strict legal action under various provisions of the Bharatiya Nyaya Sanhita, 2023, Karnataka Police Act, 1963, Environment Protection Act, 1986, Motor Vehicles Act, 1988, Arms Act, 1959, Drone Rules, 2021, and other relevant laws.

The Mangaluru City Police have urged all organizers and the public to extend their full cooperation to ensure the peaceful conduct of upcoming celebrations.

    Very good initiatives by Mangaluru Police to ensure safe and respectful festive celebrations. We especially request strict and visible control of drunk individuals and those causing public nuisance. Public spaces should feel safe for families, children, and all communities.
