New Delhi, Jun 22: In a major push for greater transparency in the electoral process, the Election Commission (EC) is preparing to launch a rigorous door-to-door verification of voter lists ahead of the upcoming Bihar Assembly elections.
According to sources, the initiative comes in response to recent criticism over alleged irregularities in the inclusion and deletion of voter names. Political parties and civil society groups have accused the EC of manipulating electoral rolls to favour a particular political party—allegations the commission has firmly denied.
Reiterating its commitment to fair and inclusive elections, the EC maintains that all updates to the electoral rolls are done in accordance with constitutional and legal provisions. Article 326 of the Constitution and Section 16 of the Representation of the People Act outline the clear rules for voter eligibility and disqualification.

Officials point out that the regular revision of electoral rolls is a nationwide practice conducted annually, as well as ahead of elections and by-elections. The process typically accounts for necessary updates due to deaths, migration, new voters, correction of errors, and rationalisation of polling stations.
The poll body insists that political parties are provided with ample opportunity to raise objections, file claims, and appeal during the revision process, ensuring that all changes are made transparently.
To further bolster public trust and silence criticism, the EC is planning a more robust system of verification, including house-to-house visits—something last done in 2004.
The upcoming verification exercise is being viewed as a key move to reassure voters and reinforce the EC’s integrity ahead of a crucial state election.
