Kundapur, Oct 31: “We intend handing over power to the people but see it not effectively happening. All the problems will be solved if corruption comes out of the system. Panchayat representatives should know their work and follow their rights and duties. The book ‘Janadhikara’ can be a guide in that direction,” said K Pratapchandra Shetty, chairman of Karnataka Legislative Council.

He spoke after releasing a gram panchayat guide ‘Janadhikara’ edited by panchayat raj scholar S Janardhan Maravante and published by Janaprathinidhi prakashan in association with gram panchayat community movement and Panchayatraj Okkoota in Kundapur taluk panchayat auditorium.

“Governments should work for the welfare of the people. But it is not possible to speak opening up minds from ground level till Lok Sabha. There are allegations that officials snatch power sometimes. It is inevitable to work under the conditions of cancellation, denying and blocking. It is necessary under the panchayat raj system to effectively put into practice Panchayat Raj Act. The hope of S Janardhan Maravanthe can be seen in Janadhikara book. It is necessary in the current times. The Panchayat Raj system should become stronger. People should make use of the book under the circumstances,” he said.

Third finance commission implementation committee president, A G Kodgi said that it is necessary to strengthen the panchayat raj system. “Gram panchayats should get more power and funds. Janardhan Maravanthe was part of the system. All should make use of the book,” he said.

T B Shetty, Karnataka Panchayat Raj Amendment Act committee member introducing the book said that panchayat raj representatives should know the Panchayat Raj Act. “The Act is explained in the book.”
