Chitradurga, Sep 12: The government has been introducing schemes meant to improve underground water level and to mitigate water scarcity. It has also spent crores of rupees to stagnate water through check dams. But because of the irresponsibility on the part of contractors and engineers the government's money has been going down the drain.

A check dam built across the Vedavathi river in Chitradurga district at a cost of Rs 6.64 crore has now been washed away. This incident has proved the substandard quality of work and material used. This huge check dam stands between Byadarahalli and Tore Obayannahalli.

The previous government led by H D Kumaraswamy had released Rs 6.5 crore for this dam for recharging of underground water table through special grant. The dam was constructed through the minor irrigation department. But because of the recklessness of the engineers of this department, contractor G O Raju did haphazard work as a result of which the dam has gone waste, the villagers said. The farmers pointed out that a single rain was able to wash this entire dam away putting an end to the dreams of thousands of farmers. The farmers protested and raised slogans against officials and contractor G O Raju.

Work on this huge dam is totally substandard. The cement of the dam peels off even when its surface is scratched with a small stone. The dam has been destroyed even before the work was completed. The people have demanded to take action against the contractor for substandard work and against engineers of the department for dereliction of duty. The dam has several cracks and the contractor tried to close them by applying cement over the cracks, which has infuriated the farmers further.

This check dam was to serve hundreds of borewells by recharging water but it is no longer in existence. The farmers want a criminal case to be filed against the contractor Raju and engineer Bheemraj. Executive engineer K V Radhakrishna says that the check dam work was in progress and work had been suspended due to Covid. He said that as per the statement of contractor G O Raju, 270-metre long and three metre high work had been completed. He said that the bill has not been paid and the contractor will build the dam again and that there is no question of substandard work.

The people want the government to check the quality of construction and to take action against the irresponsible engineers and contractors who have caused this loss.

    This is ridiculous and unbelievable. How can a dam worth Rs 6.64 get washed away by a single rain. Was it made of clay and sand? Who is responsible for this? I am sure it was made from hard earned tax payers money.

    Why is there no clause in the contract?

     In the real world every work done by the contractor is inspected by the third parties and it should be certified before the money is paid to the contractor. Work not done as per the standard then heavy fine will be levied & then contractor is banned permanently

    I was issuing performance guarantees in foreign country and each and every guarantee we use to out a retention guarantee clause. Clause says 50 percent will be paid to the contractor in advance , 30 percent will be paid on completion certificate from government engineer.10 percent will be paid after 1 year that engineer certification that road is ok. 10 percent kept for 5 years that all damages if any done by contractor. But in india you can't put any clauses because the contractor has to pay 50 percent to politicians or government officials.

I have been living in New York decades and every jobs undertaken big or small has written contract and the contractors are fully responsible if the contract is breached. They also have a time limit. If it is not performed on time and also to the satisfaction, then they have to face the consequences. But here everything is possible even it is impossible.

    Evens S ,New york USA,,well in India times and things are working other way.Contracts are given to who warmes the hands with the highest amount.Noone bothers later whether work is done with mud or cement or if at all.Noone controls whether within given times, or a year later.This is not new .Just see roads in Mangalore in Monsoon ,and around mangalore.Does anyone proves if Engineer is really 8th class pass or with diploma?One shouldnt wonder where they had placed the necessary materials .we can still walk on bridges , and roads built by British ,but not our present ones.Useless to say further.Can only say arrest these people and throw them inside.corruption in highest Niveu.

    When the contractor has to pay all the government department personnel's pockets, how you can expect the quality job at site???

    As per the understanding 30-35% of the tender value is directly goes to the government back or we can say claims back by govt. Is it true??? anybody can put light on this.

    When such incidents happen the contractor and the department responsible engineers has to be suspended till the conclusion of the case. is it happening??

    Farmers are making nonsense requests to government, to file criminal case against engineer. How can they? They are part of this program.
    Moreover they don't have time for all these issues as they had peration lotus and horsetrading business.

    British build bridges, railways station in India 100 years old looks strong and stand firm another 100 years. Not sure why this year old bridge collapse in a year. Indians are smart people and created a name in the world platform of tech experts but when we see such things it is very hurtful. Government may have spent lots of money on this but what has suprvised the construction work for its life of the bridge?
