Mangaluru, Apr 28: To mitigate hardships of the public, the Karnataka government on April 22 issued consolidated revised guidelines which allowed operations of certain activities. Whereas, the Ministry of Home Affairs ordered on April 14 ordered all the ministries/departments of government of India, state/union territory governments and state union/territory authorities to follow implemented lockdown measures till May 3.

However, exercising powers under the Disaster Management Act 2005, the chairperson of the state executive committee issues directions to all departments, district deputy commissioners, superintendent of police, BBMP, police commissioners and other heads of departments for the strict implementation of the following directions.

In the district of Dakshina Kannada and others such as Bengaluru Urban, Belagavi, Mysuru, Vijaypura, Bagalkot, Kalburgi, and Bidar, the existing Karnataka Consolidated Revised Guidelines will continue to be in force without any change.

In the districts of Chamarajanagar, Koppal, Chikkamagaluru, Raichur, Chitradurga, Ramanagara, Hassan, Shivamogga, Haveri, Yadgir, Kolar, Davanagere, Udupi and Kodagu, the following additional activities will be functional:

1. Industries operating in rural areas, i.e., outside the limits of municipal corporations and municipalities (Except in Ramanagara district).

2. Manufacturing and other industrial establishments with access control in Special Economic Zones (SEZs) and Export Oriented Units (EoUs), industrial estates, and industrial townships. These establishments shall make arrangements for stay of workers within their premises as far as possible and/or adjacent buildings and for implementation of the Standard Operating Protocol (SOP) as referred to in para 21 (ii) of the Karnataka Revised Consolidated Guidelines. The transportation of workers to the workplace shall be arranged by the employers in dedicated transport by ensuring social distancing.

3. All shops registered under the Shops and Establishment Act of the respective State/UT, including shops in residential complexes and market complexes, except shops in multi-brand and single brand malls, outside the limits of municipal corporations and municipalities, with 50 per cent strength of workers wearing masks and adhering to social distancing.

4. All shops, including neighbourhood shops and standalone shops, shops in residential complexes, within the limits of municipal corporations and municipalities, registered under the Shops and Establishment Act of the respective State/UT, except shops in market complexes and multi-brand and single-brand malls, with 50 per cent strength of workers wearing masks and following social distancing compulsorily.

In the districts of Bellary, Mandya, Bengaluru Rural, Gadag, Tumakuru, Chickkaballapur, Uttar Kannada, Dharwad the decision regarding opening of shops and industries in taluks where there are no active COVID-19 cases will be taken by the concerned district in-charge minister.
