Sanitation is good in the city, unwanted substances not desired which need to continue in the ongoing process of avoiding the deadly virus. Strangers need be watched for their activities so that the city is kept out of reach of the virus. Essential commodities need be provided to the people to avoid starvation.

Testing is far more effective than lockdown. South Korea controlled its outbreak without any lockdown or even restrictions on travel purely by increased testing. Testing might appear expensive but clearly it is less damaging to the economy than these sensationalist lockdowns.
