If it is in the NMPT area the safety officer in charge responsible safety operations should be taught to such drivers

The container must be properly secured to the twist locks. Its the responsobility of the driver to ensure that the container is secured in the locks. Finally safety is not just the responsibility of the safety officer..its everyone s responsibility.
