Goa cabinet approves new PG admission rules for GMC; reservation structure finalised

Panaji, May 8: The Goa State Cabinet on Thursday approved the Goa (Rules for Admission to Postgraduate Degree Courses at Goa Medical College) Rules, 2026, introducing a revised reservation and admission framework for postgraduate medical seats at GMC.

As per the new rules, reservation has been fixed at 2% for SC, 12% for ST, 27% for OBC, 5% for Persons with Disabilities (PwD), and 10% for Economically Weaker Sections (EWS). The Goa Medical College currently offers a total of 68 postgraduate seats, though officials clarified that seat distribution may vary depending on approvals from the National Medical Commission (NMC) and Goa University during counselling.

The government has also introduced a 100-point reservation roster system, with subject-wise seat allocation to ensure structured distribution. The roster will continue beyond point 68 into the next academic cycle.

Admissions will now be conducted through a four-tier merit classification system:

• Group I: GMC MBBS graduates who completed internship at GMC

• Group II: GMC graduates who completed internship outside GMC in NMC-recognised institutions

• Group III: Graduates from other NMC-recognised medical colleges who completed internship outside GMC

• Group IV: Foreign Medical Graduate Examination (FMGE) qualifiers and other eligible candidates registered with medical councils

Goan domicile candidates in Groups II, III, and IV will be given preference over non-local candidates in merit ranking.

The rules specify that all seats will first be allotted to Group I candidates, followed by Group II, Group III, and Group IV in sequence based on merit. Seat allocation will be strictly based on merit and candidate preferences, and once a seat is allotted, candidates will not be considered for lower choices in the same counselling round.

Authorities have also confirmed that the final seat matrix for each specialty will be published during counselling sessions.

The government said the new framework aims to bring transparency, structured allocation, and equitable representation in postgraduate medical admissions at Goa Medical College.
