Panaji, Feb 11: In a major development, BJP Minister Atanasio ‘Babush’ Monserrate was acquitted by the Special Court at Merces on Wednesday in the alleged 2016 rape case. The court also cleared his co-accused, Rosario, popularly known as Rosy Ferros, in its judgment delivered earlier today.
Speaking after the verdict, Monserrate expressed relief and gratitude. “I have been acquitted of all charges. It has been a decade-long ordeal that only I can fully understand. I thank my family, friends, and supporters for standing by me through these difficult times. Today, truth has prevailed,” he said.
Monserrate had earlier made headlines as one of the first sitting MLAs in Goa to face allegations under the Protection of Children from Sexual Offences (POCSO) Act. However, these charges were dropped during the investigation.

The case dates back to 2016 when the survivor alleged that her mother had sold her to Monserrate, who was then the MLA from St Cruz and is currently representing Panaji. She claimed that she was subsequently drugged and sexually assaulted.
A detailed 250-page chargesheet was filed in 2018, citing around 40 witnesses in connection with the case. Initially, the FIR also invoked provisions under the Goa Children’s Act. However, an ossification test later confirmed that the survivor was above 16 years of age, leading to the removal of sections under the Goa Children’s Act. The matter was then heard before the Sessions Court, culminating in Wednesday’s acquittal.
