Kuwait, Jan 15: Kuwait has rolled out a new digital exit permit system allowing a single permit to cover multiple trips abroad, aiming to streamline travel, reduce paperwork, and save time for both employees and employers. The initiative, launched by the Public Authority for Manpower (PAM), is part of Kuwait’s ongoing digital transformation of government services. Previously, workers needed a separate permit for each journey, requiring repeated applications, approvals, and administrative processing.
Under the upgraded system, one permit can now be used for multiple trips within a specified timeframe. The service is fully digital and integrated with the Ministry of Interior, ensuring that once a permit is approved, relevant authorities are automatically notified. Employees and employers can also print the approved permit at any time, adding convenience and flexibility.

Employers can grant automatic pre-approval for exit permits to individual workers, selected groups, or all employees under a specific license, with the option to exclude certain individuals. They retain full control and can modify, suspend, or cancel pre-approvals whenever necessary.
Applications are entirely online through the “Ashal” portal or the “Sahel Business/Individuals” app. Users select the type of permit—single-trip or multiple-trip—enter the validity dates, and submit the request. The system generates a transaction number and provides real-time updates on the application status. Employers granting pre-approvals can manage registered workers and finalize approvals digitally.
The new multiple-trip permit is a key step in modernizing Kuwait’s labour services. It reduces repeated paperwork, accelerates approvals, enhances workflow efficiency, and gives employers greater flexibility in managing their workforce. By simplifying travel procedures, the system supports the country’s broader digital government initiatives and ensures smoother, more predictable processes for workers and companies alike.
