I think officials should inspect not inside but have a tight inspection out of jail walls around all the times.I saw a film how in France outside the walls people come with ordered articles pack the cell phones with sponge and tightly covered with plastic and then thrown inside the jail walls. It doesnt brake but safe.Phones or other drugs etc.I heard even in mangalore someone saw throwing inside.Well one should look into unusual places.
