Patna, Oct 30: Prime Minister Narendra Modi, addressing a massive rally in Muzaffarpur on Thursday, launched a fierce political offensive against Congress leader Rahul Gandhi and RJD’s Tejashwi Yadav. He accused them of misleading voters with “false promises” while reaffirming that the National Democratic Alliance (NDA) government’s foremost priority remains the rapid development of Bihar.
PM Modi also revealed that the Centre is actively working to include Chhath Mahaparv—the festival deeply rooted in Bihar’s culture—on UNESCO’s World Heritage list, calling it “a celebration of humanity and harmony.”

“When India was at its zenith in knowledge and science, Bihar stood at its heart,” Modi said. “A developed India is impossible without a developed Bihar. But for years, the RJD and Congress only betrayed the people and stalled progress.”
Continuing his sharp criticism, he said, “The RJD and Congress are defined by five words—guns, cruelty, bitterness, misgovernance, and corruption. Those who kept Bihar in the lantern era cannot bring electricity; those who looted the railways cannot build connectivity; and those whose history is steeped in land grabbing can never promote industries.”
Without directly naming his opponents, the Prime Minister targeted Rahul Gandhi and Tejashwi Yadav, describing them as “princes of corruption.”
“In Bihar’s electoral battlefield, two young men have opened a shop of false promises. One represents India’s most corrupt family, and the other, Bihar’s. Both are out on bail in multi-billion-rupee scams,” he said, alleging that the two habitually insult not just him but the people of Bihar.
“Those born with privilege will always look down on those who work hard,” he added. “They cannot end a day without abusing Dalits, backward classes, and the poor.”
Referring to alleged remarks made by the Opposition about Chhath Mahaparv, Modi accused them of insulting Chhathi Maiya, the goddess worshipped during the festival. “For them, this worship is just a drama. Can Bihar tolerate such an insult to our faith and to the mothers who fast without water? Never,” he said.
The Prime Minister urged voters to reject “the politics of deceit” and support the NDA for a “prosperous, self-reliant Bihar.” He emphasized that under BJP-NDA governance, the state has transformed — from being synonymous with lawlessness to becoming a hub of growth and opportunity.
“Today, Bihar manufactures railway engines, sets up major dairy plants, and exports makhana across the world. Compare this with the days of jungle raj when fear ruled the streets,” Modi said, recalling the chilling Golu kidnapping and murder case of 2001 as a grim reminder of those times.
He accused the Opposition of returning to that same “dangerous mindset,” pointing out that their campaign songs glorify “bullets and guns.”
Highlighting women’s empowerment, Modi said that both his government and Chief Minister Nitish Kumar’s administration have consistently prioritized women’s welfare. “We ensured homes were registered in women’s names, provided tap water, free gas, and food grains. Through the self-employment scheme, Rs 10,000 has been credited into the accounts of over 1.21 crore women, helping them start small businesses,” he said, promising continued support.
As the Bihar Assembly elections draw closer, Modi’s rally in Muzaffarpur marks an escalation in the BJP’s campaign, with the Prime Minister calling on voters to “choose development over darkness” and strengthen the NDA for a stable and progressive Bihar.
