Mangaluru, Jul 7: There was a time when youth said goodbye to Mumbai and started to migrate to Gulf countries for better jobs. Even though they were not highly educated, the better pay packages attracted them to the Gulf.

As per records, it was in the 80s more people started entering Gulf countries for jobs. But in the mid 90s, the flow increased and a mentality was created in India especially among the people of South India that NRI status is the only solution that will help them overcome financial burden.

Facts

As per government agencies, more than seven million Indians currently live and work in the oil-rich Gulf nations. The vast majority of them are in Saudi Arabia, UAE and Kuwait while the others are spread across Oman, Bahrain, and Qatar. However, the agencies also indicate that in recent years, there is a huge decrease of expats. Unfortunately for them (and their families), foreign lands have not ensured a brighter future.

While Kerala, Tamil Nadu and southern parts of Karnataka have the highest number of migrant workers in Dubai, a drop in spending and remittances reflects how Dubai is no longer the dream destination for Indians.

A Kerala migration survey conducted by the Centre for Development Studies, based in the region, first spotted the dip in remittances and drop in local migrants to the Gulf in 2016. Of an estimated 6 million Indians who have migrated for employment, 2.5 million are from Kerala, most working in the six Gulf countries of Bahrain, Kuwait, Qatar, Saudi Arabia, United Arab Emirates and Oman. Gulf remittances had dropped by at least 15% in the last year, with rising cases of loan defaults. Last month, in Jeddah, nearly 4,000 Indian families did not get their children re-enrolled for the next academic year. In 2014, the number of Indian migrants fell from 2.4 million to 2.24 million.

The concern of job security among the migrant community in the Gulf Countries is not exclusive to people working in MNCs. In a 2018 study conducted by the United Nations (UN) and commissioned by Democrance, an insurance technology start-up, amongst the low-income migrant workers in the UAE who earned an average salary of Dhs 4,000 and remitted money at least once every two months, revealed that job loss, and with it the worry of being unable to support families back home, were among the most frequently cited concerns by the study participants, with 35% identifying it as their number one worry, followed by stagnant salaries (19%) and health issues (13%). The survey had collected responses from 762 workers in the UAE, out of which Indians were 49% and Filipinos were 51%.

While work permit renewal fees and taxes in the Gulf have increased, ‘nationalization’ policies now give preference to locals in recruitment in some industries. The Nitaqat policy in Saudi, local preference in Kuwait, and VAT in UAE, are forcing Indian migrants in these countries to return to their motherland. However, good education and better financial condition and interest in self-employment, also attracts South Indian migrants from the Gulf region.

Challenges

Jonathan, who has been working in Kuwait for a decade now, has decided to come home says, "Now the market is slow. Sales are down, so we are not earning much commission outside our salaries. While our income has been fluctuating, our expenses are rising steadily. In Indian currency, my daughter’s school fees are close to Rs 2 lac a quarter. It is huge for us.”

Sohail, who has been working in Dubai since 2011 says, "I have been earning a handsome salary here and have invested money in India. But now I see how banks are changing rules. We need to hire three new people, but there are specific instructions to prioritize Arab nationals in recruitment. It makes us question our own job security, which is why it seems like a good idea to consider moving back to India or some other country. The rent, fines, and other expenses never allow you to save for tomorrow.”

Sadiq, who runs a hotel in Bahrain says, “Majority of Indians particularly from Kerala and Karnataka who come here for jobs have good education. Of course, in the UAE, they can get job, depending on their education. But here it is very difficult. How many days a master degree holder could adjust with a job and salary in a grocery store? After one or two years stay, they feel India is better than this country for earning. Then they leave permanently.”

Conclusion

As per the survey of GCC special committee on expats, UAE faced 33% decrease in Indian migrants while Saudi faced 74%, Kuwait 15%, Oman 37%, Qatar 58%, and Bahrain 26%. In total, it is 50% in all GCC countries. After revelation of these figures, Gulf countries are planning to introduce some policies which benefit expats, especially in employment and health sector. Meanwhile, many countries have made some changes in their visa policies to attract expats. The UAE already has declared their business policy for small scale industries by making easy licensing methods and low fees. Even then, the returning of expats continues and youth are more interested in finding jobs in new locations like African countries, Europe and the United States.

In areas where only human management is required ,some half educated Arab will take over easily but in tech critical areas these people fail miserably and then resort to hiring third parties or consultants to get the job done. So it's the matter of what sort of job u do. If it's a pure clerical or managerial job then Arabs will definitely take over. Highly skilled jobs are at less risk comparatively unless renewal of visa is not a problem.

Mallus don't get a job in their own home town just like the Bengali people they have to migrate to other places for jobs.     In Saudi Arabia plight of labors in some major companies is unimaginable due to government austerity measures..
    Govt owes private companies billions of dollars of cancelled and deserted half constructed Govt projects; therefore Saudi government is in no position to take action against these companies .
    Our Embassy can only send the trapped laborers safely to India, but without any settlement of salaries and service benefits.

    According to me a large populace of Indians who have worked for the past 20 to 25 years in the gulf nearly 50% of them who have returned to India have become HNI(High networth individuals).They have invested huge sums of money in indian real estate ..and other businesses for their future earning.Most of them even can spend their remaining days in india just by earning interest from their I bank deposits.
    I think Indians should be least bothered about waning opportunities in the gulf or other countries..It ls just that we are lazy inside India and take the freedom that we have for granted. Over a period of time now, there is a large pool of tier 2 and tier 3 cities which has an increasing number of middle class and upper middle class .There are many areas which we can tap inside India as entrepreneurs with the boom of high speed internet and various apps available for e-commerce and other similar tools can be made use of ..for wealth and employment generation ecosystem which is beneficial for all.
    The low income groups such skilled and unskilled labor should migrate away from their home towns to other cities within India ..
    The only thing India is lacking now is proper public infrastructure ..such as well paved roads...
    IF the govt is able to spend its time and energy with focused attention on highway building and well planned road infrastructure India will be major economy beating all other countries.
    For Eg..We have seen how the recent 4 laning of highway between udipi,mangalore areas have contributed to the highway side eateries and other hotel businesses parallel to the highways ..

    Also.. we should not spend our time and energy on religion ..caste ,,be honest ...and move towards a bribless culture..
    I am a positive person and see that it wont take long for the crystallization of India as a progressive nation regaining its past glory

    You forgot to mention about farmers. The chain and channels should be checked and improved so that farmer enjoys his hard work. Here both farmer at large and end user suffer and it is unfair. To grow vegetable how much hard work is put in by a farmer and a middleman buys it from him for peanuts (pea nuts are expensive!) say Rs 5 a kg. Same vegetable the end user buys it from the market for Rs. 60-80. Middlemen are enjoying the hardwork of a farmer. So Government should do something about it.

    The farmer should work for self sustenance..here too use of smart technology and data mapping can help reduce the work load on farmers ..Their needs of medical and retirement benefits can be covered by the govt with least payable premiums by the farmers.
    Their crops should have MSP (minimum support price) which the govt should provide while the crop is not in demand..,otherwise .. as a co lateral damage ..inflation will raise.

Now very few people go to Gulf countries as the salaries and perks have been cut down drastically by the companies.     The statistics does not reflect properly the increase in expat population Bangladesh ,Pakistan and Philipines. These countries send most of the people for low paid jobs. People work for as low as Rs 15000 per month even after paying Rs 2 -3 lac for entry visa. Imagine the time it will take to recover the money spent on visa and visa renewals. There are people who have not returned to their home country for as many as 5 to ten years as they are unable to afford tickets. In such a scenario how Indians will compete. With reforms in Saudi , Indians will be effected the most .In Hotel business the fair colored people are preferred and Indians have lost job here also. Also the dwindling real estate in UAE and other countries has effected the constructions business which the largest employer of expat. Now a days more people are migrating to the West than to the Middle East

    In India the initial salary may be less but as years pass by the work experience we get in India is very different than the gulf countries. Indian CEO's are preferred in companies because they have worked at all levels and are multitasking individuals.

    I take this opportunity to ask our Government...isn't it it is your duty to create jobs? To increase minimum salary for employees according to their qualification? In Mangalore how much salary for an Engineer if at all he gets a job? Say Rs. 15,000. Can he live with this money, may be yes food for two people he can afford. He cannot meet his all expenses with his salary so every other person in town is a real estate dealer hence he gets commission by wealthy customers. Now in Gulf also whatsoever may be living conditions families back home enjoyed life with a shelter. Now that is also gone........

    Its better if we don't talk about labours because no matter how much the gulf based people explain, the lower rung is not convinced, they pledge their property and pay the agent for a visa.     Well, the Gulf countries lived on the fees levied from the expatriates. At one time, expatriates were told : "you are not asked to come here, you came at your will. We treated you like a guest. Stay if you can afford, or leave".

    The older generation have endured the hospitality but the next is much more educated than the older. Therefore, this hospitality principle is not going to work forever. Let the Gulf levy the very fees from their children who have now employed by default in the expatriates' firms to which their father was sponsor for 51% share(with 0% investment). Investor is leaving, handing over the organization to the sponsor's children.

    'Make in India ' is calling - please head home. This is not sarcasm, this is optimism. Even by selling Pakoda you can educate your children @1/40 of the fees you are paying in the Gulf countries.

    The GCC is committed to reduce expat earnings leaving their countries. So, the saving/remitting potential will steadily erode further.

    But a major impact on the migrant labour is likely to be a non-GCC player: Iran.

    Iran is determined to sell its oil, despite the US sanctions. China has built a bullet-train track between Iran and China - so Iran might export a lot of oil. This will push oil price down. If the oil price goes down, the GCC will keep tightening its belt.

    India really needs to elect educated people to run the country. There is every indication a new foreign currency reserves issue is on the horizon.
