Mangaluru: Malaysian citizen succeeds in getting Aadhar card from city

Mangaluru, Jan 30: A Malaysian citizen has been to procure Aadhar card from the city. There is suspicion that local officials and people's representatives were hand in glove with the person concerned in getting him this card. This incident also has given reason to believe that a large number of such fake Aadhar cards could have been in circulation.

Hoh Jian Meng (25), who has come to pursue medical course in the city with study visa, has succeeded in getting an Aadhar card for himself. With this, this Malaysian citizen has been recognized as an Indian citizen now. 

 

A person, in order to apply for the said card, is compelled to provide documents in support of his residence and the fact that he is an Indian. The officials entrusted with the work of issuing these cards are expected reject applications accompanied by unreliable and fake documents. The name and appearance of the above applicant clearly indicates that he is not an Indian. Therefore, the people are of the opinion that upholding his request and issuing Aadhar card to him, which could be an act of treason, was supported by officials and local people having political clout.

After a local Kannada daily was alerted about issuance of Aadhar card to the above person, the concerned checked the facts and got confirmation that the card had indeed been issued to him. The daily says that the address of the person as per the card happens to be 'Hoh Jian Meng, son of Hoh Deng Kiyong, No. 012, Balmatta Road, Maharaja Residency, Hampanakatta, Mangaluru.

People residing in the area claim that a few months back, a woman had visited the apartment complex in which the above student currently lives, seeking to procure Aadhar card for people who were in need of them. The security staff had refused her permission to enter the apartment complex. A call, which was purported to have emanated from the local political leader, is said to have asked the security personnel to allow the woman to get Aadhar cards done and that she was working on behalf of a party. The security staff allowed her to go in thereafter. The identity of the woman, the party which deputed her, and the person who made the said call, are yet to be revealed.

The Aadhar registration was done at Mangalore One centre, it is gathered.

    Please look at your Aadhar card. It clearly states it is proof of residence NOT of nationality. Any body who is "resident" in India for tax purposes can obtain Aadhar irrespective of nationality as it is needed for economic activity like bank accounts etc. It does NOT prove your nationality. NRI people who are Indian citizens but "resident" in another country CANNOT get Aadhar.

    Few weeks back even in Election Office at M C Corp. nearly 3000 new application to get Election Card was found in bags and tables with out any signature of the concerned officer in acknowledgement... Lots of new ECards are issued to fake people from Kerala for election purpose. Now AAdhar is issued to a Malasian person.... Oh God... Govt and officers are totally responsible for this great illegal process.. DC and Police officers should take action on these officers immediately... State govt is trying to win the election thru illegal process of issuing EC and AAdhar...

    It is really shocking to learn that a Malaysian national gets an Indian Aadhar Card from authorities in the Mangalore city, unless the law allows such foreign nationals residing in India to get one such card here.

    But what is more shocking and baffling is that BANGLADESHI NATIONALS ARE ILLEGALLY RESIDING IN AND AROUND MANGALORE/UDUPI CITY and are happily working in various construction and related industries, mostly as labourers. We often hear from the press that the Bangladesh nationals are illegally migrating to India and are staying in cosmopolitan cities like Mumbai etc and also in North Eastern states. But what is alarming is that these illegal Bangladesh migrants reach as deep as Mangalore in the south India and yet go unnoticed by the law enforcing authorities; such as Police or other national security agencies?

    Also surprising is that how the contractors and/or Builders in the construction industry are employing such illegal foreign national workers, who will be a national security threat? Are the concerned construction industry people are compromising the national security for their own benefit, as probably these labourers are available cheap for them.

    Perhaps it is also worth investigating who are the people behind bringing these illegal Bangladeshi people to Mangalore/Udupi region to work in various sectors.

    PAN Card and Aadhar Card can be availed by anybody it is not a citizenship card, i know foreigners who have PAN and Aadhar. Only thing is they should have a valid Indian Vias and residential proof.
    As per the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, only a resident who has resided in India for a period or periods amounting in all to 182 or more in the 12 months immediately preceding the date of application for enrolment.

    In India, we can apply for Passport on the basis of Adhaar. Gradually those foreigners hold Adhaar might apply for Indian PP.

    Can you apply for Gulf countries' Passport on the basis of a National ID ?

    That is why common ID to Indians and foreigners is not appropriate. On the Adhaar, the nationality is not mentioned but its a valid document to apply for a Passport.

    This manipulation cannot be done in foreign countries because the nationality is already mentioned.

    If you go through you Aadhaar card you may find a information behind Aadhaar Card which read "Aadhaar is Proof of identity, Not of Citizenship." So, Holding a Aadhaar doesn't make you a citizen of India.

    I have two comments on this news article.

    Firstly, someone with a legal qualification needs to check the factual legal position before you comment on the eligibility for an Aadhaar number. Under Section 3(1) of the Aadhaar Act 2016, every “resident” of India is entitled to an Aadhaar. Hence if this Malaysian guy has been studying in India for more than 6 months, then he is clearly a “resident” in India under the Act and he will qualify for an Aadhaar. Hence this is the reason why many NRI’s do not qualify for an Aadhaar while many foreigners working / studying in India will qualify for an Aadhaar. Please understand that Aadhaar is a proof of Identity. Aadhaar IS NOT an evidence of citizenship.
    (Whether this guy provided a genuine or a fake document is altogether a different matter and subject matter of investigation).

    Secondly, the comment that “the name and appearance of the above applicant clearly indicates that he is not an Indian” is a downright discriminatory and demeaning statement. There are so many ethnic communities in East / North-East India which share similar facial features and naming convention similar to that of this Malaysian guy. How could this even be considered as a lawful objection for issue an Aadhaar number?

    The above reasoning is not correct. Though for a person residing outside India its not mandatory to have Adhaar card, once he comes to India, he can't apply for a telephone sim without Adhaar. Secondly, if an Indian abroad wants to enroll his child in an Indian school, the child must have Adhaar because education system listing is functioning on the basis of Adhaar records. Birth certificate/Passport copy has become secondary, Adhaar is mandatory for admissions in Indian schools abroad.

    This is purely my personal observation but NRI's (especially the ones from the gulf) are most often than not taken for a ride for the simple fact that they choose to be ignorant about everything. For me, they seem to be more foreigner than an actual foreigner who comes, lives in India and learns the way of getting things done here.

    Either the officials are careless or uneducated. This persons name and face clearly indicates that he is not an Indian national. How can Aadhaar centre officials and people above miss this fact?! Then how can they recognise people from Bangla or Pak?
    Between, government says Aadhar is not a proof for citizenship. However, if you can manage get Aadhar you can get pretty much any other document and prove that you are citizen of India. Government still needs to fix a lot of flaws.

    Google "Indian Citizenship Act 1955" and read the legislation at your pleasure to find out who is an Indian citizen.

    Of all the documents that you have mentioned, passport is the only document that confirms a persons citizenship status. For everything else like banks, SIM, etc, the service provider needs to confirm your identity and hence they seek your Aadhaar card.

    There is difference betweentween "Aadhar" and Currency Notes
    Don't compare the uncomparable.furyher in State the State Govt is responsible
    for issuing "aadhar" so in this case the concerned officer should
    be taken to task and it is the duty of the State Govt to see that check and balance
    r maintained.
    It is v strange that the newspaper gets LL the information about
    this but not the person / or his party who helped to get the card

    Yes,
    Good One,
    same Currency can be touch by ALL,
    Currency Notes can enter Meat shop to Veg shop,
    Veg shop to 5 Star,
    5 Star to Begger,
    Beggar to tea stall,
    Tea stall to Fish and Beef market,
    From there to temples and churches,
    no restriction for money to enter anywhere which human being created,
    only Humans are redistricted to enter temple after eating fish and meat but same Currency Notes can enter everywhere.

    If State Govts were responsible for Adhaar in their territory, wouldn't there been IDs of different colour and design in a different state ? Why are they uniform nationwide ? MMS started the system, handed down to the next govt. at the center, not respective states. If MMS could start, Modi could have stopped it and could have started something else - he actually set off to do it. Why did he backtrack and continue with the use of the system ?

    Didn't Modi take authoritative decision (even without consulting his own ministers) of demonetization ? I asked Sri, why Modi did not take authoritative decision in stopping Adhaar and starting another with more trusted enter-pruners i.e. Ambanis ??

    One more thing - state govts have nothing to do with Adhaar, whether in issuing it or in continuing it. The process is controlled by the center and is allotted to licensed agency. They can't even hinder its process.

    Initially when he was CM Modi was against AADHAR and many bashans given against MMS,
    Now he and Jeitly asking to link Aadhar to Pan card Fan o Frying Pan without leaving Basaleda Dompa (ಬಸಲೆದ ದೊಂಪ ) also.
