Bengaluru: 15,000 doctors, paramedics protest against bill on regulating charges


Bengaluru, Jun 17 (DHNS): A day after talks with Chief Minister Siddaramaiah, doctors representing various medical associations from across the state staged a protest demanding that the government withdraw the Karnataka Private Medical Establishments (Amendment) Bill 2017.

Thousands of doctors under the banner Joint Action Committee-Karnataka on Friday held a protest rally from Krantiveera Sangolli Rayanna City Railway Station to Freedom Park demanding that the government withdraw the Bill that is aimed at regulating treatment fee among others.

Representatives of at least 25 organisations including Private Hospitals and Nursing Homes Association, Indian Medical Association, Federation of Healthcare Associations-Karnataka and Association of Healthcare Providers-India took part in the protest.

An official release by the committee claimed that 15,000 doctors and paramedics participated in the protest. Some of the prominent doctors who took part in the protests included Dr Devi Shetty of Naryana Health, Dr B S Ajaikumar of HCG and Dr Bhujang Shetty of Narayana Netralaya. Former Lokayukta Judge Santosh Hegde too expressed solidarity with the medical fraternity by addressing the protesters.

“The Bill is not a reasonable classification under the Constitution. It will not even stand the scrutiny of court even for five minutes,” Justice Hegde said.

“It is harsh and unreasonable. Doctors cannot be treated as criminals. It shows double standards. We are forced to step out of hospitals due to this,” said Dr Bhujang Shetty, chairman and managing director of Narayana Netralaya.

The private medical associations submitted a memorandum to the government raising their concerns. The memorandum says that instead of controlling the medical establishments, it tries to control doctors and the profession itself. The Act stipulates formation of a patient charter. It questions the doctor-patient interaction and reassurance, and projects it as a crime, it states.

Lukewarm response in Dakshina Kannada district

Opposing the bill meant to regulate fees being charged by private hospitals in the state which was tabled in the state assembly, the state unit of Indian Medical Association had given call for hospitals bandh on Friday June 16. However, the response for the bandh call in Dakshina Kannada district was not enthusiastic.

Most of the hospitals in the district operated normally on Friday and extended service to patients. In a handful of hospitals however, only emergency services were available. Hospitals like KMC hospitals near Jyothi and Attavar in the city, Fr Muller Hospital, Yenepoya Hospital and many others functioned normally. Only emergency services were available in Indiana Hospital while outpatient section of A J Hospital did not function from 11.30 am till evening. In Unity Hospital too except outpatient department, all other services were made available.

Although hospitals were opened in towns like Sullia and Puttur, outpatient departments did not operate there. Emergency services were kept outside the purview of bandh call. Private clinics functioned normally.

Dr G S Chandrashekhar, president of Udupi division of the Association of Physicians of India, said that the protest call given to shut hospitals had received very good response in the district, and that outpatient departments of almost all the hospitals did not function on Friday. In-patients in wards received care and treatment as usual and emergency services were not hit.

    Nobody is hating docs, but the levels they r stooping to, to earn big money at the cost of innocent patients; everybody knows the corrupt nexus between hospitals, docs, pharma cartel, diag labs etc.! This amounts to extorting, isn't it?

    All these problems started after this new health minister Ramesh kumar took over.
    If he is so interested in people, let them make the government hospital so good that , nobody will go to a private hospital.
    But then how many people will go to govt hospital as thier first preference.
    Dear Ministers: see how you can give better services in your govt hospitals. Eating commissions should not be the only goal in life.

    Problems started long back, may be before you were born, not by Minister Ramesh Kumar. He is bothered about poor innocent. Don't just support blindly, go to any hospital and see the conditions of poor patients, if possible try to help them. Don't take side of rich who are minting money by way of treating patients

    During emergency restaurants were required to display rates and weight/volume in the notice board
    Eg:

    Hotel
    1.Idli/50 Grams with 50 ML Sambar : Rs 1.50.
    2.Golibaji/100 Gms with 25 Gms Chatni:Rs 2.50
    3:Ambade/100 Gms with 50 ML Sambar:3.50
    4.Cha/180 ML:Rs 1.00
    5.Kapi/180ML:Rs 1.25.


    Same like in emergency, Siddu wants to put boards in Doctors shop
    Eg:

    It's a good move by the government to make treatment first and payment later for emergency cases. Almost all countries in the world have this law and they will perform any operations needed to help the patient survive without taking an advance payment. It is because the value the life of an individual more than money. Also it's a good move to maintain the rates of private hospital as they are charging too much and is not affordable to 90 percent of Indians. Government should take a step to reduce the college fees for mbbs and md seats as it is too high and forces the doctor to charge a lot. Medical industry should turn into a humanitarian industry rather than a business. It is very shameful for doctors and hospitals to go on strike as they take an oath to protect people. This looks like they are only after the money.

    why to control private hospital .if government open hospital like AIIMS, JAYADEVA AND KIDWAI like super special hospital no one will go to private hospital. first government should control health insurance company which cheating people all time even I am the victim for that health insurance company paid 10 years without claiming any money from the company 11 th year by some problem I couldn't pay the insurance installment without reminding like other life insurance company they discontinued our policy .

    A human beings worst fear is the scare of death.
    Doctors today cash on this fear. They give costly offers to evade the patient's death to the patient's party which they can not refuse. If they refuse and patient dies by chance they would have to carry the guilt to their graves.
    So the parents or children or the relatives arrange for the money to quench the doctor's hunger.

    Other services like five star hotels and legal services might be very costly. But in none of the cases they do not scare the subject of his death. Doctors do that. Hence we should support the Sidhu govt's move.

    why the govt or court increase fees for PG and MBBS or undergraduate increase every year to 10 lack or 30 lack or 60 lacks - is it a normal fees of 2 lack like another course cant make it. you need the bright candiate for medicine and he have to pay heavy fees and 10 years they have to study with different examinations. why Medical college reduce the fees to them every year and make utlise of their aim to serve the community like you and I do a free service. is a municipal engineer do his work free and get bribe from the customer. you and ,me not bothered for it - why only you and govt. need to talk about doctors take fees for their job or they have to do free service for you. if any electrician come to your home you have to pay full money and you have no compalin for it/ you and me have only paying to doctor and their service is to reduce. you tell gov t. to arrange their free study and accommodations etc and then you give bad words against doctors

    It is not compulsory that one has to become doctor by paying huge amount. Only efficient and bright students can go for this on merit without paying more. 30 60 lac what you are saying only for those who have struggled to get a degree in college and pass somehow pass going for tuition etc. If you think Engineers, Electricians get their money without bargaining why you din't choose that profession ?

    The doctors are worried that they can no longer can earn the good commission from the hospital charges, the various other earnings the hospitals earn by the recommendation of the so called doctors. If the doctors cannot get the commission from the hospitals they wont be able to roam in fancy cars and be members at the elite clubs in town and go on foreign trips. Real disgrace on the doctors to go on strike and opposing the bill.

    Will see if your daughter or son takes medical profession u will know the truth . If govt can't provide standard medical care to all then why you target private medical establishments who gives it . Its your choice u can very well visit a govt hospital and demand good medical care . Don't blame if u don't want visit govt hospitals. You want doc at your service , gives you best care , need all facilities in hospital like a posh hotel from Tv , wi fi, AC rooms , continental food etc and when it comes to bill u think it's waste of money to spend on health . If govt can't provide such high standard medical care then why to regulate on cost of private set up? Can u regulate five star hotel food prices by making it equal to small restaurants???

    Do not compare five start hotel food prices here. Poor and middle class people do not go to five star hotels. However, some of the doctors charge too much of price for medical usable items like stents, cataract lenses . Look at the cost difference of these items from manufacturer to patient. Cost increases 5 to 15 times. No other product sees such price hike from manufacturer to end user. That is why government regulated prices of stents. Government should regulate prices of cataract lenses also. Govt should specify lab costs of standard tests based on tier 1, tier 2, tier 3 cities. Also there should be regulation for standard common operations . I have doctors charging 2 to 5x price for same operation depending on hospital for same kind of service.

    When you have the option of getting operated at lowest cost why you blame doctor or hospital for that? You have option you can get treated from a place who charges less than others . Why crib? The problem is you don't trust govt run hospital where u can get free treatment . It's choice of people they can go to any doc they want.

    One doesnt go to hospital to have a posh room or 5star hospitality. There are times one has no other choice.Many times govt hospitals are not having that facility to get operated.or treated you are bound to seek another,or they themselves send there.we are a type of arrested in their hands.In a emergency time one doesnt have time to choose or go only govt.hospital.

    All well affiliated ones are in private and they know their handwork. to handle and cash.All are not from royal familys to meet ends.I experienced they even charge for instruments used for operation.Is it fair?should doctors go on the road and strike?leaving patients to their alone?when one chooses medical line is it to mint money or dedication to the profession?

    I welcome this move of the Siddu government. Doctors and medical shops make huge money and also the middle men(pharma representatives) have a huge cut. Look at the price of stents used for heart patients. Also look at the price charged for cataract operations. Recently one of my relative had a cataract surgery and the doctor charged total of 26000. Imported (German Carl zies) lens was used. Later in Google I checked import cost of the lens. It was found to be Rs 4000. Doctor said lens costs close to 20000. Look at the price increase from 4000 to 20000. It is fives times . This much of huge profit is pocketed by doctors and pharma companies. And most of them (private consultant doctors) do not give any bills. So obviously they do not show all income and do not pay taxes. May be 25 years ago doctors profession was really service oriented and but sadly now it is only business and money oriented only.

    Cost of a Outlook magazine is to print is hardy 7-8 rupees per copy . What we pay 60rs and buy? Cost of making a cup of tea is 4 rupees why we pay 120rs in a star hotel ? ? We don't have problem when lawyer charges 25 -50lakhs per appearance in court ! And the doctors should not charge it's a service printed . They get all tax free earning !!!!???

    I can survive without Outlook magazine. I can survive with Rs 10 tea . I do not need a 5 star hotel tea. I am not going for 5 start like hospitals like Apollo or some costly hospitals in big cities.
    The issue is even hospitals with very poor facilities charge too high prices. Look at some of the nursing homes in small cities. If you go to them they will simply prescribe blood test, chest xray and you can not come out without paying Rs 1000 charges for various stuff. This is what is loot by doctors and pvt hospitals. I know they spend a lot like 50 to 60 lacks or may be crore to complete a degree. But some of them try to make 10 to 20 lacks per month and do not pay taxes. This is the real truth. Recently during demonetization you might have heard about a private consultant doctor who was raided by IT officials and they found crores in her house. Sadly media did not report it, but it is well known fact to people of udupi. This is what is day light robbery by doctors. People fear death and they go to any extent like selling jewelery , land, house etc do get a treatment. Doctors and pvt hospitals use this fear of death for their advantage to make money.

    If a doctor seeks your permission to put the patient under ventilator, be assured, the patient is dead already.
    A doctor, if sincere in saving life, would have done it voluntarily without patient party's permission.

    Please comment sensibly. There is something called medical consent before doing any procedure /surgery . If a patient unable to consent by himself because of his condition may be unconscious or a minor . Most of the patient who require ventilator are in serious condition for who. One need consent for relatives to go a head . Tomorrow if there is medico legal issue the first question comes if consent is taken or not. Don't spread ignorance
