Dubious distinction: Karnataka is country's most corrupt state, finds study

Bengaluru, Apr 28: As per a nation-wide survey conducted by an NGO, Karnataka has emerged at the top among the states surveyed as far as corruption is concerned. The NGO, which conducted survey on the basis of the need to pay bribe to get access to public services, found that 77 percent of people they interviewed in Karnataka had to pay bribe to get work done in government offices.

On the contrary, Himachal Pradesh has been ranked as the least corrupt state with only 3 percent families reporting corruption.

Karnataka's dubious distinction of occupying top slot is facing threat from Andhra Pradesh where corruption stands at 74 percent. In 2005, 57 percent had said they had to pay bribe to get public services. Bihar was then rated the worst state in corruption with 74 percent of people of that state reporting to have paid bribes. Tamil Nadu with 68 percent and Maharasthra with 57 percent occupy third and fourth positions behind Karnataka and Andhra Pradesh.

The survey conducted by New Delhi-based Centre for Media Studies also has ranked Kerala (4 percent) and Chattisgarh (13 percent) among the least corrupt states, following Himachal Pradesh in that order. However, as a whole, the survey discloses, only 33 percent households has admitted to have paid bribe for public services during the last one year as compared to 53 percent who said so in similar study conducted in 2005.

In general, people felt that corruption level went down during the demonetisation exercise. Centre for Media Studies says that it conducted survey in 20 states during October and November 2016 in 20 states to put together this report.

As per the report, 73 percent people had said in 2005 that corruption had gone up during the last one year whereas this time, only 43 percent felt so. The total bribes paid, as per the estimate, was Rs 6,350 crore this time as against Rs 20,500 crore in 2005. The people in general were unequivocal in asserting that when the public servants seek bribe, they had no option to refrain from meeting the demand.

    Bribe givers also to punished along with bribe takers. If everybody decides not to give bribes then automatically corruption will end.Voters also should not accept freebies money to sell their votes.

    Karnataka is a well administered and peaceful state , the largest creator of jobs with a national share of 24 % , we are rated among the top 3 states where it used to be in the 13 th position during BJP's rule. we are the start up capital of INDIA and an IT hub.

    Corruption is not rooted out even in BJP ruled states. We are all against
    corruption but by merely giving titles to any state and accusing the administration just to gain confidence to win the general public the opposition is preparing now itself for next election. By voting a different party doesnt mean it will stop corruption . The system itself has to be changed.

    We are not, the Govt officials are. For example, in K'Nataka there is still NO SINGLE WINDOW for any project clearance unlike states like Telengana or Andhra Pradesh. The files still are red tape bound and go thru numerous officials who take cuts openly.

    For getting A Khatha in Bengaluru thru BBMP, still BRIBE Needs to be paid. The LOK AYUKTA seems to have disappeared. Every Check post OPENLY accepts bribes in K'Nataka, all cities, all departments. In case your car is non K'Nataka registration, if you are caught, then RTO takes bribe to save penalty. All these things are happening more here at a frantic pace not seen in ANY INDIAN Cities.

    To get Adhaar card too need to pay a bribe. Daily quota of tokens will be 70 but the clerk issues only 40 to 45 in the morning and then sells the coupons to the persons comes late or NRI's who will be on short vacations. This was a live example at Mangalore One office at Mallikatta. My friend was here on a short visit and wanted to get Adhar card and I told him about Mangalore One office and he approached there. He was a bit late to got there at 11 AM and the clerk told that all the tokens are done for the day and asked to come on next day. And while returning back he followed him and called my friend by side and informed that if Rs. 500/- is given than can get token. The friend paid rs. 500/- got a token number of 52. So daily the clerk must be minting bribe of Rs. 5000/- or more. Similar situation for any work at MCC. If you pay some money they will do your work within few days or else need to visit MCC daily to get the work done.

I do agree that in all Government office's in India there is corruption. By the way Godwin, Mangalore your friend who is a NRI is equally responsible he should not have paid anyone any money to get his Adhaar card. I know that NRI's who are on vacation what to get their Adhaar card and etc., and they do this at the last few days of their vacation and show to the people that this is the end of the world. If anyone asks for money at a Govt. office or does not give a citizen any document, people should contact the Lokayukta, I have done this in the past.

    Congratulations to the people of Karnataka. It is we who are responsible for the state getting this dubious distinction. I refuse to blame just the politicians and the civil servants. We the people should take a share of the blame too because if we put our foot down and refuse to pay bribes, things will see a lot of improvement. See the case of Kerala. The people are united there and the moment bribes are demanded, they get together and expose the person seeking bribes. Why can't we also do the same? Surely we too can do it if we all get together and teach these politicians a lesson. For that however, we should first set aside our political affiliations and differences. It cannot be done by just one or two persons. Everyone should chip in. The question is, are we prepared to do that.

    I saw your comment. All of us a are responsible. I have experience with Corporators
    of BJP, Congress and JDU. Nobody deals with you directly. Even if you do everything as per rules one has to pay the cut, but the cut is asked in such away you will not be able to do anything about it. If you dont pay your are bound to incurr heavy loss in your business and you can become a loan defaulter and I am a small businessman, I can not runaway anywhere leaving my wife and children. If you have a very good lawyer who can fight against these corrupt people pls let me know. My interest on loan is climbing and not single penny is coming in since last 3 months. Everything is at a standstill and I cant do anything about it. People can file complaints and get away with it and govt officials will quote you so many rules.

    Every state strive to make best use of the resources, Karnataka is the only state which is moving back in development. Which MNC would like to invest in Karnataka when we have corrupt officials everywhere.

    Kerala is no.1 in crime because FIR is always registered by police and crimes are always reported by the media.
    Compare this to Uttar Pradesh where Akhilesh govt. suspened police officers for filing FIRs and bringing bad name to the state.This is why police refuses to register FIRs for rape victims and other crimes and eventually they end up committing suicide.
    Uttar Pradesh and many other Pradesh and Bimaru states are at the bottom of human development index and are still in stone age,which is why everyone from those states rush to South Indian states for their education and job.
    Uttar Pradesh is without doubt the most corrupt state of India.The findings of this study is a joke,must be authored by Gujarat model and Nagpur shaka fellows.
