Bengaluru, Mar 28: The State Government on Monday introduced a Bill in the State Legislative Assembly to impose penalty up to Rs 10 lac for excess collection of fees by educational managements of CBSE and ICSE in Karnataka.

The Bill also aims at directing refund of amount collected by institutions in excess of the amount prescribed under Section 48 of the Act.

The Bill is aimed at regulating tuition/admission fee of students in schools recognised by the Indian Certificate of Secondary Examination (ICSE) and Central Board of Secondary Education (CBSE).

The Karnataka Education (Second) Amendment) Bill, 2017, seeks to amend the provisions of Karnataka Education Act, 1995, and make ICSE and CBSE schools subject to the conditions of provisions of section 5A, 48, 112A and 124A of the Act to ensure that schools have to comply with the fees, providing education to weaker sections of the society and record proceedings of the meetings, and payment of penalty.

"Any educational institution is found guilty of contravention of provisions section 48 (fees) in an enquiry conducted, after providing an opportunity of being herd, by the District Education Regulatory Authority (DERA), it shall impose penalty which may extend to Rs 10 lac and also direct for refund of amount so collected by institutions in excess of the amount prescribed under Section 48 of the Act," as per the Bill.
