Aadhaar not mandatory for LPG subsidy: Moily


New Delhi, Oct 9 (PTI): Having made Aadhaar mandatory for receiving subsidised cooking gas (LPG) in 19 districts, Oil Minister M Veerappa Moily today said the unique identification card will no longer be a must for giving subsidises unless cleared by the Supreme Court.

The Oil Ministry is implementing the scheme for transfer of LPG subsidy in cash to bank accounts of actual consumers in 97 districts of the country with a view to eliminating diversions and plug leakages.

The Aadhaar platform, which provides a resident is a 12-digit unique number after recording bio metric information like fingerprints and iris, is being used to implement the the cash transfer scheme.

"Aadhaar is only an identification card. We will not make it mandatory unless Supreme Court gives a clearance," Moily told reporters here.

The Supreme Court in an interim order had said that the Aadhaar number cannot be not made mandatory for people to avail any government services and nobody should be deprived of any such facilities for the want of the card.

The direct cash transfer for LPG started on June 1 in 19 districts. The government gave three-month grace period to enable consumers to get Aadhaar card and seed it in their bank accounts. After the expiry of this period, cash subsidy is being provided only to consumers who have Aadhaar cards.

The scheme will be implemented in phases in 97 districts acrsoo the country. A senior official in the ministry said Aadhaar has been helpful in eliminating duplicate consumers. A scrutiny of the 50 lakh consumers in the 19 districts of Phase-1 unearthed as many as 45,000 consumers who had two subsidised LPG gas connections under different names and addresses from different companies but had one Aadhaar number.

"We intend to block one connection of these 45,000 consumers which will help save Rs 23 crore in subsidy annually," the official said. So far, 5.3 million consumers have been given Rs 500 crore of cash subsidy and the scheme will continue to rollout as planned.

"Our understanding of the Supreme Court order is that the court has not stopped or banned direct benefit transfer on LPG till the next date of hearing which is on October 22. So, Aadhaar will continue to be the sole premise for availing subsidy in the 19 districts," the official said.

    Let this government be voted out for imposing the bank account/aadhar and related problems with bank accounts upon the people, just like the previous government was voted out. Let them never come to power again. Let the bank account be removed along with the aadhar card for this purpose.

    IDENTITY PROOF:- RATION CARD, VOTER CARD,PAN CARD, DRIVING LICENCE,PASSPORT,DOMOCILE CERTIFICATE,BSNL CONNECTION,HOUSE REGISTRY, NOW GOVT THINKING TO PUT ONE MORE AADHAR CARD. WHEN A PERSON DOES B.ed. he is asked to clear CTET/TET THEN HE CAN APPLY FOR TEACHER POST.
    SAME WAY WHEN A PERSON DOES Phd.HE IS ASKED TO CLEAR NET.
    BUT GAS IS NECESSARY ITEM YOU CANNOT PREPARE ANYTHING WITHOUT GAS NO ALTERNATE ENERGY RESOURCE AVALIABLE.

    All this nautanki to please the CASH RICH NRI community ,I strictly warn the Government to stop all NRI at immigration if they don’t have adhar card..Adhar is the only adhar to discipline some indiscipline NRI’s majority ofNRI don’t have Adhar card and when they come to India they don’t want to waste a single day and stand in queue for this card they don’t even bother to vote even if they are in the country during election I once again gently warn the Government to look in to this matter on war footing

    As per the Direct Benefit Transfer of LPG gas, the consumer has to face extra burden of approx. Rs 100/= per cylinder. While booking the gas cylinder the consumer has to pay 4.15% VAT on full amount, after that when the subsidy amount is transferred to bank account once again Govt. will levy 4.15% VAT on that amount. When booking the gas consumer has to pay Rs. 981/=, in return Govt. will deposit Rs. 451/= the subsidy amount. In normal cases the consumer is paying only Rs. 420/- per cylinder.

    The consumers wherever this scheme is implemented in Karnataka is feeling this pinch. This is one example how our representatives are fooling the citizens in the name of popular vote grabbing schemes.

    Public has gone through a lot of hardship before getting that Aadhaar Card. Many have still not got it and some have received rejection letters asking them to re-apply. After all this effort it is sickening to know that this card is not required. The sad part is those who have seeded their card to their bank account are in trouble. They now have to pay the full amount of Rs. 996.50 while their account is still not credited. I am told that the first amount that will be credited is only a deposit and not a part of the subsidy. The subsidy amount will be credited 4 of 5 days after delivery.

    Blessed are those who do not have the Aadhaar Card!!!!!

    ..thousands of croes spent of AADHAR, hundred crores spent Advertisement to showcase this as UPA achievment..Nobody knows how many people got this card & how it is useful to Indian citizens..after spending in crores now it is d not mandatory!!..Leave AADHAR till today we are not able to issue a proper voter card..For this mind boggling achievement Congress planning to reward Nandan nilekani with a MP ticket from Bangalore!!

    India is leading software exporter and our UPA never thought National ID card.Even though Sri Lanka technically & economically much behind India they have best national ID card ( Plastic ) visa-vis Aadhar.
    Why UPA given green signal to Aadhar card ( paper made....??? ) without Constitutional validity....????

    Dear John, very good question and good comment too. But to whom should we ask this question? When I went to Dubai Consulate Authorized Pass Port Renewal Office for my son’s Pass Port renewal they were asking me to provide other sort of identification card copy of my son. When I tried to explain them, Indian Pass Port itself is the ultimate Identification Proof, they were not ready to listen to my explanation by saying what can we do Sir, Indian Embassy in UAE told us to take other Identification Proof too

    Governments policies shouldn't be wavering!
    If Govt. passes a bill,it should be serious enough to reach it to the logical end!
    Aadhar Card was implemented with an idea to reduce multiple identity cards and elimination of duplicate as it has bio-metric identity facility.
    Why then the bill was passed in the first place?
    Why Aadhar card has year of birth and not date of birth?
    Some may not have birth certificate, for them year of birth is o.k. but why not to those who have it?
    Why Govt. DOES NOT consolidate Ration card, Voter ID, PAN & Driving License in ONE Aadhar card itself? Why multiple identities required?
    Moreover the card must be issued with due care only to bonafide citizens of India!

    only to bonafide citizens of India!!..valerain, there is a fight between Govt & SC regarding issuing voter ID to immigrants, SC opposing the move..when everything in INDIA runs on vote bank politics nothing concrete will happen in another 100 years..If proper ID cards issued to citizens then political parties in trouble, they can not do bogus voting..there are thousands of postal offices & other Govt department where employees dont have much works..Even we have thousands of national bank & rural banks across the country..If Govt really willing to do this, it can use these departments easily..But politicians eager to outsource the works & get commissions..finally the project will see a disastrous end with loss of tax payer money..

    Hope the govt will convince SC and make AADHAAR card compulsory. This card will be definitly a ID for all and eliminate misuse of gas subsidy and so on. The efforts of Mr Nandan Nilekani and group should not go waste. This scheme is one of the best one by our PM Man Mohan Singh the success of which has made other countries also intersted in the scheme.

    Aadhaar is a complete waste thing. Till now i don't have that card.

    Thanks to Supreme Court for opposing Govt's decision of making this card compulsory to get various benefits.

    Supreme Court well knows Aadhaar Project is a time pass project and 50,000 Rs crores scam. SC understood quality of work in Aadhaar Project by corrupt UPA Govt.
