Patna, July 27 (IANS) After absconding for more than 24 hours, Bihar's ruling Janata Dal-United (JD-U) leader Shambhu Saran Rai surrendered to the police Tuesday, a day after he severely thrashed a youth for allegedly attempting to rape a minor girl in Vaishali district.

Rai was produced before the chief judicial magistrate of Vaishali court in the afternoon. 

Rajesh Mahto, in his early 20s, was hoisted on bamboo sticks Sunday and beaten up by Rai, the secretary of the JD-U district unit, in Mansoorpur Halaiya village, about 40 km from here. Rajesh is battling for his life at the PMCH Hospital here. 

The incident was first reported Monday by local TV channels. A villager had recorded it on his mobile phone, made a CD and submitted it to the district police, said a police officer in Hajipur, the district headquarters of Vaishali. 

Rai, who was the only one seen beating Rajesh in the video, was absconding since Monday. 

Vaishali Superintendent of Police Sujeet Kumar told IANS that the police had raided several suspected hideouts of Rai since Monday to arrest him. 

Meanwhile, Chief Minister Nitish Kumar has ordered a probe into the incident. The JD-U has suspended Rai from the party. 

A police officer said a first information report (FIR) has been lodged against Rajesh and his friend Ajay Mahto for allegedly attempting to rape a 15-year-old girl in the village Friday. 

The girl's parents brought up the matter at the village panchayat Saturday and Sunday. 

When Rajesh turned up for the hearing Sunday, Rai thrashed him. Ajay stayed away. 

However, Rajesh's parents refuted charges against their son. "My son Rajesh was beaten like an animal because he had put pressure on Rai to return Rs.10,000 to him. Rai took the money for an Indira Awas Yojna unit," Rajesh's father Kailash Mahto said. 

In rural Bihar, village council heads are found demanding money for the housing scheme from the poor which they fail to return. 

The incident has shocked people of the state. 

"After regular reports of lynching, a Talibani style of justice has now taken place and it was executed by a ruling party leader. It seems that Nitish Kumar's claims of good governance and rule of law are good jokes," human rights activist Aneesh Ankur said. 

Mahesh Kumar, a businessman, said the incident was like Haryana's khap panchayats as it took place in full public view.

    A very disturbing video clip. I am appalled that these instances are still happening in India.

    Let us not forget the term "Innocent until proven guilty". There is a court of law and the public or politicians should never take the law into their own hands.

    We do not have the right to treat any living being in this manner…sad…very sad.

    Political leader or common citizen, don't have the right to break the law of the country. If every citizen wants to behave as they wish there is no need for the country to appoint Police force and law enforcement. First have to find out truth about the police report against Rajesh and Ajay and how much our appointed police are truth full and do the justice to their job. According to Rajesh's parents he put pressure on Rai to return Rs.10,000/- . The leader broke the law in front of very same public, who appointed him to be their leader. This is the open truth how powerful citizen of India take advantage of Democracy.

    If Rajesh tried to rape a minor girl then he deserves it. Imagine if the minor girl was raped then what is her future?. Rapists should be punished sevierly so that next time they do not even dream of raping. There should be a strict law against rape. I see many comments favouring Rajesh. I am sure if Rajesh managed to rape the girl then how your comments would be against Rajesh.

    None of you all would have commented in mercy of the boy who was beaten up, if he had attempted to rape any minor girl. Rape should be treated as a big crime and capital punishment should be the punishment. I don't sympathize with the boy if he attempted the rape. I hate rapists.

    Very sad to see this horrible beating to a poor minor boy. Even we saw in TV channels . If that leader has that much daring why he absconding. My opinion is let catch that beaten man , tie his legs same he tied that poor boy and beaten up same like that boy. So he can also come to know the pain. Police nothing will do,because he is a political leader.This is very shame to Indians.
