Bangalore: Big Hole in Exchequer's Pocket - Govt to Provide Security to Legislators?

TNN

Bangalore, Dec 3: Imagine Karnataka's 300 legislators moving around with Sten gun-toting security personnel.

This could soon be a reality if the government puts in place the suggestion of labour minister B N Bachche Gowda to provide security for legislators, who he feels are vulnerable to terrorist attacks. The police are already spending a huge sum on various categories of VIP security, which the department is duty bound to do based on threat perception to the person. Even if the government extends the minimum X category to legislators, it could burn a big hole in the exchequer's pocket.

According to the police, 35 persons have been given various categories of security. Security is provided under four categories X, Y, Z and Z+, based on position, criteria and threat received. Of the 35, three enjoy Z+ category security, 9 have Z, 21 Y and two X. This classification changes if there's a change in threat as per the periodical review by the security categorization committee. The names of persons to whom the security is provided are not disclosed.

While the majority of the 35 are recognized by their social status, others get extra cover by virtue of their office. Security cover is given to the chief minister; other ministers get security by virtue of their holding office.

In addition to these four categories, there's also the Dignitary Foreigners (DF) category. This is restricted only to foreign delegates who get security equal to Z+ protection.

CATEGORIES

Z + category

The highest security in the country. Persons travel in a bulletproof car escorted by a pilot car. Visitors are screened and there are round-the-clock guards at the residence. Around 30 vehicles constitute the convoy. Three gunmen work three shifts a day.

Z category

Two personal security officers move with the VIP almost everywhere. An escort comprising one officer, two guards and a screening person are provided. A squad does anti-sabotage check for explosives at airports, residence and other places hours before the VIP goes there. Personnel are equipped with a dog squad, bomb detection squad and metal detectors.

Y category

Security is divided into two sub-classifications. Union ministers visiting the state get an escort, residential guards and one personal security officer. In the second sub-category, only personal security officers and residential guards are provided. High court judges come under this category.

X category

Besides three personal officers working round the clock, local policemen are deputed. Personnel are usually taken from reserve police, local police and VVIP security department.

I think the govt should also provide individual charter planes to ferry them around. Ensure there are no residential houses at least 200sq mts around their houses they live. If they are travelling the entire road must have to be curfued. This is included in any bill would be voted unanimously, plan will be implemented within 2weeks and govt will pat its back in election time that they spent crores of rupees on security. THERE WILL BE STILL PEOPLE TO CLAP.
