Bangalore, Jul 26: Delivering the ruling in the matter of a demand for a debate put forth by Veeranna Mattikatti and others in the case of the unnatural death of Padmapriya, wife of Udupi MLA Raghupathi Bhat, legislative council speaker N Tippanna declined to permit a debate as an adjournment motion.

Referring to the rulings given by earlier speakers on similar issues in the past, Tippanna said that an adjournment motion involves postponing all other proceedings before the house. The subject which the members want to take up under this provision, is not eligible to be considered, he ruled.

Opposition leader Veeeranna Mattikatti supported by several other members continued to insist on a debate on the issue. Finally, Tippanna relented and agreed to allow discussions under rule 330.
