Cattle sale ban won’t interfere with state laws: Arun Jaitley


New Delhi, Jun 1 (PTI): Finance Minister Arun Jaitley on Thursday said the Centre's ban on sale and purchase of cattle from animal markets for slaughter has nothing to do with state legislations on animal slaughtering.

The animal markets are meant for farmers and not for traders, he said, adding that "this is the only effect of the notification".

Last week the Environment Ministry notified the stringent 'Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017, under the Prevention of Cruelty to Animals Act, banning sale and purchase of cattle from animal markets for slaughter.

Jaitley said the existing laws are continuing and the notification has "nothing to do with state legislations" with regard to slaughter of cattle.

"Every state has its own legislation or no legislation (with regard to slaughter of cattle). You have provision in the Constitution Article 48 (Directive Principles) which says that certain category of animals have to be protected," Jaitley said.

Prohibition of cow slaughter mentioned in Article 48 of the Constitution is not an enforceable article, but a Directive Principles of State Policy and mandates that the states has to bring laws to ban cow slaughter.

    If central government will not interfere with state laws, then under which laws they want to control animal markets. Do any markets come under central government.
    The one which comes under central government is THE EXPORT OF BEEF MEAT. But, they can't even think of banning the exports.

    The F.M/ Defence Minister is also speaking on Cattle & Cow.
    The finance situation has collapsed after demonetization and hit the Rural Economy badly as Per World Bank reports. Whenever the Defences are breached the excuse offered is that there is no full time Defence Minister -Was this condition not Self Imposed. Imagine such a huge country having a part time F.M/D.M who has time for useless topics like Cattle. The peoples attention has been diverted to Silly issues and real umpteen issues not being addressed.

    Centre Cow Slaughter Rules-Spells Death of Farmers since :

    1. Farm Holdings are economically unviable despite all developments.
    2. The Basic realities of and the Rural Infrastructure facilities are very poor and India is
    25 years behind China.
    3. Only the large land holders get incentives and they do not share it with others generally.
    4. Farm Insurance is not available to Farmers the Public Agriculture Sector Insurance Firms do not even have a CEO for quite sometime.
    5. The uncertain monsoons apart there are serious issues like high input costs, costly labour, no stable MSP for most crops,and lack of good quality seeds as well as hamper the farming sector.
    6. As per World Bank, effects of demonetization which have hampered day to day farming activities Digitalization is yet a far off cry for atleast 60 % of our rural areas .
    7. The G.S.T is too complicated and it’s going to mess all Agri Input sales like Fertilisers, Seeds, Pesticides and others which the poor farmer depends.

    How the New Law and the Prevention of Cruelty to Animals will effect Farming Sector immediately:

    1. Mechanism in Farming is limited to a very small percentage in India.
    The average farmer is still, dependent on draught animals to run his farm.
    2.Once the animal has completed it’s productive phase , the farmer has no option but to dispose off and cant hold on to it.
    3. With new regulations the farmers woes are filled to the brim.
    4. Farmer Suicides will increase,

    The water turning wine miracle circus of " demonetization" has now started showing the aftereffect through the fast decline of GDP and PMI (Purchasing Managers Index). What happened to the big ' make in India" festival with the foreign dignitaries-movie stars-politicians and Indian business people at Mumbai in 2015? The great fire work finished everything; likewise this demonetization will be another show.
