PM Modi holds meeting with senior ministers on demonetisation


New Delhi, Nov 14 (PTI): Prime Minister Narendra Modi held a meeting with senior ministers past midnight today to review demonetisation and its impact.

The meeting at Prime Minister's residence was attended by Home Minister Rajnath Singh, Finance Minister Arun Jaitley, I&B Minister Venkaiah Naidu, Power, Coal and Mines Minister Piyush Goyal and top officials of the Finance ministry.

The meeting came amid continuing chaos and growing public anger across the country over limited cash availability following the surprise demonetisation of two higher value currency notes by Modi.

There was little respite for cash-starved people queueing up outside banks and ATMs yesterday, with branches witnessing unprecedented rush since early morning and leading to arguments and scuffles.

Earlier in the evening, after a review by Finance ministry, the limit of old and now defunct Rs 500 and Rs 1000 rupee notes that can be exchanged for freshly minted Rs 2000 and new Rs 500 notes was increased from Rs 4000 to Rs 4500 per day. Cash withdrawal limit at ATMs was hiked to Rs 2,500 from Rs 2,000 a day.

The weekly limit of Rs 20,000 for withdrawal from bank counters has been increased to Rs 24,000. The maximum limit of Rs 10,000 per day on such withdrawals has been removed, the ministry said in a statement.

    Is the Modi government’s restriction on bank withdrawals supported by law?
    The RBI Act does not give the Centre the power to place limits on cash withdrawals from banks.

    In effect, the Modi government has interfered in the account holder’s private contractual relationship with her or his bank and suspended the individual’s constitutionally-guaranteed right to enjoy property under Article 300A of the Constitution. And it has done so in a manner that lacks legal sanction.

    By curbing this right to access funds on the terms as per which the funds were deposited in the bank, the government is, in effect, depriving account holders of their property for a term of two weeks and perhaps longer.

    The question that arises now is: has the Union government deprived account holders of their property for two weeks as per the law?

    This is a crucial point because the Rs 10,000 limit on daily cash withdrawals from banks (removed on Sunday night) and the weekly withdrawal cap of Rs 20,000 (that was increased by Rs 4,000 on Sunday), was critical to this demonetisation plan in order to prevent a run on the banks by citizens, which could have imploded the national economy. Without a withdrawal limit in place, the government could not have imposed the demonetisation plan with such short notice.

    The more important question, however, is whether even an Ordinance of such a nature would have been constitutional because if the government can be given the power to freeze cash withdrawals from bank accounts for 15 days, what is to stop it from imposing such restrictions for 50 days or 500 days? The answer most likely is that such a move would violate the constitutional right to property under Article 300A. But that is a topic of discussion for another day.

    Dear Prime Minister Narendra Modi sir,

    Namaste,

    My name is Prasad. I have a small industry in Balanagar Hyderabad. My industry turn over is about 2 lakhs per month. This means per year it is 24 lakhs. Honestly and truthfully with all the exemptions I should be paying about 3 lakhs Income Tax to Government. But I just pay 30,000. Why?

    I was born in a middle class family and with hard work and studies I came up well. Initially I did some job for a living but after saving every paisa I have grown to the level of having my own start up industry. About 1 lakh is enough to take care of my family's needs and other 1 lakh I invest (either in gold or shares or buying lands).

    In the one lakh I spend for family, about 30000 is going indirectly in some form or the other to the government. From groceries to TV to mobile I am paying 20 to 30% of spending in tax only. If I enjoy a small party of say 3000 on drinks about 60% is going as tax to government.

    Even for a liter of petrol I am having pumped about 30 rupees is going to government as tax. When I bought the car in form of taxes alone I paid about one and half lakhs. For a plot I paid 1 lakh as registration fee. The colony I am residing does not even have a road of any standard and hence I paid 50,000 as development fee.

    After seeing the plight of patients in government hospitals and knowing well the looting well the looting nature of private hospitals, I took a health insurance policy for my family members and shamelessly even on that I am charged a service tax.

    Like robbers every where I am taxed. Even in graveyards government is taxing people. But is what is this government doing to us in return?

    Do we have confidence that our children will learn anything if joined in a government school? Are we assured to come home alive if we go to a government hospital? Other than country's defence and laying roads we are not understanding where the developments works are going. Buy a car, there is road tax, get on road there is toll tax. Are we not ripped off sir?

    Where is the money we are paying in taxes sir? If I have to raise salary of the employees in my industry I appraise their work and give an increment. But what are the governments doing? Even if a government employee works or not they get the same salary and same increment. Why is it that our money is so cheap, sir? On top of it taking our tax money as salaries people don't do our work. If office is at 10 people come at 11 and wont move a pin without bribe. So, tell us sir, why should we pay taxes? If my industry has to get uninterrupted power I need to pay bribe. In all I pay around 10000 as bribe per month. How can I show this bribe in white, SIR??

    Simply for this reason we hate to pay tax to governments sir. That does not mean I have no social responsibility, sir. I gave 10000 when you have appealed to help for the army fund. I give 20000 a year to an orphanage in my neighbourhood and

    PM Narendra Modi’s war against black money is proving to be a "surgical strike" - but mainly on the poor. Amid confusion over "achhe din" and "bure din", as of now, it’s a nationwide din. While the fate of black money is uncertain, at least fourteen people have died so far.

    The problem with Modi is that he believes in treating the symptoms, not the cause.

    Immediately after banning the currency notes, Modi flew to Japan asking the Reserve Bank of India (RBI) to release currency notes of Rs 2,000 denomination.

    Looking Tokyo, talking London. In a country where the Rs 1,000 note was a threat to national security as terrorists could be trading it, the government has doubled the threat perception by doubling the denomination of the biggest note.

    In his address to the nation, the PM pleaded in favour of his move, saying now onwards banks would regulate the dispersal of such notes, as if the RBI had been in slumber since 1947.

    In a country where the Rs 100 note is not enough to buy daal for one-time meal, there can be no limit to wildest imagination. Modi has just proved that.

    Modi said he would bring back black money within 100 days of assuming office, and distribute Rs 15 lakh to each person in India.
    “Chunaavi jumla”, a term BJP leaders themselves shamelessly used to describe and own up to some of their false promises post-election.

    We are living in a dog-eats-dog world.Billions in losses for business due to currency crunch.Still PM Modi want 50 days and Jaitley says 21 days to fix ATM.

    Modi proved to be Robert Mugabe of India forcing his own people to beg for money from their own savings.

    Big and secret meeting on taking U-Turn on withdrawal of demonetisation. Mr. Modi & Team to make such scheme you need to have a meticulous planning, discussion with the real brilliant economists and above all you all have to be honest to yourself and to your duty. You could have taken help from one of countries great economist Dr. Manmohan Singh who could have guided you rightly. If you think just to cover up your fake promises of bringing black money by introducing such immature unplanned scheme then it is going to backfire you. Whole India knows that not a single black money holder has deposited a single rupee. It is the common man and small vendor / businessman who is depositing his hard earned money by standing in que under the hot sun. Wake up man

Before impementing the system govt. should have studied the benefit/trouble of poor, because India has big number of poor depend on cash for their daily bread.     Surgical strikes at LOC and against black money. Swiss Bank holders were given two years’ time to manipulate and make the black into white. Peoples promised Rs. 15 Lakhs has no scope since black has turned into white.
    Why they did not do enough ground work and other feasibility studies or alternative arrangements to tackle unforeseen situation that crop up due to shortage of currency and other arrangements to cater to the common man.
    News even spreading that persons having crores of black money are able to exchange quickly and less hassle unlike common man waiting in the queue for hours just to avail Rs. 2,000.-
    Pressure is building from all the corners, on banking staff, ATMS , vendors, Trade, sick people, functions , auspicious ceremonies , opposition political parites,………………………………….the list is big and people need to wait 50 days to come to terms. ??????

    I am personally supporting the demonetization of currency to control black money. But what i dislike is the way the second part, that is, replacement of currency has been handled!. Its not the people with credit/debit card and black money holders who are suffering, but the people who do not have these things!!. Even beggars are finding it difficult to survive!. Those who think that Modiji has done the right thing, I request them to go and shout slogans in favour of Modi and BJP near a bank where people are standing in Q for hours and see what happens next!!!

    Mr. Shetty, it is easy for people to sit in Gulf countries and comment. Have you seen the fate of common people in India ? If people who live on daily wages full day stand in que, what will he feed to his family ? Now, you justify saying daily wages people will not have higher denomination currency with them. OK, agreed. He will go to work and in the evening those who employed him do not have 100 or 50 denominations to pay him then what ?

    I strongly support our PMs move to curb the black money. However, the way it is implemented is nothing but disaster. India is not a small grocessory shop where you can change it overnight. It is a large country and requires brain to bring changes. Why no politician is found waiting to exchange the money ? Is it because they do not have stock of this currency ? No, they have their own way to exchange the currency. it is the common men who is suffering today. This move by the govt. is utter chaos and torture to common men. Many will remember now our silent PM Mr. Manmohan Singh, the great economist.

    Since last week,I have seen/felt strong opposition from those section of people who lost/bound to lose their unaccounted money. Interestingly, they have affiliation to various political parties including BJP. Money is either black or white, but not Congress or BJP. Expect coming days more surgical strikes....to set right our ailing economy.. Ideally this should cover black money out side country and bank defaulters.

    Well planned structured money laundering was carried out by Modi Govt before banning 500 and 1000 denomination currencies ...
    Last year ( May 26 , 2015) RBI increased the slab for LRS "Liberalized remittence scheme" upto USD 250,0000 which means an individual from India can transfer upto two crore rupee to their overseas account in a financial year ..
    Before modi come into the power the LRS limit was just 75,000 USD. He was elected as prime minister on 26 May 2014, RBI Increased the LRS slab to 125,000 in very next month Modi come into the power I.e Jun 03 2014 and also they increased the slab to 250,000 USD second time on May 26 2015.

    Due to this increase in LRS slab, there was a sudden spurt in remittence since June 2015. Approximately 4.6 billion USD (30,000 Crore rupees) has been transferred from India in last 11 months. This sudden spike in remittance almost 300% higher than historical average remittance. There is no clear explanation from RBI for this sudden surge.
