ATMs to disburse new currency by early December: Finance Ministry


New Delhi, Nov 13 (IANS): The Finance Ministry said on Saturday that the ATMs will be able to disburse new currency notes only by early December as recalibration of the machines requires both hardware and software modifications.

"Recalibration (requires both software and hardware changes) of ATMs is going on, which will be completed by end of this month or early December. Other denominations will then be disbursed by ATMs," a statement from Finance Ministry said.

"Presently only Rs 100 notes are being disbursed from the ATMs. Out of 2 lakh ATMs, about 1.2 lakh are operational," it added.

Taking stock of the issuance of new currency notes to the public, Finance Ministry said that a total of over seven crore transactions have taken place in less than three days after the demonetisation was announced.

"A total of over 7 crore transactions have taken place from November 9 up to mid-day of November 12 (i.e. in the last two and a half days) for deposit, exchange of old notes and withdrawal from ATM and over the counter," it said.

"Old notes of Rs 500 and Rs 1000 denominations amounting to about Rs 2 lakh crore have been deposited to banks," it said.

Ministry of Finance along with Reserve Bank of India (RBI), Indian Banks Association (IBA) and a few major banks participated in the review meeting on Saturday to take stock of the cash availability, it said.

"There is sufficient cash available with RBI and Banks. They were advised step up the supply of cash to the public," the statement said.

The availability of cash and issuance of cash to bank branches and post offices on a daily basis is being constantly monitored and necessary rebalancing being done for more efficient allocation of banknotes of requisite denominations between different areas, it said.

To cater to the requirement of rural areas, banks were advised to supply notes of smaller denominations (Rs 100 and less) as well as Rs 10 coins, it added.

One of the primary objectives of cancellation of legal tender character of old series of Rs 500 and Rs 1000 notes was to check the menace of terror financing through counterfeit currency notes. The receipt of counterfeits currency notes is being monitored closely.

RBI has been advised by the government to set up a special cell to monitor the receipt of fake currency notes and inform such instances to the Economic Offences Wing of the state police, enforcement agencies of the Central Government and also to the Ministry of Finance.

"The law enforcement agencies have also been advised to maintain close vigil over possible movement of fake currencies and take prompt action as and when such cases are detected by them as well as by RBI and banks," it said.

    The day the BJP/RSS Government came into India to rule, that day a dark cloud has formed upon the nation. How many days people can hold on to hunger-medical care etc? This surgical strike of white money will be far shocking than the Godhra episode. I am afraid of massive disorder in the nation for enthroning a Government composed of fake degree holders from the forests.

    If we choose uneducated people to power then this will happen...for coastal region we have many banks for us easy atleast we can change our money easily .. but if u go for remote area only one bank operating and Que is more than 2 kms.. that poor people suffers a lot, poor planning by poor govt.. if they call for election today then people will surely teach a lesson for them....

    This de-monetisation is a naive decision. A very small proportion estimated between 2 to 4 percent of unaccounted wealth is held in the form of cash. The bulk of unaccounted wealth is held in three important ways. Gold, real estate, and foreign assets. A substantial portion of the latter is cycled back into the stock and bond markets through the Mauritius route. An instrument called participatory notes plays an important role in the last segment. Small quantities of clean cash is held by the middle class to meet current expenses and among the poorer classes as a medium of saving. You can see that class of people now suffering in the long lines in front of ineffective banking and ATM system. Unaccounted cash is held by two categories. The bribe giver which his business and the bribe taker which is the politician and bureaucrat. Most of them appear to have had some kind of indication and have already engaged appropriate means like rural bank accounts to effect conversion. The middle class and the poor are angry and if any of the authors who claim credit for the scheme come close to the crowds outside the banks and the ATMs there will be interesting pics for cameras.That will be some fun.

    Mr Jaitley who used his oratory skills in Parliament while in the opposition to give sermons to the then ruling party has totally failed in performance as a Finance Minister. Common man is put to grave hardship with ATMs completely shut down due to non availability of currency. Banks are having long winding queues putting the senior citizens, illiterate citizens and others to unprecedented hardship. Many sub post offices are collecting old currency and not disbursing a single rupee thereby blocking the common man's deposits in the Post offices. Complete flouting of banking laws “to honour cheques on demand” is observed in Post Offices and banks. The PM is resorting to self praise through the media on foreign soil and within the country leaving the common man fuming in anger. Petrol bunks even if they have Rs.100 rupee denomination are refusing to give change to the people taking advantage of the plight of the people. Mr Jaitley advising the citizens to bear up for the next three weeks speaks of how ill prepared the Central Government is to solve the chaos created by it by nonsupply of new currency notes to the Post offices and Banks not considered the impact of ATM's breaking down failure to calibrate the ATMs failed to visualise the possibility of fake Rs.2000 notes being circulated ( media reports say photocopies of Rs.2000 are circulated) etc. The Government is using the text book reasons on the different use of Money laundering.The most harassed employees are the Police, bank and Post office employees, ATM Security guards who neither have job security nor a decent salary but are hurled with shouts by an angry mob. We now await the astronomical figure doled by the Central Government to tell the nation that black money figures within India. Who is to believe these statistics and on what basis? The common man is suffering this hardship out of sympathy for the helpless & pleading bank & postal employees & not out of appreciation for the senseless Modi Govt.

    Poor peolpe are crying because they have some money in 500 notes which is invalid to buy anything from the market, same way vendors cannot do business accepting the notes and they do not have sufficient excange notes in 100 or 50.

    Other alternative method could be at least 50% of the atms loaded with 100/- rupees notes and withdrawal limit of 1000/- per day. That will reduce pressure.
