Introduction of Rs 2,000 notes a puzzle: Chidambaram



New Delhi, Nov 10 (IANS): Former Union Finance Minister and senior Congress leader P. Chidambaram on Wednesday said the Centre's decision to demonetise Rs 500 and Rs 1,000 notes and introduce Rs 2,000 notes was a "puzzle".

Though supporting the demonetisation move, Chidambaram said how the government implemented its decision will decide whether it is a wise one or not.

"They demonetized Rs 500 and Rs 1,000 notes and introduced Rs 2,000. It seems to me a puzzle. Let the puzzle be unravelled by the government," Chidambaram told the media here.

"If the government was introducing Rs 2,000 note by itself, that would be a different matter. What I don't understand is why they demonetised Rs 500 and Rs 1,000 and introduced Rs 2,000 note. Maybe, it's my inadequacy," he added.

Chidambaram said: "If they give us a good reason, maybe we'll be convinced."

"I have thought about it and have spoken to a few people. Even they are unable to understand why the government did this," the former minister said.

"How will this move help in preventing the generation of black money? If new income or wealth is unaccounted, will not that income or wealth be stashed away in Rs 2,000 notes?"

"How is demonetisation of high denomination notes going to serve the purpose if a new and higher denomination note is introduced? The government must explain this apparent puzzle," asked Chidambaram.

He said he is worried about the timing as so many marriages are lined up.

"Somewhere, I read that some 40,000 marriages will take place in Delhi in the next few days. The period between November 15 and December 15 is expected to witness some five million marriages all over the country," said Chidambaram.

"... how the government handles it, I do not know," he added.

The former Finance Minister stressed that 99 per cent people are holders of legitimate/accounted money and the government must "quickly, efficiently" exchange their old currency of higher denomination without causing any harassment.

He said if housewives, students and small traders are made to fill up bank forms, it'll be pure harassment, and the Congress will condemn it.

Chidambaram said the decision must be seen in the background of "undisputed facts and data".

"In 1978, the Janata government demonetised high denomination notes. That action failed to achieve its objectives. High denomination notes were re-introduced shortly afterwards and the volume of unaccounted wealth and income admittedly increased," he said.

On whether demonetisation will prove a game changer, Chidambaram said: "... I think the consensus has been that the economic gains may be very small but disruption and public inconvenience may be very large."

He said unaccounted wealth and money is largely invested in construction, real estate, bullion, jewellery and securities.

"I have no first-hand information about how much is stashed by way of hard cash. Only the government can answer that question. I am concerned about 98 or 99 per cent of people who are entitled to exchange their old notes," the Congress leader said.

    The demonetisation move would have been less flawless if Mr Modi had done the following:
    1. Allowed banks & ATMs open the next day.
    2. If a person had withdrawn his deposit on the day of demonetisation be allowed to exchange the money the next day on proof of his pass book entry. For the rest permit deposits upto Rs.30000 with no proof.
    3. Permit payment of all Government bills- Electricity water telephone all taxes etc using the Rs 500 & 1000 notes.
    4. RBI prepared the banks by secretly withdrawing Rs.1000 & 500 notes and loading the banks with Rs.100.currency notes 5 days prior to demonetisation. Withdrawn Rs 1000 & 500 notes from ATMs and blocked ATMs for depositing money. Coin shortage earlier was accepted by people and similarly would accept Rs.100 denomination as long as life goes on.
    Mr Chidambaram’s statement that the bank withdrawals in the month where marriages are lined up are true. People with function in the family were traumatised.
    Chaos prevailed in the railway station & Bus Stand reservation counters, Hotels, Petrol bunks with everyone demanding Rs.100 notes as they did not have enough currency to give change. A vehicle of 2.5 litres petrol tank was asked to fill gas for Rs.500.
    Pre-liberalisation in 1978 when the demonetisation was brought in by then Government, the average salary of an Indian was Rs 250 -1000 p.m & the average minimum wage Rs.90. Rs.1000, Rs.5000 & Rs.10000 bills was held by the elite. Today a beggar has Rs.500 & 1000 bills.
    Modi tried to prove he is intelligent sans COMMON SENSE just to claim sole credit as seen in the broadcast. Modi is a ONE MAN CABINET & DIDN'T TRUST his Ministers by directing them to leave their cell phones outside before the Cabinet meeting.
    Whether Rs. 2000 currency notes will curb corruption!!! Pepped up statistics on the demonetisation success like the ads “ONE CRORE people voluntarily gave up gas subsidy” which is disputed will be added gossip to Chai pe Charcha.

    Government should also consider providing FREE Debit/Credit card Swipeing machine for all traders including BREAD OMLET shops with 0 Balance current account , so that we people can move out freely with only our Debit/Credit cards.

    The decision to curb black money of the terrorists and from Indian hoarders is a good decision of the cow government.

    HOWEVER HE LACKED KNOWLEDGE HOW TO CURB IT. HE HAS GIVEN MASTERSTROKE TO THE INDIAN CITIZENS ONLY AND CHAOS AND PANIC RULED.PREVAILED FOR TWO DAYS.

    The congress withdrew old 500 rupees notes and introduced new ones while taking back the old from circulation was a wise decision.

    INSTEAD OF 2000 RUPEE NOTE, HE SHOULD HAVE INTRODUCED 1000 RUPEE NEW NOTES.

    This is the reason people should not choose a chaaiwaala for the governance.

    When business man deposits 25 Lac (Black money) in Bank, That money will automatically get scrutinized and business man will end up paying 200% interest and penalty on it.

    So no sane business man will think of putting black money into Bank. They can only burn it off.

    I support Modi for demonetization but I dint think it is an effective tool to control black money. The situation during Morarji Desai's time is different from what it is now.
    The bold move by the government will check flooding of fake currencies in the market.
    It is a relief for innocent People who have faced hardships because of possessing the fake currency unknowingly. The lost the money and also have to face interrogations.

Now it is digital age and every transactions have a check before anybody withdraw big money. moreover now the age of credit / debit card hence cash exchange will become very small way. Psudos commenting against Modiji is nothing new and its there habit. These guys are go to the extempt of supporting anti nationals this is nothing. Modji majority are with you.     To get attention of public something dramatic has to be dome.The govt is trying out something that has to be appreciated .But I'm.afraid whether it will have desired effect due to the fact that people who have black money never store it in hard cash since it is risky aspect they might have invested in stock market real estate or offshore banks. However one advantage is that they may distribute the cash to the poor who may bank it in already opened bank account under Jan dhan that extent it is distributive justice

    Govt should have delayed 2000Rs note for a few months ..there are always loopholes the corrupt will find ..i dont think so many will be holding cash in the house in crores , coz he will be the most stupid person ..the guys who earn black always float it in the market and would have transferred overseas through hawala long before sept 30 deadline ...even local finance guys are happy ..they have floated black in the market and will get back fresh 2000 rs notes back from their clients to be floated again ..

    If Government could have introduce Rs.200 or Rs.300 currencies in the market and abolish all 500 & 1000 currencies by phase by phase, it could have have good impact on economy as well as curbing black money and fake notes nexus.
    Issuing new currency of Rs.2000 again encourage black money and faking.
    Govt. should make amendments that every five years at least one higher denomination currency should abolish from the market to curb black money and faking of currencies.

    This is a new plan of 500/2000 is to divert people attention from frequent failures of the government promised plans.
    The JIO man is going to get all his money in the new notes from Jan 2017.Something is missing here.
    If the government wanted to change the old notes into new secured notes they could have done it through Banks within a weeks time without disturbing the common man economy.
    Once 500 were changed then next step they could have changed 1000 bills.
    The FEKU supporters have nothing to lose because they have to support whatever new from the NDA no matter it is good or bad.
    It is foolishness if someone says the new notes are going curb the black money.
    The people who have black must be having it in the form of assets gold and shares.
    People who have cash in crores can easily send 100 workers to different banks and get it exchanged without questioning.
    Why to trouble common man who has nothing to do with any black money.

    Understand that whatever black money which was stored so far has become zero and worthless.

    Please also understand that 1978 is not 2016.banking system was thoroghly different then. most of the transactions were not thru banking channels. there was no internet. online transactions, Mobile payments & card transactions were not present.

    Today because of Jandhan unbanked people are also coming to banks

    If this policy is done once or twice in a smaller intervel. it will create huge fear factor for those who store balck money.

    Please understand that with the intoduction of GST which requires registration at a low threshold limit and requires to file all the transactions thru online. the floating of cash becomes lesser & lesser.

    Remember that we are on the path of digital economy where the transactions leave a trail and can be traced to the transactor.

    therefore Jandhan. demonetisation , gold monetisation are all steps towards eradicating black money.

    in the coming years generation of Black money will become more difficult unlike the past.

    finally understand that cost of administering a tax has a huge cost even knowing this you intoduced fringe benefit tax which was a retrogade step.

Now the black money hoarders can offer 20 -25 % to poor people and convert the black money in to white .... In such master strokes, govt gets white funds, poor people get commission and black money owner gets some mental peace by losing 20 -25 % ... that is all ...

    My simple question with example:

    For example:

    A businessman withdrawn Rs. 25 lacks from bank one day before this new rule to pay salary to his staff and salary paid to his staff same day.

    Next day govt implemented new rule of Rs. 500 and Rs. 1000/-

    Now with in one day same businessman will go back with 25 lack black money which he has in hard cash (black money) and bank accept it!! Because they cannot keep track on their notes as they do not track the notes serial numbers !!

    That means in one day a businessman converted his black money into white!!! How govt can tract this type of menace??

    For bank it does not matter whether you return the same money. In the accounts of the business there will be 25L outflow as salary. And if the business man changes the Black money that he has, it will be excess. During the audit this will popup.

    cash accounts to only 10% of black money and held mostly by small businessmen major black money in safe haven like swiss bank, gold, property.

    Before they needed big lockers to keep black money now small lockers are enough to keep big amount, note numbers going to reduced in bundle !!

    Hope this is not another jumla... because India is now ruled by Ambani's only....

    Can you point out to anything that he has said wrong in his statement? The move to demonetize the 500 and 1000 rupees is good, but to immediately reintroduce the new 500 and 2000 notes is baffling. If the reason is to clean the country of the fake currency offloaded by Pakistan, then I would agree, but to say that this move will clean up black money.........then it is hard to believe. Only new 500 rupees notes should have been introduced and that too after a gap of at least 3 months. That would have really made sense. As Chidu has pointed out, the same thing was done in 1978, but did it change anything?

    During your tenure as a FM of this country tell me frankly whether you have ever made any one attempt to curb the growth of black money.

    It was in the year 1978 Mr Moraraji Desai devalued higher currency notes to target balack money holders.
    Congress party during the 60 year rule not even bothered to stop the growth of black money.

    What is wrong in introducing Rs 2000 notes. Now people will think twice before the accumulate hard cash.
    Please how much money you have lost in this time. ?

    What do mean by 'devaluing higher currency notes'?.It's common sense that higher denomination notes favors black money circulation. Your own Subramanian Swamy was advising this government to abolish 0.5 and 1k notes, but instead, the government is introducing 2k notes sans any logical explanation. Comparing to black money stashed in overseas safe havens by the mighty and the powerful, this domestic black money in CASH is peanuts.

    In fact this move by our Modiji will help to reduce the baggage by half for those who constantly go to Dubai with suitcases of black money.

    Only the poor will suffer they will now be paid only ONE 2000 Rupee note as a month's salary and then they will have super difficulties in getting change to pay for the 100 gms onion they might want to purchase.
