New Delhi, Jun 9 (IANS): It took 71 days to issue an Indian passport in 2014, nearly three times as long as the 24 days fixed by the government, and the police took twice as long as they should (42 days instead of 21) to verify applicantsÂ’ information, according to a recent audit report from the Comptroller and Auditor General of India (CAG).

No more than 21 per cent of passport applications were processed that year by regional passport offices (RPOs) within three working days, as they should be after police verification. The proportion of passports processed in time fell from 26 per cent in 2013, the CAG report said.

The audit of 37 regional passport offices (RPOs) was conducted between June 2012 and August 2015.

In 2008, Tata Consultancy Services (TCS), an information-technology company, signed a deal with the Ministry of External Affairs to speed up passport issue.

The average time for regional passport offices (RPOs) to process passport applications, after police verification, increased from nine days - against the prescribed three days - in 2013 to 16 days in 2014, more than five times longer than it should be.

The national average for issue of normal passports (police verification processing) was 71 days in 2014 against the total prescribed time of 24 days (three days for processing applications 21 days for police verification).

“Henceforth, normal passport applications of all first-time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) and an affidavit will be processed on post-police verification basis, enabling faster issue of passport, without payment of any additional fees,” said this statement from the Ministry of External Affairs earlier this year.

Passports issued increased 54 per cent over 5 years

Passports issued increased by 54 per cent, from 5.2 million in 2010 to 8.1 million in 2014.

Average police verification time 42 days, twice as long as it should be

In 2014, police verification of applicants, a key step in issuing new passports, took 42 days, double the time fixed for the process, 21 days, the CAG audit found. This was seven days quicker than in 2013.

The average time declined to 36 days for 2015 for the period for which data were available, January to June.

In Delhi, the police verification process took 12 days, compared to 265 days (9 months approximately) in Assam.

The CAG report also mentioned that the delay in police verification report in some states and union territories was because there was no electronic connectivity with passport offices. As many as 35 per cent of police verifications took more than 180 days.

Earlier this month, the Delhi High Court recommended that the Centre 'revisit” its system of applicant checks, noting that even the government admitted to “lacunae in the system” that allowed the use of false or forged documents.

Passport offices received as many as 84,647 complaints in 2014, 63,831 (75 per cent) of which were addressed; 20,816 complaints (25 per cent) remained unattended until the end of the year.

    I can't believe this. I got my new passport within a week. I had a passport earlier.

    My only other guess is the delay caused if Police verification is needed. If its an emergency then i suggest you go personally to the SP's office and see that the file moves up.

    Its all because we Indians do not have a ID card. Even countries like Lao's, Cambodia, Vietnam, and Myanmar have ID cards or citizenship card with micro chip on it.
    In India We need two local people to certify at the police verification of passport.
    In Mangalore we need ration card, Adhaar card, Pan card , affidavit, marks card ,and at the end you have to face two about to retire Malayalam Talking ladies who talk to you in Malayalam only.

    The Passport Officer Panaji - Agnelo A J Fernandes held the post from May 10, 2013, till April 8, 2016.

    He had successfully streamlined the process of issuing passports to within three - five working days. I know people who had their passports delivered at home within five days after applying online without spending any extra money on the notorious agents waiting outside the passport office.

    However, the administration did not like his performance and booked him on various charges which unfortunately I cannot comment on.

    The administration does not want streamlined processes as these will stop their lunch time beer and chicken (it is no longer chai pani).

    Through Mangalore PSK, I got my passport reissued within 5 days as there is no change in home address. Whole procedure at this PSK is very well organised. I think the staff is of TCS and that may be the reason! As we know getting the job done at our Govt offices is like mating elephants! Outsourcing is the best way to streamline Govt offices!

    2 years back when UPA rulling consulate used say 3 weeks for normal passport and fast track 3 working days.

    now consulate says normal passport 40 - 60 working days fast track one week.

    thats the difference..during UPA, consulate used to say 3 weeks but used to get in 60 days..now consulate will say 40-60 days , but we will get in 1 week.

    Police enquiry took 4 weeks for my parents passport.
    Kadri police station wala hawaldhar was so ignorant that he always said he has sent the file after the verification but he was lying.
    It was pending with him since May 1stweek.
    Govt employees will never change their attitude no matter what.
    Last week even in SBI lalbaugh branch I had the worst experience of my life coz of these old idiots who think its their fathers office.

    May be wrong information. Now a days it took only one day..while you apply for passport.. next day it will be in your door step thru courier.
    First of all we should judge ourselves how good to society. If some negative things find..will take time..to process...which is what happened.
    Many people appreciated functioning of passport...thru various portal.
    In metropolitan cities there is no problem..but in remote areas where in still electricity not reached it will take time.
