Take action, don't threaten: Antony to Govt


New Delhi, May 4 (PTI) : Former Defence Minister A K Antony today acknowledged "corruption" in the AgustaWestland chopper deal but said the then UPA dispensation had done no wrong and asked the government to take strong action against those involved without threatening or blackmailing Congress leaders.

He said the previous NDA government headed by Atal Bihari Vajpayee had changed the parameters required for acquiring the helicopters for VVIPs.

"Don't try to create doubts, you will not succeed. Don't politicise, you will repent. If you have all evidence, take strong action. But don't threaten and don't blackmail," he said while participating in short duration discussion on the AugustaWestland issue in Rajya Sabha.

Making a spirited defence of the actions of the UPA government, he read out an official release of the Ministry of Defence issued by the Press Information Bureau (PIB) on February 14, 2013, listing steps taken by him as Defence Minister after allegations of corruption surfaced.

"It is proved beyond doubt there is corruption. There is Italy judgement. All legal hurdles are over, you have to act," he said.

Asking the government to conduct the case successfully, Antony said, "You have to first speed up arbitration proceedings. ...Now, corruption is proved and we can get thousands of crores as compensation."

He asked the government to take action against the company which gave money and "take action against takers whoever they may be".

Antony also made a strong plea for immediate ban on companies concerned. "You immediately ban these companies for 10 years. Do it as quickly as possible."

He said that since AugustaWestland has been held as a "corrupt company" by Italian courts, don't involve them in the Make in India projects. "If they are there, remove them. Don't cover up. Don't politicise."

Antony claimed that the decision to change the flying altitude from 6,000 metres to 4,500 metres was taken by then PMO and NDA government of Atal Behari Vajpayee in 2003.

"The decision to change height was taken by the PMO. It was taken during that time. The major decision was taken by your government in 2003," he said.

    Yes, Modi government progress is very poor compared to Prev Congi government in regards to, Corruption, SCAMM, Riots, Killings, rapes etc etc everything decreased in Modi government.. Modi gove could nto do any scams in last 2 years, where Congi goverment did 40-50 Scams in only 10 years.

    Govt and its rule makers are behaving like NEWS REPORTERS.
    When they are ruling, their old habit of accusation is not gone.
    If there is corruption, what stops them from taking action?
    Were they also part of it?
    Are they blaming just to take political mileage out of it?
    Or are trying to improve the business of news channels?
    Who cares for non performing Govt?

    As is not unusual in India an absurd drama is being enacted. Facts are being mixed with fiction. Let us see what the facts are so far. It has been admitted that money was paid to agents. Two of the top utives of the company have entered plea bargains and have been convicted and sentenced to imprisonment. A stupid statement is made and is repeated that this process is in an intermediate Court and is appealable to the highest court in Italy. That is absurd. Conviction on plea bargaining is not appealable.

    Money has been paid to agents both Indians and foreigners. That includes the Tyagi brothers and cousins. As these are not public servants, the Prevention of Corruption Act does not apply to them. They can be proceeded against in a civil court for violation of contract conditions.

    So far there is no evidence of money having been paid by the agents to public servants like the Air Chief Marshal, Defence Ministry officials, ministers and other public servants. If evidence of bribery can be procured, then both the bribe payer which in this case is the agent and the bribe receiver which in this case is the public servant can be prosecuted under the PCA. It appears from statements received so far that the former Air Chief requires to explain disproportionate assets. Unless there is evidence linking those assets to bribes he can be prosecuted only for possessing assets disproportionate to income.

    Indian investigative agencies are totally incompetent for many reasons and find it difficult to marshal evidence even when they have the authority of the Supreme Court backing them, as in the coal scam. However they have the power to practice unlimited pre-trial incarceration. Pre-trial incarceration is not resorted to in civilised countries in anticorruption cases. But Indian investigating agencies indulge in this practice rampantly because when a case fails they are not held accountable and penalised.     It is sad to see that the corrupt are threating the govt and the govt is just postponing.. It is high time. The corrupt, criminal anti national forces need to be dealt with iron hand.. While swamy is making all efforts, the govt is still not showing urgency to bring the crooks to justice. True that the legal system is slow in india, but how long will public wait to see that the justice is being done for looting this country's wealth left right and center for decades with no fear of law.

    Rajesh, Now be prepared for bjp to fall in a pit of dirt, as far as all Indians know that Mr. Antony is a honest man and will never speak anything wrong, Now he has proved that BJP government under Mr. Vajpayee had done all the blunders. Its a pity that Harvard educated samy had come to Rajya Sabha without learning the fact. Now let this Bluff government initiate legal proceedings against Vajpayee government and start a inquiry against it. Congress is openly challenging this bundlebaaz government but this government is spineless and have no guts to arrest not a single UPA leader. Shame on all the bhakts.

    in any society, the truthful would think twice to take action, but the crooks on the other hand will take every opportunity to pose as clean, to divert and to get mileage.. because the crooks are shameless and have nothing to loose... even for Laluu it took more than a decade to be punished.. so, naturally these forces are rejoicing as nothing is going to happen before 2019 and then they can come back to power and settle things.. but the common man wants justice, truth to prevail, and it will.
