India ranks 4th in black money outflows with USD 51 bn per annum: Report


Washington, Dec 9 (PTI): India ranks fourth in black money outflows with a whopping USD 51 billion siphoned out of the country per annum between 2004-2013, a US-based think-tank's report said today.

Notably India's defence budget is less than USD 50 billion. China tops the list with USD 139 billion average outflow of illicit finances per annum, followed by Russia (USD 104 billion per annum) and Mexico (USD 52.8 billion per annum), according to the annual report released by Global Financial Integrity (GFI), a Washington-based research and advisory organisation.

The illegal capital outflows stem from tax evasion, crime, corruption and other illicit activity, the report said, according to which a record USD 1.1 trillion flowed illicitly out of developing and emerging economies in 2013, the latest year for which data is available.

In all, during this decade-long period of 2004-2014, GFI estimates that more than half a trillion (USD 510 billion) went out of India and in the case of China the figure was USD 1.39 trillion and Russia USD 1 trillion.

Titled 'Illicit Financial Flows from Developing Countries: 2004-2013', the study shows that illicit financial flows first surpassed USD 1 trillion in 2011 and have grown to USD 1.1 trillion in 2013, marking a dramatic increase from 2004, when illicit outflows totalled just USD 465.3 billion.

China also had the largest illicit outflows of any country in 2013, amounting to a staggering USD 258.64 billion in just that one year, the report said.

"This study clearly demonstrates that illicit financial flows are the most damaging economic problem faced by the world's developing and emerging economies," said GFI President Raymond Baker, a longtime authority on financial crime.

"This year at the UN the mantra of 'trillions not billions' was continuously used to indicate the amount of funds needed to reach the Sustainable Development Goals. Significantly curtailing illicit flows is central to that effort," he said.

Noting that Sustainable Development Goals (SDGs) calls on countries to significantly reduce illicit financial flows by 2030, the report said the international community has not yet agreed on goal indicators, the technical measurements to provide baselines and track progress made on underlying targets and subsequently the overall SDGs.

In its report, GFI recommends that world leaders should focus on curbing opacity in the global financial system, which facilitates these outflows.

    So, $ 510 billion hidden somewhere in the world. The leading candidates of this drama might be the politicians, and the BJP may have many associated with the party who might have lavishly donated for the party.

    Rs. 15 lakh/person of the black money share greatly offered by the BJP is a bygone history. As Amith Shaw said, it was simply a metaphorical statement to catch the votes.

    How many such metaphorical statements are yet to be fulfilled?

    The outflow of Indian money in 10 plus digits doesn’t surprise anyone anymore. The question is why the ‘Operation retrieval’ of black money fails to take off as promised? The only boring response to this question has been ‘need more time, for achche din wait for another 25 years’. On the domestic front especially in real estate sector and stock market the black deals still continue. P Chidambaram's highly successful voluntary disclosure scheme of 1997, which elicited declarations of over Rs 33,000 crore against this year's measly Rs 3,770 crore! And we all know the big achievement of 400 grams of gold story recently!

    I have been expressing - the only solution is transparency act. All are political parties are corrupt in one way or other. These politicians needs money to run their political party and where is the money coming ? who are donating them, and why they are donating ? Today no one in the country spends money from this pocket to run their political party. In fact no political has no right to rule us till they accepts Transparency act - Let all things white only,no black. Till that period what ever our any political parties assuring us all are bogus and we are fooled by them. I am expecting more dislikes this observation because they do not want to be accept the truth. GOD bless them.

    Very correct. Many of the politicians of India associated with different political parties have vast amount of black money in the foreign lands also those people who have donated money for the politicians. No political party in India would be brave enough to open the black money chapter but talks about that at the time of election to bluff the public.

    Did the BJP Government publish the whole list of the black money holders so far?

    Modi Govt put too much restrictions on Black money circulation in India. That's why Real Estate market going down. When the Real Estate gone down everything will go down. In result country facing the recession now, unemployment will increase, people will going to become more poor, purchasing power will be reduced. Till end of Modi term (2019) people in India will face very tough time. If anybody tried to restrict Black money and tried to stop corruption, India will become very poor and failed country.
