AAP govt restricts plying of private vehicles to 15 days per month


New Delhi, Dec 4 (PTI): In a radical step to curb air pollution that has assumed "critical" level, Delhi Government today announced that private vehicles bearing odd and even registration numbers will be allowed to ply only on alternate days starting January 1, which drew mixed reactions.

In an emergency meeting chaired by Chief Minister Arvind Kerjriwal, a day after the High Court compared Delhi to a "gas chamber", the government also decided a series of steps to cut pollution which included shutting down of a thermal power plant and making it mandatory for vehicles to have Euro VI emission norms from 2017.

The odd/even number scheme, similar to the one in place in Chinese capital Beijing and Singapore, allows vehicles with number plates ending with an odd number to be driven one day while those ending with an even number can be plied the next day, meaning that a motorist will be able ply his vehicle only for 15 days in a month.

Announcing the decision, Chief Secretary K K Sharma said emergency services like ambulances and public transport will not be under the ambit of the restriction.

In its reaction, Congress described the move as "anti-people" while BJP, adopting a cautious approach, said it supported measures to curb pollution but wondered if the step was practical. Environmentalists welcomed the decision.

"We welcome any step to curb pollution but it should be practical," Union Minister Mukhtar Abbas Naqvi said, adding that it should not happen that such a measure is rejected outright.
Congress general secretary and spokesperson Shakeel Ahmad said that Arvind Kejriwal government's decision was aimed at cheap publicity and will harass the common man.

However, the move got a near unanimous welcome from green experts, most of whom stressed that the situation called for "drastic measures".

Environmentalist Sunita Narain supported the move, saying pollution in Delhi was at a health emergency level and such steps were needed.

Director General of Centre for Science and Environment Sunita Narain said it will have implementation challenges but was imperative as the city's air pollution has reached the level of "public emergency".

Chief Project Scientist of the Centre's System of Air Quality and Weather Forecasting and Research (SAFAR) Gufran Beig said it would lead to a reduction in Vehicle kilometres travelled (VKT). It is an aggregate estimate of the distance travelled by vehicles and the principle unit of measurement to assess road traffic volume.

Anumita Roychowdhury of CSE, who has been working on ways and means to mitigate pollution in Delhi, said people should welcome the move as it was time to put an end to "chest beating and complaining" to measures on the ground.

"Similar initiatives have worked in places such as Beijing and Mexico city which have also been grappling with high levels of pollution. Some other cities like London and Stockholm have gone for congestion pricing and Hong Kong for parking restrictions," she said.

Sharma said the government has decided to shut MCD parking lots on the roads that are responsible for slowing down traffic movement.

He said the government has also decided to shut down the Badarpur Thermal power station and will move the National Green Tribunal to close the Dadri power plant which falls in Uttar Pradesh.

The Government will carry out a massive plantation drive along all arterial roads across the city to curb spread of dust and ensure vacuum cleaning of roads by the Public Works Department from April 1.

Sharma said the Transport Department with help of Traffic Police will finalise a proposal to allow movement of trucks in Delhi from 10 or 11 PM instead of existing 9.00 PM as they slow down overall vehicular movement which was pointed out to be a major contributing factor to pollution.

The city government has also decided to make it mandatory for vehicles to have Euro VI standards for vehicular emission from 2017, two years before the Centre's scheduled introduction of the same.

Sharma said public transport will be significantly augmented to take the load of increasing passengers due to the odd-even number restrictions.

"It was noted that a large number of school buses operate for a limited period of the day. Transport Department/DTC shall consider hiring these and similar buses for meeting additional public transport needs," said Sharma.

He said the DTC will operate their buses at higher frequency and for a longer period of time. A request will go to Delhi Metro for extending the timing of its operations in evening.

The Delhi Government also has decided to crowd-source complaints relating to visibly polluting vehicles and burning of bio-mass, garbage, leaves.

The Urban Development department will modify its Swachh Bharat App so that these complaints can be received from the public.

The Kejriwal government has been focusing on improving public transport and introduced "car free day" in select areas. The government has announced that it will organise 'Car-Free Day' across the national capital on January 22.

The government said it aimed at cutting down vehicular pollution in the city by half with the measures it announced today.

"Every year pollution level increases in winter. From January 1, 2016, odd and even numbered vehicles will run on alternate days. Alternate arrangements are being made to bolster public transport. DTC buses, Metro services will ply extra. We are still working out the modalities," said the Chief Secretary.

The pollution levels in Delhi have risen significantly in the last few weeks.
Yesterday, the Delhi High Court had observed that the current air pollution levels in city have reached "alarming" proportions and it `was akin to "living in a gas chamber". It had directed the Centre and city government to present comprehensive action plans to combat it.

A bench of justices Badar Durrez Ahmed and Sanjeev Sachdeva termed the action plans filed by the environment ministry and Delhi government as "not comprehensive" as they did not contain specific responsibilities of each authority and the timeline for carrying them out.

It directed them to file comprehensive action plans, which are the need of the hour, by December 21.

Union Environment Minister Prakash Javadekar yesterday had said air quality in Delhi has been going from bad to worse and the situation was "serious", claiming the government has prepared a one-year plan to improve it.

    according to law, either u need to have 2 vehicle with ODD and even no. plate or you have to depend on any other transport mode.
    In India crores of vehicles vomiting carbon more than permitted.
    Instead of implimenting such law govt. could have impose heavy fine to the motorist which is not meet enviornmental law.

    I'm not a resident od Delhi but have visited once in 2005. The pollution level was at suffocating level even then. Today I'm sure it is exponentially high.
    Govt plan, I dunno if it's practical, but something has to be done to curb pollution level.
    Strict implementation of Pollution tests for vehicles.
    Plantation of tress
    Vanamahotsava awareness
    Vehicles after some span (with expert advice)to be scrapped say for example after 15 to 25 years.
    Provide better and cheap public transport systems.
    Curb bribery which is a threat to everyone.
    Benefits to people who use public transport.

    Bold but impractical. What will a guy who owns a car do? Go by bus every alternate day? Is the bus system even equipped to cope with a massive increase in commuters? You will throw the whole society into chaos. The solution should be a gradual weaning away of people from cars through higher taxation, while building more public transport infrastructure. A time horizon of at least 5-10 years is required to implement this.

    This is absolute 'height of foolishness'. This rule will not have any effect on cleaning up air pollution. It is just a game played by politicians and car manufacturers who are hand in glove. With this rule, people who had one car will try to have two cars. One with a even number plate and the other with a odd one. People who can't afford may try to get two number plates (odd and even) for a single car by bribing officials just to be on the road every single day. Only God can save this planet from these greedy politicians.
