Spirit of give & take can ensure passage of key bills like GST: Cong


New Delhi, Nov 24, 2015, (PTI): Ahead of the Winter Session of Parliament, Opposition Congress today signalled closing of ranks and told the government that only a spirit of give and take would ensure passage of key bills like the GST.

"Give and take is the essence of Parliamentary democracy. It is not a one way traffic in which the Opposition supports all the measures irrespective of their deficiencies and government fails to amend them," Congress leader in the Lok Sabha Mallikarjun Kharge told PTI.

"We are ready to cooperate, but if they want our cooperation, they will also have to reach out," was the refrain of the veteran Congress leader.

He said this in reply to the heavy legislative agenda the government has planned for the month-long session, including the key reform measure GST, which commences on November 26 and concludes on December 23.

Noting that the party would also reach out to other Opposition parties for greater floor coordination, he recalled that the Opposition unity in the last session had resulted in the government not proceeding ahead with the controversial land acquisition bill.

The Opposition wanted to take up a host of issues including growing intolerance, inflation, drought, floods and atrocities on Dalits and minorities, he said, adding that the Opposition expected that the government takes it into confidence to run Parliament smoothly.

Prime Minister's foreign tours and the investments generated from them is also one of the key issues the Congress would like to take up, Kharge said.

"We also expect full cooperation from the Speaker for smooth running of the House," Kharge said in the wake of reports that Sumitra Mahajan has written to members to ensure acceptable decorum in the House in the session.

Last session of Parliament had seen a virtual washout of the proceedings in the wake of the Congress demand for the resignation of External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje in the Lalit Modi controversy and Madhya Pradesh Chief Minister Shivraj Singh Chauhan in the Vyapam scam.

The session had also witnessed suspension of 25 of the 44 Congress MPs by the Speaker.

This is the first session of Parliament after NDA's debacle in Bihar elections.

    UPA had full majority, in both houses. wow, what a piece of history. UPA relied on outside support of many political parties to pass critical bills. The so called patriotic BJP would have done UPA if it agreed to any pro development bills. It did not had appetite to pass the bills as quoted by Sushma my friend.

    1. Congress scams if BJP and Modi unable to unearth it and prove it in courts. It implies people elected a incapable and incompetent government, which is good for nothing.

    2. Most of the bills which Modi is desperate to pass now, were on hold by BJP opposing them for the past 10years. BJP said the bills were against development exactly like Aadhar card.

    modi govt is in no tension to pass gst bill or is in mercy of any small regional parties like congress .this gst bill is very important for indias development and will simplify the taxation process between states and centre.it is estimated that,it will add 1% to indias current gdp in next couple of years,if it is implemented.
    modi govt want to follow due constitutional process in passing the bill.if some small parties like congress does not allow the bill to pass in this session,then the govt will call joint session of rajyasabha and loksabha which is allowed as per constitution rules,where bjp is in majority and will pass the bill.indian people will judge which all parties are for nations development by looking at the proceedings in this current loksabha session

    although state consultation is a procedure which needs to be followed,its not mandatory.modi govt has consulted all states and all states including congress states has given approval.states consultation is not required for a money bill.but for legislative bill,2/3 rd majority is needed if there has to be constitution amendment.gst bill is just a money bill.

    land bill proposed by bjp govt is a controversial one and most of bjp supporters itself dont support this bill and i am also one of them as they have not given convincing answers about how the affectees will be compensated and what is the time frame for it.
    gst is a money bill which is not a sensitive one like land bill and people will be benefitted and along with the country.land bill and gst bill are two opposite poles when it comes to controversy.there is no comparison between these two bills.

    Shouldn't play politics on key reforms bill like GST!
    Earlier BJP played dirty politics and refused to accord their support for passage of GST during UPA Govt.
    Now, INC is playing the same politics, tit for tat.
    However, it is imperative for BJP as well as INC to bury the past differences and pass GST, which is in the interest of the country.
    Without key tax and judiciary reforms, economic revival and massive inflow of FDI, will remain only in paper, distant dream!
