Land acquisition bill not a matter of life or death for me: PM

New Delhi, May 30 (PTI): Even as his Cabinet decided today to promulgate the Land Acquisition Ordinance for the third time, Prime Minister Narendra Modi has said that the legislation is not "a matter of life or death for me" and that he was prepared to accept any suggestions.

"This is not a matter of life or death for me. And neither was it the agenda of my party or the government," he said in an interview carried by The Tribune newspaper.

In a separate interview, Modi responded strongly to Rahul Gandhi's jibe that the government was "suit boot ki sarkar".

"Suit boot is definitely more acceptable than suitcase. After ruling for 60 years, the Congress has suddenly remembered the poor. People of this country have suffered and remained poor due to shortsighted policies of the Congress," he told ANI.

Hitting out at Congress, Modi said, "Did the coal and spectrum scandals or the CWG fiasco benefit the poor? Everyone knows who were the beneficiaries -- some chosen industrialists and contractors."

The Prime Minister also spoke about the controversy surrounding the 'One-Rank, One-Pension' (OROP) for ex-servicemen and told the newspaper, "We are committed to OROP, but we are in consultation with defence personnel regarding the definition of OROP.

"Our government is here for five years and we cannot do anything without consulting the people concerned. The dialogue is being actively pursued. There is no need to have any doubt on this."

Land ordinance to be re-promulgated again

New Delhi, May 30 (PTI): The Union Cabinet today recommended re-promulgation of the controversial Land Acquisition Ordinance.

The land ordinance will be issued for the third time.

The Ordinance was promulgated for the first time in December last year to amend the 2013 Act. Despite being passed in Lok Sabha, the government did not take it to Rajya Sabha as it lacked numbers there.

The Ordinance was re-promulgated in March this year and will lapse on June 4. The recommendation of the Union Cabinet will be sent to President Pranab Mukherjee for its approval.

The government, which had promulgated the ordinance twice on the bill since December after it faced continuous resistance especially in Rajya Sabha, where it does not have the numbers, had agreed to refer it to the committee, during the recently concluded Parliament session.

The first meeting of joint Committee of Parliament on the contentious land bill yesterday saw a number of Opposition members raising questions over the rationale of the government changing provisions of the 2013 land law.

Expressing dissatisfaction over the government's arguments in favour of the bill, the members had demanded a "composite" inter-ministerial reply on the issue.

At the meeting, the Rural Development Ministry and Legislative department in the Law Ministry had made a presentation to members on the amendments made to the The Right To Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

As the officials of the two ministries explained the amendments, members from the Opposition parties including Congress, BJD, TMC and the Left had raised questions over the rationale of doing away with the consent clause while acquiring land.

While the 2013 law required that the consent of 80 per cent of land owners was obtained for private projects and that the consent of 70 per cent of land owners be obtained for PPP projects, the present bill exempts the five categories from this provision of the Act.

These categories include defence, rural infrastructure, affordable housing, industrial corridors and infrastructure projects including public private partnership (PPP) projects where the government owns the land.

The 2013 Act also required that a social impact assessment be conducted to identify affected families and calculate the social impact when land is acquired. This provision has been done away with.

    I had great pride in Air India and unfortunately my Mumbai - Delhi - NY, fight got delayed in Delhi for 12 hours.
    We were put up in Royal Plaza at 3 AM and we were refused dinner though we were given sumptuous breakfast because it was against policy.
    On checking with hotel reception I was told this happens once a week because Pilots report drunk.
    Flight landed at JFK Airport after 14 hours and we were made to wait for one hour on the airport tarmac for want of parking space.
    At the customs line we were made to wait in line at a counter marked "Agriculturist".
    MERA BHARAT MAHAN and I will never again travel by Air India ...

    Can madam and son accept any challenge for an open debate? Ten years the son did not even open his mouth in the parliament. And the mother can only read out a statement or speech, even in the parliament, that too prepared by somebody else. This can only be expected from those who do not know India and its people and who do not have their own ability or capability and commonsense to make speeches and statements in public.     Centre should go ahead with the land ordinance for overall development of the country & create jobs. We need jobs, Industries & development. Or enact a law in such a way that every college / university / Institute should have their own Industries. There are plenty of colleges but where are the Industries / jobs? All are getting education but where are the jobs?

    Let the Congress cry as they have enjoyed this country from 60 years. They know they can win elections in the name of poor since they don't have anything to show their achievements.     If the government takes your land based on new law, you will feel. You will also cry if agricultural product price increases in the market but you want your salary to be increased every year. Have you ever thought of farmers & their current state. Let government fix the prices of agricultural product cost be increased as cost 10% in the market or let them fix land price as government rate x 6 times since the land price and market price varies. If not why not government change the land price equal to market price & get tax too? Why government want black money in real estate business?

    my father or grandfather or yours were agricultarists before.but are we following the same profession currently?NO.bcoz its not economically viable as like other professions.majority of farmers childrens are leaving villages to cities for urban jobs.they dont want top continue in thier parents professions as they think that is not hifi,does not give good returns like urban jobs,will not fetch a girl/boy for alliance,have to be devoid of urban ameneties if settled in villages.

    take the case of udupi/mangalore where if u hire a single labour for agriculture activities including food,agriculture,bus charges they demand 500rs/day.that too they work for say from 9-5 with break for lunch,rest etc.in this situation who will opt for agriculture as a profession these days?

    china is using very less land and few labours than india for agriculture and producing high quantities of food products which is not only sufficient for domestic consumptions as also they are top food exporter in the world and india is lagging behind china even though india uses large lands for agriculture than china.the reason is they have adopted technology in every phases of agriculture like soil testing,what to grow in which type of soil etc
    wheras majority of indian agriculture is still following traditional methods.

    agriculture is important for any nation but industrialisation also cannot be ignored as india produced lakhs of graduates and post graduates and they are all unemployees even after years of completing thier degrees.

    It is very sad to note that inspite of a novel Land reform the bill is getting blocked.I appreciate the efforts of govt to bring the ordinance because otherwise govt has to wait for 3 more years to get majority in Rajyasabha. If they don't bring this ordinance then all the road development work will be stalled for 3years.I Maharashtra this is a huge success. I know one person who is an ordinary electrician they have some land near Nashik.There was dispute amongst family members regarding who should get how much share .Due to this ordinance now as the consent is not required Govt just deposited 4times the market value that is Rs110 crore in their Escrow account in Bank.Now their lawyer is settling the dispute still going on there are 200stakeholders for this .Road work has been completed. Has it been congee govt still they would have wasted time in getting consent and social impact assessment which have been hived off by this ordinance for govt projects like Roads or railways pr may be Congee would have used highway acquisition law in which poor peopl would have got just govt fixex price.Jai ho Modi

    Coal plant is National High way or Railways and hence this Ordinance doesnt apply to it .Please do some study .Please dont fool innocent farmers of India .This Consent clause doesnt apply for any of the Private Companies there Consent is required 80% as usual

    UPA law contained 4 main clauses 1) 80perecent consent 2) 4times compensation of market rate 3) Return land in case no development within 5 years 4) Socio-economic impact study prior to land acquisition.

    BJP says all is there as it is - but passed ordinance which is exactly opposite of the 4 points stated above.

    You can believe what BJP spokesmen preach in TV studio that is your choice.
