Kejriwal govt locks offices of bureaucrat for clearing Gamlin’s appointment


New Delhi, May 18 (Zee News): The tussle between Delhi Chief Minister Arvind Kejriwal and Delhi LG Najeeb Jung over appointment of Shakuntala Gamlin as acting chief secretary took a turn for the worse, Monday, after the Delhi government targeted the bureaucrat who had issued orders for appointment of Gamlin.

Principal Secretary (Services) Anindo Majumdar was in for a shock when he reached his office today and found that it was out of bonds for him - on orders from Chief Minister Arvind Kejriwal's office.

Majumdar – on directions of LG Jung – had appointed Gamlin for 10 days after chief secretary KK Sharma went to the US on a personal visit.

The high drama today came two days after the Delhi government transferred Majumdar. Sources said that Kejriwal was not happy with the way Gamlin was appointed as acting Chief Secretary by the Lt Governor and Majumdar "instantly" issued her posting orders.

However, the LG, who is at loggerheads with Chief Minister Arvind Kejriwal over Gamlin's appointment as acting Chief Secretary, overturned the decision saying that Majumdar's removal does not have his approval and declared it as void.

A press release issued by Jung's office said the order to remove Majumdar "does not have the approval of the Lt Governor, who is the competent authority to transfer officials of that rank. This order is ab-initio void."

Delhi govt rejects LG orders regarding decisions about posting of officers against govt will. Delhi govt quotes point no 24 of TBR stating LG hs to consult cabinet in case he disagree to decision of Minister.

Deputy Chief Minister Manish Sisodia has hit out at Jung over his position on the issue.
He tweeted:

"I am surprised to know from media that Hon. LG has written a letter to me. Not received any such letter....Strange that a Constitutional Authority leaking letters addressed to Dy CM before it is recieved. Is it allowed under Constitution of India?"

Later, reports said that the Delhi government will reply to LG on not accepting his directives regarding cancellation of recent postings.

Rejecting the decisions about posting of officers against government's will, the Delhi government quoted point no 24 of Transaction Business Rules ​(TBR) which states that LG has to consult cabinet in case he disagree to decision of Minister.

Yesterday, after days of face-off with Jung over Gamlin’s appointment, Kejriwal blinked and accepted the inevitable with a warning that he would keep a close tab on her.

“We opposed the appointment of chief secretary (Gamlin), but Modi’s government appointed her as chief secretary. We have been struggling for last four days, but Modi’s government wanted to make Delhi’s government fail,” Kejriwal said at meeting held in Delhi’s Burari called ‘Auto Samwad’.

“It raises suspicions that they (BJP-led central government) will do something wrong in 10 days, but I assure you that I will keep a tab on her (Gamlin) and every file will go through me,” he said.

Kejriwal said Gamlin wanted to trick the government into signing documents which would give Rs 11,000 crore to power firms which she allegedly favoured.

    Governors/President rule by the advise of Chief Minister...Special Status or not....What Jung thinks of himself? Governor General/Viceroy of Delhi???...guy cannot change a coma or full stop in a speech he gives in the assembly,,, which is prepared by the cabinet....this shows how omnipotent and omnipresent Governors post is...

    Bhandumaam you are AAP candidate for Managore in next assembly elections 2018...you should not use word stable...we don't have "Kudre Stable " in Mangalore...only cowsheds....

    Sir, for your kind info DELHI is not a complete state.. its a glorified municipality and CM is just as good as a Mayor there!... our constituion provides much more scope for LG! the reason is, if a maverick CM comes, he can do a virtual face off with PM who resides in Delhi and so is the President of India.. hence, Police is kept out of his ambit and most of the rights still stay with LG!.. and for your kindest info, LG is Najeeb Jung, a muslim appointed by UPA! you ever think he will help BJP? but problem is, if he doesnt go by constituion, he will be diluting his opwn position and lot of PILs, now infact Prashant Bhushan himself will drag him to court!... All this was known well, Kejriwal should have understood this, before contesting elections or promising the delhi voters about Moon!.. vhe vhe vhe

    BJP won a measly three seats in the Delhi elections.

    It is plain to see that the Delhi public does not like BJP at all. The message from the Delhi public is loud and clear.

    With its failure on that front, BJP is not letting go of any opportunities to control the elected Delhi Government with its own appointments. According to AAP, the central Government has no legal and constitutional right to make those appointments.

    I am convinced that AAP is absolutely right on this matter.

    Kejriwal and his team has some opportunity to seek advice from the Supreme Court.

    But then again, after seeing Jayalalitaa's super-easy "get out of jail card" provided by the High Court, one does not know if the Central Government's tentacles have spread to the judiciary also.

    Hope the people of Delhi understand the ploys by the current Central Government.

    why is he so hell bent on Officers and Police, I dont understand!... if you are honest and overlooking everything, How can there be corruption!... if required, bring in your Jan lokpal or lokayukta as you wish and bring all the govt employees under his fold for delhi state! and anyway you have corruption helplines, so you can call it, if you find your secreatary is inudling in it!...

    Langool, I have different view here!.. Punjab, I want BJP akalis to lose! -they have ruined the state! Drug is a menace! there is no younger generation, which is getting into farming and agriculture! if we dont throw out akalis, we will be in mess, and Modi knows it!..since it is not a border state, BJP doesnt mind losing it for 5 years!

    however, in UP/Bihar- let us face it! its 40% muslim votes! and if they vote as a block, there is no scope for BJP! but that is how, they are dividing it by making it 4-5 pronged attack! where consoildated Hindu vote with major Dalit voters turning with Modi, will fetch you unprecedented result! just wait and watch.. i am giving Bihar results pretty much 5 months in advance!.. though Kejri will not be quite effecitve in Bihar, he will be massive help for BJP in UP! watch out! Indian polity is quite different than USA sir!

    Great Job AK. Tit for Tat. The LG has gone overboard and crossed all limits. Now the latest news is that he is asking the Delhi Govt. ACB to release the Delhi Police Constable who was arrested. Can't believe a constitutional authority has stooped to such low level. In June or July, 2014 Delhi Govt. under BJP rule cut the powers of ACB stating that it cannot arrest Central Government employees and now this arrest by ACB in April, 2015 itself the Delhi High court has pulled down the Delhi police. That is why Delhi police is now seeking shelter through LG. All rules of the constitution has been destroyed by LG, BJP and Delhi Police on this matter. The LG undoubtedly is a Reliance agent and ex-employee, so you can imagine that the 13th May, 2015 investigation by ACB of Reliance utives is a fall out of appointing another Reliance agent as Chief Secretary and then BJP saying that AAP is against women and against North East people. These people have divided this country through their dirty mind and tongue. We need to crush and destroy such people. Britishers were better but not our own Indians.
