Delhi CM Kejriwal has no portfolio, AAP to focus on power, water


New Delhi, Feb 14 (IANS): The AAP government said after taking office Saturday that it will focus on curbing corruption, controlling price rise and providing uninterrupted power and water supply.

The announcement was made by Deputy Chief Minister Manish Sisodia, who also said that Chief Minister Arvind Kejriwal, in a first of its kind in the country, won't hold any portfolio but oversee all the ministers.

In the process, the largest number of departments will be with Sisodia, a long-time confidant of Kejriwal, including those of finance and power which were to have been held by the chief minister.

"Our top priority will be to serve the people in the best possible manner," Sisodia said, soon after Kejriwal and his ministers drove to the Delhi Secretariat after taking oath at the Ramlila Maidan.

Sisodia will now hold finance and planning, services, education, IT, technical education, administrative reforms, urban development, revenue, land and building, and vigilance besides departments not with any minister.

"Kejriwal will not hold any portfolio," Sisodia said, four days after the Aam Aadmi Party won a sweeping victory in the Delhi assembly election, bagging an incredible 67 of the 70 seats. The BJP got three.

"Kejriwal will oversee all ministries through modern technology. He will try to bring systemic changes," Sisodia said.

Kejriwal will connect with the people, Sisodia said. "He will meet people to know what their problems are. He will also oversee the MLAs."

Satyendra Jain, who like Sisodia was in the earlier 49-day Kejriwal government, would be the health minister and be in charge of industries, irrigation and flood control, public works department.

Gopal Rai, one of the four new faces in the Kejriwal ministry, will look after the departments of employment, development, labour and transport.

Jitender Singh Tomar has been given law and justice, tourism, art and culture, as well as home.

Asim Ahmed Khan gets food and supply, environment and forest, and election.

Sandeep Kumar will take charge of the departments of women and child, social welfare, language, and Scheduled Caste and Scheduled Tribe.

 

Kejriwal promises corruption-free Delhi, end 'VIP culture'

New Delhi, Feb 14 (IANS): Sounding more mature and pragmatic in his second innings, AAP leader and Chief Minister Arvind Kejriwal Saturday pledged to make Delhi India's first corruption-free city and end "VIP culture" even as he warned his colleagues against "arrogance" after his party's thumping election win.

Addressing some 100,000 cheering supporters at the Ramlila Maidan after being sworn in, Kejriwal, 46, also sought the status of a full state for Delhi, saying Prime Minister Narendra Modi had too many issues to take care of and Delhi must be left to Delhiites.

And the Aam Aadmi Party leader -- sporting his party's white cap with the words "Main hoon aam aadmi" (I am a common man) -- reached out to his vanquished rivals, Kiran Bedi of the BJP and Ajay Maken of the Congress, saying he would consult both on how to develop Delhi. He called Bedi his "elder sister".

A few hours later, Kejriwal - sounding and looking unwell - drove to the Delhi Secretariat. He came to the venue after taking Crocin. In a first of its kind in the country, the AAP announced that Kejriwal will not hold any portfolio but only oversee the work of ministers and legislators.

The decision makes his long-time confidant Manish Sisodia, 43, the most powerful minister.

"After our (earlier) 49 days in office, we have the confidence that we will finish off corruption in Delhi," the 46-year-old Kejriwal said to loud cheers at the ground. "We have to make Delhi the first corruption-free city in India. We can do it."

And repeating the lines from his Ramlila Maidan speech of 2013, Kejriwal urged people to covertly record on their mobile phones demands for bribes by officials and send the recording to him. "We will take the strictest action," he said, triggering another approving roar.

Kejriwal said a Helpline number he had announced in his first stint would be restarted -- for people to complain about corruption. His government would also pass the Jan Lokpal bill.

It was a sea of caps at the sprawling ground in the heart of the capital. Hundreds who couldn't get in packed the roads as well as balconies and rooftops of nearby buildings. There was unending slogan shouting. People came not only from Delhi but other states too.

The huge gathering went wild as Kejriwal took the oath of office from Lt Governor Najeeb Jung -- followed by six ministers -- and then spoke in Hindi. Besides Sisodia, the deputy chief minister, the other ministers are Satyendra Jain, Sandeep Kumar, Gopal Rai, Asim Ahmed Khan and Jitendra Singh Tomar.

Speaking from his heart, Kejriwal admitted that the AAP's decision to contest the 2014 Lok Sabha election -- he himself took on Modi in Varanasi and lost -- was a blunder.

He urged his ministers, legislators and AAP colleagues never to show arrogance saying this had derailed the Congress and the BJP. "If arrogance creeps in, we will not be able to fulfil our mission."

The AAP won 67 of the 70 seats, leaving three to the BJP. "I know people of Delhi love us. But I didn't know they love us so much." Calling the result a "miracle", he said God was trying to convey a message. "We have to understand the message."

Like last time, Kejriwal announced a ban on what he called VIP culture, including red beacon lights on official vehicles and strutting around in public places with a phalanx of security. He said Indians wanted a society where political leaders would also travel in buses like in many European countries.

The former income tax officer and a Magsaysay award winner decried statements by AAP colleagues that after the Delhi victory, the party would expand to other states. This, he said, smacked of arrogance.

"God has ordered us, the people of Delhi have ordered us to serve them... All the coming five years I will serve only the people of Delhi."

He said he told Modi that the AAP stood for "constructive cooperation" with the central government, and it was time the capital Delhi was granted full statehood.

"As prime minister, he is very busy. He has to think about the country, he has to go abroad... Please leave Delhi to the people of Delhi... I am confident Modi will think about this positively."

He said that although Delhi Police didn't come under his control, his government would make Delhi a secure city for people of all religions and communities.

Referring to the Hindu-Muslim riots in east Delhi and the recent attacks on churches and Christian institutions, Kejriwal said Delhi had never seen troubles of this sort for 35 long years. "People of Delhi want peace. They won't tolerate this."

He ended his 30-minute address by singing a song on brotherhood and communal amity, which he asked the crowd to sing with him, demonstrating yet again how this unusual and in some ways maverick stood out from the rest of the political flock.

Shortly after the speech, the AAP government said that its focus would be on curbing corruption, controlling price rise, and providing uninterrupted power and water.

    in one of todays popular english newspaper in bangalore, kejri has told that he will
    be delhi cm for 5 years and aap will not contest any state elections during these 5 years.

    during previous time, he made a mistake of contesting as a mp candidate eventhough he was delhi cm.

It reminds me of one incident when shahid afridi was in a full form and ramiz raja in commentary started comparing shahid with Sachin Tendulkar and asked sunil gawaskar about his views.     A convinced inclusive man is AK he does not hesitate to communicate that he is a CM of all Delhites. Hindus Muslims Christians, Sikhs Jains, rich and poor. All love him because of his inclusive attitude and voted for him. His speech at Ramleela Maidan condemning the goodas in his own party has sent a clear message that only good natured citizens are welcome in AAP. To further spread AAP it is very important that in every state all over India there are appointed “Internal Lokpals” in AAP who are retired eminent persons. Thus the Aam Admis and Aurths can join AAP in huge numbers with confidence and make AAP a national movement and in the next General Election AK is elected as India’s PM with overwhelming majority. And in 10 years from now India is corruption free nation.

    I told you and like minded that I am not member of any political party nor office bearer.As a National political party my choice is Congress because by and large it remained secular.Apart from that Congress never asked it's supporters or workers to attack fellow citizen direct or indirect.Congress built this nation brick by bricks and until last election BJP could not convince that they are real Bharathias!!!Now people gave a chance to them and result is writing in the wall.

    In 84 or so Congress was decimated and people had same thinking like you but that not happened.Almost Modi sweeped 8 months back but Delhi election turned to be PAY BACK incident!You or your Sanghis can't fool the people all the time and if voters think that your party fooling them they will retaliate with SCUD Missile like one in DELHI.As you said 130 years of Congress ruled this country maximum period,may be some corruptions but never asked to decimate minorities in this country.We are going to become second largest economy in the world shortly apart from ISRO's so many first in the world!!India produced maximum chunk of scientist,Enggrs,docs and other skilled workforce so that World community always thankful to us because of our contribution.We are having so many FIRSTS in the world which I can't name here as you may google electronic media...

    Agree with you Ismail. The Congress ideology is good for a diverse population like our country. In recent years however, the Congress has taken a hit with a series of scams getting exposed. Also the reluctance of the current Congress leadership to come out of the Nehru-Gandhi family leadership is giving it an image of it being run like a family business. Add to that heavy negative media campaigning backed by the BJP corporate Godfathers has reduced the Congress party gasping for breadth and struggling to avoid extinction.
    We hope the Congress can seriously weed out corrupt members and renew its image as a truly democratic, non-dynastic party which is its best chance for surviving and making a come back on the national stage. India needs more non-corrupt, non-communal parties hence the need for the Congress's survival together with the emergence of AAP. AAP will hopefully serve as a watchdog to ensure parties like the Congress stay honest.

    Good luck..not because i became fan of AAP but because Delhites want good governance, since they suffered 16 years..surprisingly every AAP leaders now says they are elected for 5 years, in 5 years they will full fill promise, in 5 years they will reduce corruption and requested not to judge them within a day or months..But for MODI they are not liberal,they want develpoment immediately,they want black money immediately!!..some AAP members resorted goondaism,Kejri said take action who ever it may be..But for theft/robbery RAJNATH/MODI directed police the same..But Kejri indirectly says its communalism it should not happen!!..last time Lokpal, this time they cant esacpe so picked up statehood issue..how far they will succeed in diverting people mind time will tell..

    Be ready for U-Turn from Kejri of his poll promises

    1) Electricity - BJP not giving us cheap electricity
    2) Schools - BJP not giving land to us
    3) WiFi - BJP not giving security clearance
    4) Woman Security - BJP not giving us enough Home Guards
    5) Water - BJP government in Haryana not providing water to us. BJP government should be removed in Haryana.
    6) Jan Loakpal Bill - Delhi already has lokayukta... Home ministry is asking why do you need 2 parallel laws... We cannot implement it... BJP has the problem.
    7) Jobs - We have asked BJP to extend their job schemes to Delhi. BJP does not want to implement it.
    8) VIP Culture - BJP has forced us to use the z seucrity ( i will refuse it for fooling people and they will believe it), big cars and big houses. We cannot help... blame BJP
    9) Price Rise - Its a center policy ... we really cannot help
    10) Crime - Delhi Police is under Center so BJP is responsible for it...
    11) Public Toilets - We cannot build the toilets. BJP is not giving us money and space to build it
    12) CCTV - BJP needs to give us security clearence and money for installing the CCTV. BJP is not helping us
    13) 20 New Colleges - if all the above BJP is not doing how do you expect me to do this....I will go on Dharna... God save Delhi....Please make me PM of the country so that I can work ... Baki sub janta ke haat me...

    - 500 new schools
    - 20 new colleges
    - 1500000 CCTV cameras
    - 200000 public toilets

    Which means - a CCTV to be installed in every 2 mins,a public toilet to be build in every 13 mins,at an average, a school to be started in every 3.65 days a college to be started in every 91.25 days

    All this will be funded by 50% cut in electricity tariff, VAT reduction, free water and WiFi..

    well, I dont know, if I am feeling just because I am Modi fan! but I felt this pompous oath ceremony was not required! specially for a honest, humbe party that survived on poor people's donation, i think a little bit of tone down would have boosted his image much! and specially since, he is yet to deliver on any of his promises and already few of the promises are proven hollow (like power tariff increased by 20%, wifi for 30mins, subsidy only for few months etc)..anyways, I want him to click, becuase a credible alternative with vigilant voter is good for democracy and much required.. it will keep Modi govt on its toes! and vice versa! ... I would have got into business without much shor-sharaba and a simple ceremony at Lt.Gov's house! ..anyways, AAP party knows well.. but please, his fans, this costs money and dont tell me, it is just 2-3 lakhs, while if a similar ceremony was done by Modi, it would cost 100crores and funded by Ambani!.... vhe vhe vhe
