New Delhi, Feb 3 (IANS): After promising cheap power and water in the first part of its poll manifesto, the Congress Tuesday sought to woo the poor by promising right to shelter to each slum dweller in the national capital.

Releasing the second part of its manifesto, Delhi Congress chief Arvinder Singh Lovely said the capital would become free of beggars if the Congress was voted to power in the Feb 7 assembly polls.

The party also talked about making the city disabled-friendly.

Lovely said the Congress would bring a legislation under which elections to the Waqf board would be conducted on the lines of the Delhi Sikh Gurdwara Management Committee.

The manifesto also talked of doubled-decker flyovers, mono-rail, signal-free roads and recruitment of Urdu and Punjabi language teachers -- promises made by the Congress in the 2013 assembly polls also.

It would be the constitutional right of the poor to live in the same place until they get a house at the same place. Their houses will not be removed, Lovely said.

Lovely also said the Congress would provide space for around 40,0000 street vendors.

In the first part of its blueprint for the assembly election, the Congress had promised to provide power at Rs.1.50 per unit to domestic consumers up to 200 units.

The party also promised concessional passes for students in Metro trains, and cyber cafes

Installation of CCTV cameras in state-run buses and WiFi-enabled public transport also figure in the list of the Congress poll promises.

The party said that if voted to power, it would increase pension to all eligible categories to Rs.2,000 per month.

It also promised to hike the salary of Anganwadi workers by up to 50 percent and provide 24x7 diagnostic centres in the state-run hospitals.
