Home Minister M P Prakash said on Tuesday that the twice-postponed compulsory helmet rule for two-wheeler riders would come into effect from November 1 throughout the State. The government, however, has decided to exempt pillon-riders.

He said riders in all major cities coming under Corporations would have to follow the rule. Mr Prakash, who hails from Bellary, has exempted his town “on account of hot weather.”

If hot weather could be an excuse, Mr Prakash had no explanation as to why Gullbarga, Raichur and Bijapur which get equally hot, could not be exempted. He said the government was committed to implement this rule. The decision had been taken after considering the views of the public, experts and also the High Court verdict under the Motor Vehicle Act.
