Guj, MP faltering in Modi govt's 100-day target for toilets


New Delhi, Aug 20 (PTI): BJP-ruled Gujarat and Madhya Pradesh are among the 17 odd states which are faltering in achieving Narendra Modi Government's 100-day target for constructing separate toilets for girls in schools, according to a government report.

Other BJP-ruled states including Goa, Chhattisgarh and Rajasthan figure in the list of the states which are not on the path of achieving 100 days' target in constructing individual household latrine (IHHL), it said.

The Ministry of Drinking Water and Sanitation prepared the report days after the Prime Minister asked corporate sector to help build separate toilets for girls in schools across the country by next year.

"States not achieving 100 days target as of now are: -Gujarat, Jammu and Kashmir, Madhya Pradesh, Mizoram, Nagaland, Odisha, Puducherry, Tripura, Arunachal Pradesh, Assam, Himachal Pradesh, Tamil Nadu, Kerala, Bihar, Jharkhand, West Bengal and Uttarakhand," said the report on states' performance on construction of school toilets.

Soon after the new government came to power, the Ministry had finalised targets for the first 100 days of the new Government under various components of Nirmal Bharat Abhiyan (NBA).

"In construction of school toilets the performance during 2014-15 (so far) of Gujarat, Jammu and Kashmir, Nagaland, Odisha, Puducherry, Tripura, Madhya Pradesh, Arunachal Pradesh, Assam, Himachal Pradesh, Tamil Nadu, Mizoram, Jharkhand, Kerala and West Bengal is below the national averagae," it said.

The report will be analysed at a one day workshop for state ministers and secretaries for review of sanitation schemes convened by the Centre here on August 25.

The report said in construction of individual household latrine, the performance during 2014-15 so far, Goa, Mizoram, Nagaland, Puducherry, Tripura, Karnataka, Jammu and Kashmir, Uttar Pradesh, Rajasthan, Odisha, Punjab, Bihar, Assam, Meghalaya, Himachal Pradesh, Andhra Pradesh, Manipur, Kerala, Chattisgarh and Arunachal Pradesh is below the national average.

In his Independence Day speech, Modi had pitched for making provisions for building toilets so that women are not forced to defecate in open.

"We are in the 21st century. Have we ever been pained by the fact that even today our mothers and sisters have to defecate in open. Dignity of women...isn't this is a responsibility of everyone?

"Women and sisters wait for dusk. Until then they cannot relieve themselves. How much pain their body will be going through?...How many diseases they must be prone to? Can't we make provisions for a toilet for the dignity of our mothers and sisters," he had said

    Believing the promises of the politicians before the election like Almighty GOD's promise is the biggest blunder and mistake. How anybody can do in 100 day target for toilets? Many other such promises of 100 model cities-fast trails-cleaning of some places in specific time frame ....are going to be faltered in course of time. Simply wait!     Lot of new new thoughts, initiatives have been seen from few months. Global leaders are appreciating. Lot fo stict rules introduced, especially in govt sectors. many officials are alerted on their work style and working hours. Public is closely connected with the Govt. Independence day speech evidenced his capability to speak to the world for hours with our any papers in hand. I still remember our previous PM who was looking like a baffoon while giving any speech. no self personality, not strong enough to give any messages to the country... we were bugged of these and this year it was a fentastic event , right at 7.30 the PM is ready at red fort for flag hosting. SO many good reviews on Modi's speech. The initial trips he has undertaken to built a good relationship with the neighbouring countries... so many things are evident boss.... you people chumma want to pull every topic and see how best you can criticise the current happening PM and the party. Worst part is that Congi party still didn't realise it's fate and nations instruction to keep shut. Still they are barking barking... and it goes on. pity on you people...

    Appreciate the move for toilets but what is most important is for those toilets to be maintained clean 24x7 or else they could become breeding grounds for diseases. That is an equally big challenge for the state/central governments.
    We all know the current state of public latrines in our country. This needs to improve asap. Health is a basic need and not a luxury.

    Everyone knows about the UN tag on
    India vs toilets and about what Ban Ki-Moon, UN Secretary General remarked on toilets while lamenting on the rapes in UP. Now, Modi wants a Swatch Bharat by 2019, which is commendable. First, he wants girls toilets to be built in schools, which is most urgent. He has good intention, but, as usual, things are not happening in India as scheduled. But, if he is going to be successful in his campaign of Swatch Bharath by 2019, it will be a great achievement.

    2.Data collected during the National Census 2011 reveals that around 29 percent of the total number of households in Gujarat is receiving untreated drinking water. Approximately 1.75 crore people are not getting clean drinking water. (Source: National Sample Survey).
    3.Gujarat has 32% poverty in 2001 and it reached 39.5% in 2011. Every 100 person there is 40 persons poor. Statistics of the NSSO show that the percentage of reduction of poverty between 2004 and 2010 was the lowest in Gujarat, at 8.6 per cent. (Source: Report by NASSO on poverty 2012-13).
    4.Gujarat has 21% shortfall in basic medical infrastructure, 19% shortfall in Primary Health Care infrastructure and 11% in CHCs health infrastructure (Source: Times of India Report).
    5. In Gujarat, VAT on fertilizer is 5%, it is the highest in India (Source: Ministry of agriculture, Gujarat, 2010-11).

    u r good in analysis, that doesn't mean you can provide only this data , partaining to Gujarat. No question on this now. Now it's question of the nation which our PM is talking about. Please come out of the thought process linking Gujarat to Modi. Madi is the new leader of the BJP PArty and could throw out all other leaders and parties in previous election. Now PM is talking about nation and so many good ation items are in place and started in progress. So, just wait for 2 to 3 years you will find the difference. Your previous governemnt never talked about these basic issues. Forget about Gujarat, turn back yourself and your own leaders and previous givt and question them why the hell they didn't realise or took these basis issues. Nothing in 2 decades. Now they are questioning few days of BJP govt whether they have done this that kind of. Boss you have not done it for years

    actually there shouldn't be any disagree on this subject. Everybody should support the initiative as it's our dignity to see this project and target is achieved. Instead we are questioning 100 questions. Why the hell no other govt and l eaders thought about this, nobody knows. Now a new leader and a government thought about this ( at least ) and have decided to close this issue. Of course it's one of the biggest issue. So, let's all join and help them to complete this so that we can claim we respect women and here the evident. Liek this one by one issues are addressed, that't it , we will see a better nation , of course than filling our own buckets like previous governemnt.

    And after coming out from there, there was a sense of big relief...:-)
    Controlling natural calls is the biggest punishment. Modi wants to relieve it from Indian poor people particularly ladies.

    Why Modi did not realize this important issue in 2002 when he was the CM. Now we are reading that scholl children in Gujrat are made to swim the river to go to the school. Poor students have to spend the whole day with wet clothes. BJP leaders should be made to spend the whole day with wet clothes....

    We do support the idea of PM to provide toilets to the public. Before this idea he has promised about black money and corruption,,,, when is he going to show the results ????...

    Everyone knows that Modi's march to PM of hindustan is as a result of die hard effort & strategy of upper cast Brahmin controlled RSS. One must congratulate RSS for their change in mindset towards OBC citizens of hindustan (that the Hindutwa agenda cannot be practiced with upper/lower class approach). I wish to see one day RSS being headed by a Non Brahmin. Being an OBC leader Modi is correctly responding to the need of the hour of the down trodden & rural class which he would have experienced being a chaiwala.

    Well, RSS is not definitely caste biased because it favoured Modi to PM of India based on the capability not by seeing his caste.

    The congress so far could not make a PM from lower caste in spite of 60 years rule, ample opportunites, availability of deserving people in the party.

    @rsbs - RSS is NOT THE official custodian of Hinduism. Its a group which tried to mix politics and religion for betterment of "one" sect.

    Hinduism is a strong religion which has been around for more than 5000 years and is growing....whereas self proclaimed "Thekedaars of Hinduism" aka RSS is around only for 70 odd years and has a questionable past.

    Now, Hundreds of organizations like RSS will come and go, but they will NOT BE ABLE TO take claim proprietorship of Hinduism.

    Good work Modiji!! no matter which govt, which party is ruling, keep the heat going on! Keep them on toes and lets acheive this sanitation business once for all, atleast across all schools in all the states! No excuses, when we meet again next independence day!
    I also appreciate, TCS and Bharti for contributing generously in this endevaor!! However, highest contribution for sanitation is done by "Indian RAILWAYS"!! no one uses their track toilets as Indians do!
