India struggles to protect minority communities: Report



Washington, May 1 (PTI): A US Congressional panel on religious freedom, which was instrumental in the visa ban on Narendra Modi, has said that despite its status as a pluralistic and secular democracy, India has struggled to protect minority communities or provide justice to them. 

In its latest annual report, the US commission for international religious freedom has rued that the US has enforced its law on visa ban on foreign individuals involved in violation of religious freedom only once on Modi and as such it urged the State Department to expand such a visa ban. 

Noting that International Religious Freedom Act (IRFA) bars entry of individuals "responsible for or directly carried out... particularly severe violations of religious freedom", USCIRF said: "this provision has been invoked only once: in March 2005, it was used to exclude the chief minister of Gujarat— Narendra Modi due to his complicity in riots in his state in 2002 that resulted in the deaths of an estimated 1,000 to 2,000 Muslims." 

USCIRF had urged this denial of entry. "USCIRF continues to urge the Departments of State and Homeland Security to develop a lookout list of aliens who are inadmissible to the US on this basis, and USCIRF has provided information about several such individuals to the State Department," the report said. 

Running into more than 200 pages, USCIRF in its annual report also recommends that the visa ban for individuals involved in particularly severe violations of religious freedom be used more expansively. 

"USCIRF is only aware of the visa ban being used just once - against Narendra Modi. USCIRF supported and called for this decision, but it is highly likely that other violators of religious freedom applied for a visa to the United States over the past 15 years," it said. 

A recent initiative of the IRF Office to ensure that people inadmissible under US law for religious freedom violations are denied entry is a useful first step. 

The consular sections of all embassies should be trained on this requirement and directed that the application of this provision is mandatory, USCIRF said. 

In its report, USCIRF said despite India's status as a pluralistic, secular democracy, the country has struggled to protect minority communities or provide justice when crimes occur due to lack of political will, political corruption, and religious bias by government officials.

    US is right in its comments. Many commented against US in this discussion board are having little knowledge about human freedom, religious tolerance, human respect, justice, free to live without fear, loving, sharing,caring to make a peaceful society. Most of Indians are peace lover excepts few are crazy and enemy of peace makers. MAny are suffering from religious freedom just because of fanatics. In a democratically run country these freedoms are fun mental rights of people and no objections should come on people's ways to choose the freedom. So USA is right in its. Survey and research. Many Indians living in the US freely, without any fear, so be it for all in India.

Hope that reactions/comments to this article will air their views either in agree or disagree format and not by highlighting unconnected situations. I am optimistic that with growing numbers of educated citizens we need to correct the stated aberration by means of collective wisdom. By pointing out demerits of US we cannot become a better nation. We need look ourselves in the mirror first before turning the mirror surface to others. Minorities need to get justice wherever they live - be it in Kashmir or North East or elsewhere. I don’t want my India to become that type of democracy where three wolves and a lamb voting on what to have for dinner. Do you?

    It it not fair to compare Modi's action to US war against Afghanistan and Iraq. Modi is accused of a sheer genocide killing his own fellow citizens. Whereas, US has to destroy its enemies who are trying to destroy US and other countries.

    Similarly, you cannot compare the Kargil war between India and Pakistan as an act of killing particular sect.

    Please keep your logic straight and do not mislead people.

    Modi's visa to US will be banned for an extended period of time. We should also recommend the Homeland Security Agency to put him on "No flying" list.

    Seems you haven't get my point well.We are not comparing Feku's butchery with USA's war against Iraq n Afghanistan instead we are asking your fellow USA to keep their house in order before point out to others internal issues.
    After they attacked Iraq,they found nothing to justify their attack because there was no mass destruction weapon which they were keep claiming n they just admitted it,thats all,now tell me wasn't it killing of innocents??? In Afghanistan they bombarded on innocents, including children n women in the name of Osama,wasn't that barbaric act?

    US should set up a commission to protect its own minority. 75% of those in US prisons are either blacks or hispanics. US has a higher homicide rate than India (4.5 vs 3.5 per 100k ) and a higher sexual assaults on women.And it has the largest prison population in the world (1% of its total population!).

    US writes on human rights while bombing Iraq,Afghanistan,Serbia,Panama and countless other countries. The more recent madness by US is issuing summons to PM Manmohan Singh by a DC court ! They are beyond redemption!
