BJP's 18 questions to Chidambaram on economy


New Delhi, Mar 30 (PTI): Senior BJP leader Yashwant Sinha today accused Finance Minister P Chidambaram of "running the economy to the ground" and posed an 18-point questionnaire to him on price rise, economic growth and job fronts.

Sinha, himself a former Finance Minister, claimed that the high economic growth rate witnessed in the first four years of UPA-I (2004-2007) was largely on account of measures initiated by the NDA government and not because of any steps taken by UPA governments.

"You really harvested what was sown by us," he said.

"Is it fact that after 10 years of misrule by the UPA government economic growth rate has once again slowed down drastically...the GDP growth rate for seven consecutive quarters has been below 5 per cent?" he asked.

He said the GDP growth rate has registered a mere 4.7 per cent in October-December quarter of 2013-14. Manufacturing and mining registered a decline of 1.9 per cent and 1.6 per cent during the quarter, he said further.

Sinha said these numbers would have been worse but for 7 per cent increase in the personal, community and social services category "reflecting irresponsible government spending rather than real economic expansion".

Taking a dig at Chidamabram, who had announced he would not be contesting this elections, Sinha asked: "Is it a fact that the markets have celebrated your announcement of not standing for the elections; that on March 19, 2014 when you made this announcement the BSE Sensex shot up by 125 points, that the forex market was also delighted and the rupee has strengthened considerably against the dollar since then."

On the issue of employment and job creation, quoting a survey by NSSO (National Sample Survey Organisation), Sinha said that over 6 crore job opportunities were created between 1999-2000-2004-05 (NDA government) as opposed to 1.5 crore between 2004-05 to 2011-12 (UPA governments).

 

The 18 questions that Yashwant Sinha posed:

- Is it a fact that you inherited a fairly healthy economy in 1996 when you became the Finance Minster for the first time in the United Front Government? Is it also a fact that during your 2 year tenure you brought down the economic growth rate to 4.5 percent in 1997-78?

- Is it a fact that as Finance Minister of the UPA-I government you inherited a robust economy which grew at the rate of 8 percent in 2003-04?

- Is it a fact that in the Economic Survey presented by you to Parliament in July 2004 you said “the economy appears to be resilient mode in terms of growth, inflation, balance of payments, a combination that offers large scope for consolidation of the growth momentum with continued macro economic stability”?

- Is it a fact that after 10 years of misrule by the UPA government economic growth rate has once again slowed down drastically, that the GDP growth rate has registered a mere 4.7 percent YOY in the October-December quarter of 2013-14, that this is seventh consecutive quarter below the 5 percent mark, that manufacturing and mining registered a decline of 1.9 percent and 1.6 percent during the quarter; that the growth rate would have been worse but for a 7 percent increase in the personal, community and social services category which reflects irresponsible government spending rather than real economic expansion?

- Is it a fact that the high growth rate witnessed during the first four years of the UPA-I was largely on account of the measures initiated by the NDA government and not because of any steps taken by the UPA government, that you really harvested what was sown by us?

- Is it a fact that for purely electoral considerations you allowed the fiscal deficit to cross all limits of sustainability in 2008-09 through unproductive and irresponsible government spending from which the budget of the Government of India has not recovered yet.

- Is it a fact that you have drastically reduced plan and productive allocations in the budget and taken recourse to questionable means to maintain fiscal deficit around 5 percent of the GDP and that you made a mockery of the Fiscal Responsibility and Budget Management Act?

- Is it a fact that consumer price inflation has averaged around 10 percent per annum between 2008 and 2013, that this is the highest inflation rate in any major economy in the world and has persisted despite slowing growth, that high inflation has pushed millions of Indian below the poverty line?

- Is it a fact that continued high inflation has forced the Reserve Bank of India to raise interest rates repeatedly which has had a deleterious effect on investment?

- Is it a fact that you have rapidly pushed India into a morass of external debt, that the country’s external debt has jumped from USD 139 billion in end March 2006 to US 426 billion in end December 2013. That in 2006 India was net lender as foreign exchange was 109 percent of external debt, that now we have become a significant net debtor as reserves cover only 69 percent of our external debt, that short term external debt has jumped from 12.9 percent of forex reserves to 31.5 percent between March 2006 and December 2013

- Is it a fact the International Monetary Fund has used the following terms to describe the state of the Indian economy “unprecedented widening of India’s current account deficit, macro-economic imbalances, structural weaknesses, high inflation, large fiscal deficit, binding supply constraints”?

- Is it a fact that there has been a sharp deterioration in the asset quality of the banking sector, that a study by ASSOCHAM suggests that gross NPAs have jumped 27 percent in just 6 months from 1,79,891 crore in end March 2013 to Rs.2,29,007 crore in end September 2013 and that the biggest deterioration is in the case of nationalized bank for which you are directly responsible.

- Is it a fact that corruption, policy paralysis and administrative sloth has led to a situation where according to a Joint Secretary in the Ministry of Finance 400 projects worth 17.86 lakh crore in power, steel, coal, mining and petroleum were pending with the Cabinet Committee on Investment for clearance in December 2013; that policy and bureaucratic logjam has impacted 78000 megawatt power production in coal and gas based power plants causing a loss of Rs.42,000 crore?

- Is it a fact that your government had promised to build 22 kilometers of national highways per day when it was returned to power in 2009 and that it has been able to build 1.5 kilometers per day and that the NHAI chief has directly blamed the government for the woes which afflict this sector?

- Is it a fact that as a result of slow down in the economy there has been a massive decline in employment opportunities; that according to the NSSO survey while over 6 crore employment opportunities were created between 1999-2000 to 2004-2005 and only 1.5 crore employment opportunities were created between 2004-05 to 2011-12?

- Is it a fact that while all sectors of the economy have been pushed into crisis by the UPA government the worst affected is agriculture and the Indian farmer, that despite record production of food grains the farmer is still compelled to commit suicides in thousands every year; that you have failed to cover all the farmers under the Kisan Credit Card scheme which could have enabled them to save themselves from such suicides?

- Is it a fact that you have been made Finance Minister of India thrice and that every time you have ended up running the economy to the ground and weakened the foundations of the Indian economy?

- Is it a fact that the markets have celebrated your announcement of not standing for elections; that on March 19, 2014 when you made this announcement the BSE sensex shot up by 125 points, that the forex market was also delighted and the rupee has strengthened considerably against the dollar since then?

"The fact of the matter is Sri Chidambaram that you will be remembered by history as a spoiler, as some one who specializes in sub 5 percent growth rate, for your hubris and for your baseless tall claims which you do not tire of making even today. Your words and statements have lost all credibility," Sinha said.

    On reading all the comments i feel that we are not matured in understanding our economy. The most driving factor for inflation is oil price which government has no control i understand, but government can seek and explore an alternative way. Why there is no limit for No of Cars and Vehicle produced in our country. In India we have crores of vehicles and cars manufactured and sold. We Indians do not listen unless we are force to listen. It is in our heredity. Chidambaram track record as finance minister is not upto to mark considering his wealth of education he could have done good job and handled his portfolio better. Just Imagine after his announcement how come the Sensex points increase and it shows how he is cooperating with various business sectors. There was no roadmap for development.

    I was just talking to a few young AAP volunteers during my visit to Mumbai, and i asked them their vision for India's future...Given below is their plan for progress subject to huge investment in infrastructure.

    India needs the following in future if it has to sustain growth:

    1. AAP volunteers felt that India will require 15-25 satellite towns near existing metropolitan areas to accommodate the increasing population.
    2.Rs. 2,00,000 crores investment to meet the growth of current Indian cities.
    3.8-10 Lane express highways connecting metropolitan cities with smaller cities and Modern railway network which is similar to the one in china.
    3.Additional residential and commercial townships, or a new Navi Mumbai, every 2 years.
    4. 1,500 km of new metro lines in major cities across India.
    5. Introduction of mechanical farming, efficient storage facilities in farming villages, removal of middlemen and efective irrigation across India.

    Sorry NAMO BHAKTS...your feku chai wala only talks about the development...but doesn't know what is development. Only good to pick on Gandhi family and minorities..loser!!

    The fact is that when Chidambaram has ran off without coming out to bat & Raul Vinci & gang not able to answer any questions, there is no point in BJP asking these questions especially when UPA 2 has conceded defeat. However I'm amused to see lot of 'braveheart' DW dongi commentators still putting on brave faces & trying to mop up unsolicitated support by posing irrelevant questions just for the heck of it...Most of them outsiders with no clue of our country's current situation...Sad indeed

    Question 1: Is this true that the Gujarat government is purchasing solar energy at the rate of Rs 13/unit and that too without floating any tenders for the same. While the Madhya Pradesh and Karnataka government are buying it for Rs 7.5/unit and Rs 5.5/unit respectively even after going through proper tenders. Why is your government buying electricity at such high prices?
    Question 3: Everywhere you claim that the agriculture growth rate in Gujarat is 11 per cent, but the same state government says that the agricultural production in Gujarat during 2006-07 stood at Rs 27,815 crore and in 2012-13 the same depreciated to Rs 25,908 crore. This signifies that during your tenure the agriculture growth has declined and the annual agriculture growth stands at -1.18 per cent. Considering all these facts and figures, on what basis do you claim 11 percent agriculture growth?
    Question 4: More than 2/3rd of the small and medium enterprises in Gujarat have closed down in the past 10 years. We have seen this in Mehsana where 140 units out of 187 have been shut down. Hence, what's your development model? Do you want to close down all the small and medium business units across the nation and give the power to certain corporate families of your choice?
    To provide water to the people in Kutch region the height of the Sardar Sarovar Dam was increased in 2005 but even after 8 years the Kutch people have not been provided water but some of the industrialists are getting regular water supply for their businesses?

    Yashwant Sinha has lost his bearings after constantly being on the verge of being thrown out of BJP. Did economy grow at 8 per cent anytime during the NDA's rule? All the official stats and even stats provided by NDA govt, then tell us that the average growth for the six year period (under Atal Bihari Vajpayee government from 1998-99 to 2003-04) was 6.0 per cent and the average for the last five years (1999-2000 to 2003-04) was 5.9 per cent.
    In contrast, the average growth rate during the Congress-led UPA’s first term was 8.4 per cent and 7.3 per cent during the first four years of UPA-II. It is only the last one year that growth has nose-dived below 5 per cent. The three worst years since the turn of the century were 2000-01 (4.3 per cent) and 2002-03 (4 per cent and 2012-13 (4.9 per cent).
    Agricultural, industrial and services growth during the UPA government was much stronger than during the NDA regime. India's industrial production grew at an average 7.7 per cent during the UPA rule as compared to 5.5 per cent during the NDA rule. India's fiscal deficit, currently a big challenge for the government in view of the ratings downgrade threat by global ratings agencies, stood at an average 4.72 per cent during the UPA rule as compared to 5.35 per cent during the NDA rule.
    The area where UPA failed was inflation. Wholesale price index based inflation during the NDA term averaged 4.8%, while during the UPA regime till 2012-13, it averaged 6.7%.
    The economy grew 50% faster under the UPA than it did under the NDA. Further, in three out of its five years, the NDA had good global tailwinds. The UPA has battled a once-in-lifetime near-depression for six of its 10 years.

    I'm commenting based on facts and not emotions. So answer me based on facts to prove that NDA did better than UPA. If you prove that I will stop commenting on DW. People who do not understand the head and tail of economics speak as if they are scholars. Whatever your arguments may be. They should be substantiated with facts. BJP always enjoys playing with the emotions of voters. If NDA had really done marvels, why people threw them out, that too, when Congress was not strong enough and was going through a tough phase within itself? Refute the facts that I have given here and then comment. Inflation is a problem. Agreed! Let's face it. It's a problem everywhere, not only in India. The place where I work and live currently prices for most of the things have shot up by 50 per cent at least in the last 2-3 years. If prices have increased, so also people's income. If someone is not paid as per his capacity and hard work, blame the employer and not the govt.

    Let’s agree that even our purchasing capacity has increased over the years. Prices are not same as 2000 because our income too is not same as in the year 2000. Whether NDA or UPA, they cannot control oil prices, which are based on international market. The only way to bring inflation down is by downing the demand of petrol and diesel. But instead we are on a vehicle-buying spree even when govt advises to use public transport and then we blame the govt. We Indians are a big failure when it comes to fulfilling our duties as citizens of this country. We only demand our rights and forget our duties! Irresponsible and immature!
