Arvind Kejriwal quits as Delhi CM after Lokpal fiasco

New Delhi, Feb 14 (IANS):
Forty-nine days after he took charge of the Delhi government, Chief Minister Arvind Kejriwal Friday resigned following a tumultuous day in the state assembly where combined Congress and BJP legislators “defeated” his party’s attempts to introduce its signal Jan Lokpal bill, which the Aam Admi Pary (AAP) says was meant to curb corruption in high places.

In political embarrassment for the Aam Aadmi Party (AAP) government, Kejriwal introduced the bill amid din in the assembly, but an aggressive Congress and the Bharatiya Janata Party (BJP) leaders became strange bedfellows to force Speaker M.S. Dhir to go for voting.

In the voting, 42 members voted against the introduction of the bill, while only 27 MLAs - all AAP leaders - voted for it. Delhi assembly has a total strength of 70.

As it became apparent that the Congress, BJP and Janata Dal-United legislator Shoiab Iqbal and lone independent Rambeer Shokeen will not allow the AAP government to introduce the bill, Kejriwal and his senior cabinet colleague Manish Sisodia presented two appropriation bills that would empower the government to access funds for expenditure.

Kejriwal then stood up to speak, giving enough indication he was going to resign when he said that this "seems like our last (assembly) session". He said it was more important to "fight corruption than to run a government".

“Today, they did not let the Jan Lokpal bill to be introduced. It has been defeated,” declared a defiant and gesticulating Kejriwal.

"Whether our government remains in power or not is not important," he said, trying to make himself heard above the din caused by sloganeering and heckling by Congress and BJP legislators.

"We have come here to save the country. If we have to give up the chief minister's post for the sake of the country, we will do it not a hundred times but a thousand times," he said.

Kejriwal took charge Dec 28 at the head of a minority government propped up by the Congress after an astonishing election victory.

Both the BJP, Congress, Shokeen and Iqbal were demanding a discussion on Lt. Governor Najeeb Jung’s appeal to the government not to table the bill in the house without his approval.

Jung had earlier in the day written to the speaker on the matter, which had become contentious over the past week with the lieutenant-governor saying that the union government's nod is needed for introducing the bill - an issue on which opinion is divided among legal and constitutional experts.

But the AAP government was firm and had decided to push for the bill, which was its poll promise.

But much before the house could be adjourned, messages went out to AAP members to meet at its party headquarters at Hanuman Road.

When the three-day session ended in just two days, Kejriwal, without interacting with media, left for the party office. It was here that he announced his resignation. The final decision was taken by the party’s Political Affairs Committee.

On Feb 9, Kejriwal had threatened to resign if the bill was not allowed to be passed.

It was an action-packed 49-day stint for the AAP government, which received both bouquets and brickbats for its actions and utterances in its brief and maiden stint in power in a politically-charged journey that began with the party's formation on November 2012.

The party was able to deliver some of its biggest poll promises, including cheap water, power, anti-corruption helpline, audit of power companies and acting on suspected corruption in the organisation of Commonwealth Games and in gas pricing in which he took on from former Delhi chief minister Sheila Dikshit to industrial Mukesh Ambani, chairman of Reliance Industries and India's richest man.

But the indiscretions of one of his ministers, especially Law Minister Somnath Bharti who went after African residents on suspicion of them being part of a drug-and-sex racket, and his nightlong blockade of the centre of the capital, days before the Republic Day Parade, got the party a lot of flak and adverse media attention.

His resignation now sets him free to get back to the streets and do what he knows best - to emote with the problems of the aad admi, the common man, whose ranks have swelled in support for his party and on whom he is counting to translate his national ambitions.

Political analysts expect Kejriwal and his AAP to make a strong bid for a substantial parliamentary presence in order to be player in the post-election scenario in three months' time.

 

What the AAP government achieved in 49 days

The curtains came down on Arvind Kejriwal's Aam Aadmi Party (AAP) government in Delhi Friday after it failed to table the Jan Lokpal bill in the assembly, ending 49 days of rule. The following are the achievements of the short-lived government:

* Free supply of 667 litres of water daily for households with metered connections.

* Fifty percent subsidy in electricity bills for households which consume up to 400 units of power a month.

* No red or blue beacons on official cars, bringing an end to ‘VIP culture’

* All government schools surveyed for infrastructure deficiency and given Rs.1 lakh each for immediate repairs.

* Some 24,000 people exempted from paying 50 percent of their power bills during the period they took part in an AAP campaign against inflated electricity bills.

* Launched anti-corruption and nursery admission helplines.

* New permits given to 5,500 autos.

* Registered first information reports (FIR) against former Delhi Chief Minister Sheila Dikshit in irregularities in the preparations for the 2010 Commonwealth Games and Petroleum Minister Veerappa Moily, former minister Murli Deora and Reliance Industries chairman Mukesh Ambani for allegedly colluding to inflate natural gas prices and raising power bills.

* Ordered audit of Delhi’s three power distribution companies.

Finally, it was the opposition not allowing the tabling of the Jan Lokpal bill, one of the AAP's major poll promises, in the Delhi assembly Friday that led to Kejriwal quitting the position he had assumed Dec 28, 2013.

    He would have succeeded if he was following any new corruption cases and new administration towards corruption.

    Why he wanted to dig whichever is prior to 2013.

    I support JAN LOKPAL BILL.

    HOWEVER, THERE SHOULD HAVE COMPLETE DISCUSSION IN THE ASSEMBLY PRIOR TO ITS ADMISSION AND PASSING. AND THE NOT DICTATION FROM AAP ONLY.

    INDIAN CITIZENS HEART, MIND AND BODY IS SOAKED IN CORRUPTION EXCEPT A VERY FEW CITIZENS.

    Dear M.Rao, Mangalore, are you comparing the full month of January with the 14 days of February ?
    Pls go to the AAP official website and get the correct facts  I stand by in what I said that “after the yesterday’s move the donations have skyrocketed” and not for the full month of Febuary as against January. After yesterday’s BJP / Con drama the no. of donors and donation has gone up steeply and also rising relentlessly. All this shows people want AAP to take the national role rather than just get stuck inside Delhi, which was Congress’ cunning strategy when they extended unconditional support to AAP.
    Whichever party it maybe they should come to power only with the sole purpose of serving the people and not to make money and that is what will be the theme of LS 2014. Both Con / BJP has miserably failed in this area and hence we must support the only remaining alternative that is AAP. AAP must make sure they choose the right, selfless, educated candidates who cannot be bought by the dirty money the other 2 parties may offer.

    If there is a constitutional requirement that the Janlokpal bill should be referred to the Centre, then Mr. A.K. Shouldn’t have delayed it until the forthcoming parliamentary elections where AAP is certain of winning at least a 100 plus seats. It would have been easier with the support of his own party members in the Lok Sabha. Nevertheless, his performance in solving some of the pressing problems faced by the people of Delhi such as water, electricity, improvements in infrastructure for government run schools and hospitals, transport, etc. are highly commendable. His mass support is intact and definitely sooner or later he will make a comeback.

    He is clearly fooling people. I was watching the delhi loksabha discussions, live on tv and the only problem the other parties had was the bill was not introduced according to the procedures. According to procedures, a copy of the bill is given to all the members and a timeframe is given to read this bill. Then a debate on the bill and then a vote to decide whether to pass the bill or not. Yesterday what kejriwal did was he directly wanted a debate and approval for the bill. The speaker asked the members, whether they are okay with the introduction of bill with this method. A voting was done and only aap members were in support. Others were not supporting it because it was not introduced according to the procedures. Let ne give an example, its like kejriwal is asking for a judgement on a case without a trial, as simple as that. He did not say a single word and then I see in the news that kejriwal was is resigning because the bill is not supported by bjp abd congress. Wtf man you are fooling people you dont have the patience to go through the procedures. A person from the opposition even asked a question about the subsidy provided by kejriwal govt to cut down the electricity bill. Kejriwal didnt say a word in assembly and later I see him in media saying from where did narendra modi gets money to travel in helicopters. Ab narendra modi kaha se aagaya. This guy is clearly fooling people and why is he not asking the people, whether he should resign or not. with power he is getting more arrogant. Its now arrogant admi party not aam admi party.

    Jessie, Your statement on AAP donation is factually incorrect. Please check AAP's website on donation trends. The February collections are hardly 10% of January collections. The total number of donors haven't crossed even 45000 in entire world. Only these limited donors repeatedly contrybute??? For example there is one lady from Singapre contributing 3 times in a month's time totalling about Rs.5.5 lacs...

    I understand the blind support as many of us (yes ...including me) are vexed with the present day politics....but that is leading to the likes of Kejriwal turning into professional politicians, shattering our dreams about change.

    When Kejriwal has became Chief Minister by luck (remember AAPgot just about 30% votes & 28 MLAs elected but got this chance because of Political compulsions/shrewdness of Congress) middle class people thought he will try bring around change in politics. But he proved to be biggest politician choosing lame excuse to get out of a loosing battle.

    He should have tried to give better Government by improving public transport, distribution and whole lot of things which an average indian wants very badly. instead he chose to every day drama with active actors like Somnath Bharathi etc.

    He makes this political decision as he knew that Aam admi will not understand legal niceties & legislature obligations. He wants to table a bill which Left. Governor expressly prohibited. If he differs with LG, Kejriwal should have sorted it with LG or contested in court.

    Kejriwal has become a professional politician and wants full time for Loksabha canvassing & dreams of becoming Prime Minister (even if for 49 hours).

    Every one got right to dream the sad part is his dream is at the cost of letting down millions of middle class dreams!!!!!

    Now BJP and CONgress could celebrate their joint Victory....I suggest they form a joint Government in Delhi with their boss Mukesh Ambani as the new CM of Delhi....and Moily as Corporate Minister...
