Import duty on gold, silver jewellery hiked to 15%


New Delhi, Sep 17 (PTI): The government today increased the import duty on gold and silver jewellery to 15 percent from 10 percent to protect the domestic industry, although it would make ornaments more expensive for consumers.

"To protect the interests of small artisans, the customs duty on articles of jewellery and of goldsmiths' or silversmiths' wares and parts thereof is being increased from 10 percent to 15 percent," an official statement said.

It said an import duty differential between jewellery and the primary metal is needed to protect millions of artisans who depend on the labour-intensive industry after the duty on gold was increased in stages to 10 percent on August 13.

In the absence of any duty differential, it said, "there is an apprehension that Indian jewellery makers would not be able to compete with cheaper imports, particularly when majority of the imported jewellery is machine-made as compared to handmade jewellery in India."

The differential was 8 percent in the case of gold jewellery and 4 percent for silver jewellery in January 2012, when the government previously revised the levy on gold jewellery.

"The government has taken the right step by hiking the duty on gold jewellery. This will help protect domestic artisans," said P C Jewellers Managing Director Balram Garg.

Gold jewellery imported during 2012-13 stood at USD 5.04 billion. In the April-June quarter of the current financial year, it was USD 112 million. India imports the maximum jewellery from Thailand.

Besides providing a level playing field for domestic jewellery makers, the hike in jewellery duty seeks to contain imports of gold ornaments.

The customs duty on articles of jewellery had not been increased in line with the changes in duty rates on gold, silver and platinum since January 17, 2012, the official statement said.

Until now, the customs duty on both the primary metal and the articles of jewellery/goldsmiths' or silversmiths' wares were the same at 10 percent, it added.

The government hiked the import duty on gold last month for the third time in 2013 as part of measures to contain the widening current account deficit. The duty on silver and platinum were also increased to 10 percent.

Besides, the customs duty on gold dore bars, ore or concentrate was increased to 8 percent from 6 percent.

Further, the RBI also restricted the import of gold on a consignment basis by banks.

Finance Minister P Chidambaram has said gold imports would be contained below 845 tonnes shipped in the previous financial year.

Gold imports in value terms fell to USD 650 million in August, from USD 2.2 billion in July.

India is the largest importer of gold, which is mainly utilised to meet demand from the jewellery industry.

High gold imports strained India's current account deficit, which touched a high of 4.8 percent of GDP in the 2012-13.

    Some politicians started the slogan 'Black money in Swiss Bank' for publicity's sake but now all of them are silent. Swiss bank account holders are politicians, cricketers, film stars and businessmen. Now, the only culprit is the politician because all others have kept their earned money there. They may say its their prerogative - they will keep it wherever they want. Granted ! Who left ? The politician. Tell me - will a politician ever enact a law that compels him to bring back his black money ? Impossible !

    So, please do not drag on the slogan that a politician created for publicity's sake.

    Indians are not of saving culture but are in competition with each other about who will give more gold to his daughter.

    Burdened with this race, a poor man's daughter either remains single for life, commits suicide for not finding a groom, raped by rowdies or burned for not bringing more dowry.

    Where comes UPA or NDA when the national crisis is a question. I too am for it. We all should how much gold we possess so that it too gets calculated as national asset. No, I don't mean surrender of it - the amount of gold we Indians own.

    What we gain out of locking it away in the coffers ?? I will be whole-heartedly cooperating if the government calls for such a move.

    The greed of precious metal from Indians' mind cannot be eradicated no matter another government comes to rule nor the world comes to an end.

    The government had been requesting people not to purchase gold but invest in other options but who listens ? Women welfare associations have been bellowing at the top of their voice 'do not give gold in dowry but register land in your daughters' name' - who heard ?

    What would you do with the ornaments after twenty five years ? Will your daughter or DIL use the design/pattern ? They will melt the metal and make their own jewelry. Do you know the loss per gram you made in making charges and stone weight ?

    If at all you wanted to stock gold, you would have kept in biscuits. Gain or loss would have depended on market rate - not labour charges per gram ! The Government brought fitting rule by imposing extra tax ! Its obvious for crooks to find fault with the finance minister - as always !

    I am not lecturing - I have not purchased any gold ornament since last 12 years ! Not because I hadn't money but because I opted to opted for good companies' shares as well as RE !

    Lydia Kadri..your outbursts seems like telling don't eat as one day you have to die. You are commenting just for the sake of commenting here. Corruption and black money is swiss banks is the main cause of economic fiasco in India. By curbing gold imports you are not going to gain anything. There will be hell lot of loopholes and smuggling activities will increase. For example: you can't force a drunkard to go without drinks by closing down bars. He will find definitely alternative sources. So curbing import of gold is not the ultimate solution.

    Its not like 'don't eat because you are to die' but eat only enough to live. My saying don't buy gold make not even a minuscule's impact - I very much know.

    You are talking about money stocked in Swiss banks - do you know how the money available in India (paid by us in taxes) is wasted ? How much is given to politicians as free services, how many government properties are taken advantage of or let barren due to lack of knowledge about it, how are the subsidies misused, how some politicians enroll their own family members on fake employments and reap salary every month-end, how many people remain on government service but work abroad without the knowledge of administration, how food grains are decayed due to bad storage facility ? We will be a wealthy nation if we will be able curtail this malpractice.

    Gold is personal asset - one possess it or not, how much is available with one is irrelevant to national resources.

    Lydia, my point is curbing import of gold is not the only option. Corruption should be curbed. Black money is swiss bank should be brought back to India. If government has will power, it can do anything. But sad to see that politicians are not interested in people's welfare. They are proving to be burden on common man. By curbing gold purchase, government is hitting middle class people and not the rich people. Rich people can do anything in India. Tomorrow we have to die...so why we should eat today? This is the assumption for this gold curb.

People are fed up of this government and there is no wonder majority of Indian's are looking for change in government due to anti people policies of this government. High level corruption and anti people policies will prove costly for UPA 3. Top priority for Government should be brining back illegal money lying in Swiss bank accounts and put an end to corruption. This will lead to improve the economy. Our PM though an economist and foreign educated finance minister won't be able to revive economy if corruption is not checked. Now blind congress supporters don't brand me as "BJP supporter" as I am trying to bring about facts here.

    Good & impartial analysis eventhough you support UPA..UPA dream is helping poor, if there is no poor then there will be problem for UPA..so from Nehru era they do everything do keep citizens in poverty..Bring food bill, give rice in 1 rupee and indirectly to meet the expense by rising price of deisel,gas,petrol & all other food stuff..Impact zero..Give one glass milk to school children & increase price of milk by 2-3 rupees, over all impact zero..Major bills passed in just a week & that also end of tenure & election near..this shows Govts concern about poor..

    Do you know who have money loaded in Swiss Banks ? No other than politicians (kick backs received over government deals), Cricketers (money received for foreign matches and advertisements), Film Stars (gains of foreign tours and stage programs) and business men (earned out of business abroad).

    Who is the offender here ? The politician alone. Then, are you disregarding the cricketers, film stars and businessmen ? Lets say - all these categories say hell with India - we move out of India with our money - who gains ?

    Now, forget Swill bank issue - I have written above in reply to Rashmi Salian about the money wasted within India, the money we gave in taxes. What are we doing to curtailing it ?

    Still it is the darling of the common masses...
