Uttarakhand tops national ranking in ICJS 2.0 implementation

New Delhi, Mar 7: Uttarakhand has secured the top position in the nationwide implementation of the Inter-Operable Criminal Justice System (ICJS) 2.0, marking a major step toward modernising India’s judicial and law enforcement infrastructure.

According to data available up to January 2026, the state’s achievement highlights its strong focus on technology-driven governance and supports the vision of Amit Shah to modernise the country’s criminal justice framework.

The latest CCTNS/ICJS Progress Dashboard released by the National Crime Records Bureau shows Uttarakhand leading the national ranking with a score of 93.46.

The top five states in the ranking are:
• Uttarakhand – 93.46
• Haryana – 93.41
• Assam – 93.16
• Sikkim – 91.82
• Madhya Pradesh – 90.55

Officials said the state’s performance reflects effective administrative coordination and the successful adoption of digital tools across different branches of the criminal justice system.

The progress has also been linked to the leadership and close monitoring by Chief Minister Pushkar Singh Dhami. The state government implemented the newly introduced criminal laws—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—through a mission-mode approach.

To ensure smooth execution, the Chief Minister regularly reviewed progress through meetings with senior officials and district-level officers. These continuous reviews helped resolve technical issues and ensured that law enforcement agencies adapted effectively to the new legal framework.

A key feature behind the state’s success is the “One Data, One Entry” system introduced under ICJS 2.0. This mechanism allows seamless sharing of information among multiple digital platforms within the justice system, including the Crime and Criminal Tracking Network and Systems (CCTNS), e-Courts, e-Prisons, e-Prosecution and e-Forensics.

Once information is entered into the system, it becomes accessible to all relevant departments instantly. This integration has reduced paperwork, improved coordination between agencies and accelerated investigation and case processing.

The government has also strengthened transparency and evidence management. Videography of crime scenes and secure digital storage of evidence have been made mandatory using the e-Sakshya application.

Capacity building has been another priority. More than 23,000 police personnel in Uttarakhand have received extensive training on the provisions and procedures of the new criminal laws.

Technological upgrades have also included facilities for virtual court hearings through the Nyaya Shruti system and the deployment of forensic mobile vans to enhance on-site investigations.

Confirming the achievement, Uttarakhand Police spokesperson and Inspector General of Police (Crime and Law & Order) Sunil Kumar Meena said the state has set a benchmark in implementing digital infrastructure while ensuring real-time data entry and effective coordination among departments.

Officials added that Amit Shah has also praised Uttarakhand’s progress, particularly the efficiency of the “One Data, One Entry” model, during high-level review meetings.

With these initiatives and technological reforms, Uttarakhand is emerging as a model for smart policing and modern criminal justice implementation in India.
