New Delhi, Feb 11: The Delhi Police Special Cell has issued a notice to Penguin Random House India regarding the circulation of the unpublished memoir of former Army Chief General MM Naravane. Authorities are seeking clarifications over the illegal availability of the book in PDF format.

The memoir, Four Stars of Destiny, became a subject of controversy after Leader of Opposition Rahul Gandhi cited excerpts in the Lok Sabha on February 2, disrupting parliamentary proceedings. A first information report (FIR) was lodged on Monday under the Official Secrets Act and criminal conspiracy charges.

A senior police officer said, “We are checking what the publishing house was doing and how the book was available in public domain without approval. We have formally approached Penguin Random House with a written notice.”

Penguin Random House India, which holds exclusive publishing rights, stated no copies—digital or print—have been released to the public. The publisher also warned that any circulating versions would constitute copyright infringement.
