Jammu, Nov 23: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Sunday directed security forces to adopt a comprehensive 360-degree counter-terror strategy, emphasising massive crackdowns on terror financing, narco-terror networks, overground workers (OGWs) and sympathisers in order to dismantle the entire support structure enabling terrorism in the region.
The L-G chaired a high-level security review meeting on Saturday to assess the situation in the Jammu division. The meeting was attended by Chief Secretary Atal Dulloo, Director General of Police Nalin Prabhat, Special DGP (Coordination) S.J.M. Gillani, Home Secretary Chandraker Bharti, ADGP (CID) Nitish Kumar, Principal Secretary to L-G Mandeep K. Bhandari, Jammu IGP Bhim Sen Tuti, Divisional Commissioner Ramesh Kumar, Traffic IGP M. Suleman Choudhary, along with Deputy Inspectors General, Deputy Commissioners and Senior Superintendents of Police from the region.

L-G Sinha commended the Jammu and Kashmir Police for their swift action and meticulous investigation leading to the dismantling of a pan-India terror network.
“Our 360-degree approach to counter-terrorism—with massive crackdowns on terror financing, narco-terror links, overground workers and sympathisers—is focused on dismantling the entire support structure to terrorists,” the L-G said.
He reaffirmed a zero-tolerance policy toward terrorism, urging officials to take the strongest possible action against terror sympathisers, OGWs and those attempting to radicalise youth. He called for intensified intelligence-led operations and close monitoring of digital platforms being used by terror outfits for recruitment and funding.
The L-G also instructed security agencies to remain alert to emerging threats and to work in close coordination to uproot the remaining elements of the terror ecosystem.
Sunday’s review came in the wake of the November 10 blast near Delhi’s Red Fort, where a terrorist detonated an explosives-laden vehicle, killing 15 civilians and injuring 10 others. The blast occurred shortly after the Jammu and Kashmir Police, in coordination with Haryana Police, busted a major “white-collar” terror module in Faridabad.
L-G Sinha said that sustained and coordinated efforts will ensure that all remnants of terrorism are eliminated from Jammu and Kashmir.
