New Delhi, Aug 26: Lok Sabha Speaker Om Birla on Monday cautioned lawmakers that the freedom of speech and privileges enjoyed by members of legislative bodies should not be misused to undermine the dignity of the House.
Delivering the valedictory address at the All India Speakers Conference hosted by the Delhi Assembly, Birla expressed concern over what he termed as a “gradual decline” in the conduct of legislatures. He urged political parties and members to reflect on ways to restore decorum and public trust.

“Our Constitution makers guaranteed the privilege of saying anything in the House, even speaking against the government. However, the intention behind this freedom has seen a decline. This is a matter of concern for all of us,” Birla said.
He stressed that presiding officers of legislative bodies must be seen as “undisputed, independent and doing justice,” while debates should focus on meaningful discussions in the interest of the people. “Freedom of speech must be exercised with responsibility. Members need to raise issues that concern the people, not personal or partisan matters,” he added.
Calling on legislators to rise above political differences, Birla said, “Disagreement is the strength of democracy. But members must maintain a code of conduct inside and outside the House. People are watching our words and actions.”
The event, hosted to mark the centenary of Vitthalbhai Patel’s election as the first Indian Speaker of the Central Legislative Assembly under British rule, also highlighted Patel’s legacy. Birla said Patel’s contributions to the freedom struggle and parliamentary traditions continue to inspire India, noting that his initiatives such as independent secretariats later became part of the Constitution.
