Centre tightens monitoring of edible oil sector with new regulatory amendment

New Delhi, Aug 7: In a move aimed at improving transparency and ensuring steady availability of edible oils across the country, the Centre’s Department of Food and Public Distribution (DFPD) has amended the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011.

The updated order, notified under the Essential Commodities Act, 1955, strengthens oversight on edible oil production and stock levels, while aligning the framework with institutional reforms and current market dynamics. The amendment also incorporates provisions from the Collection of Statistics Act, 2008 to bolster data collection and enforcement capabilities.

According to an official statement, the revision is designed to improve market intelligence and support evidence-based policymaking. This will enable the government to undertake timely interventions—such as adjusting import duties or facilitating imports—when supply-demand imbalances threaten price stability.

The amendment also reflects administrative changes following the 2014 merger of the Directorate of Vanaspati, Vegetable Oils and Fats with the Directorate of Sugar and Vegetable Oils.

Consultations with stakeholders including FSSAI, the Department of Animal Husbandry, and edible oil industry associations have been held, with the industry expressing strong support. Businesses are being urged to register through the National Single Window System (NSWS) and submit monthly returns via the enhanced VOPPA portal ( www.edibleoilindia.in ).

The revamped portal features a more user-friendly interface and simplified forms to ensure smoother compliance. The integration of the Collection of Statistics Act empowers the DFPD to mandate accurate data reporting, building a robust national database for policy planning.

All edible oil processors, manufacturers, repackers, and related stakeholders are expected to comply with the revised rules and regularly report production and stock data through the official portal.
