PM Modi calls for urgent global reforms at BRICS summit, condemns terrorism

Brazil, Jul 7: Prime Minister Narendra Modi, addressing the session on ‘Peace and Security and Reform of Global Governance’ at the 17th BRICS Summit in Brazil, strongly condemned terrorism as a “grave threat to humanity” and emphasized the urgent need for reforming global institutions to reflect contemporary realities.

According to the Ministry of External Affairs (MEA), PM Modi welcomed the united condemnation by BRICS leaders of the April 22 terror attack in Pahalgam, calling it an assault on humanity. “Those who fund, promote and shelter terrorism must be dealt with in the harshest terms,” he said.

MEA Secretary (Economic Relations) Dammu Ravi highlighted the Prime Minister's address during a special briefing, stating that PM Modi reiterated India's commitment to the Global South and called for a multipolar and inclusive world order.

The Prime Minister noted that global governance institutions such as the UN Security Council, IMF, World Bank, and WTO must be urgently reformed. “The institutions created in the 20th century are ill-equipped to address the challenges of the 21st century,” Ravi quoted him as saying.

He also proposed the establishment of a BRICS research and science repository to enhance cooperation on critical mineral supply chains and responsible use of Artificial Intelligence.

During another session focused on multilateralism, economic and financial affairs, and AI, PM Modi described diversity and multipolarity as the strengths of BRICS, asserting that the group could play a pivotal role in shaping a balanced global order.

On Monday, PM Modi is expected to speak on environment, climate action, and health, where he will highlight India's initiatives such as the International Solar Alliance, Mission LiFE, Global Biofuels Alliance, and the Coalition for Disaster Resilient Infrastructure.

India’s key priorities, including UN reforms, found strong mention in the leaders’ joint declaration. “There is a very strong expression for reform of global institutions, particularly the UN and Security Council,” said Ravi.

The declaration reaffirmed support for increased representation of developing countries in global decision-making, stating: “We reiterate our support for a comprehensive reform of the United Nations, including its Security Council… to adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries including BRICS members.”

India expressed satisfaction with the formulation, particularly its endorsement of India and Brazil playing active roles in global affairs.
