Goa joins nationwide Operation Abhyaas, conducts dramatic mock rescue amid Indo-Pak tensions

Panaji, May 8: In a gripping display of readiness and coordination, Goa took part in the nationwide civil defence drill 'Operation Abhyaas' on Wednesday, simulating emergency scenarios against the backdrop of rising tensions between India and Pakistan.

The highlight of the exercise in Panaji was a mock rescue operation at the Mandovi River, where civil defence volunteers and fire personnel ‘saved’ three civilians from drowning—part of a simulated aerial or drone strike that led to the ‘collapse’ of the Mandovi bridge, sending vehicles and people into the water.

“Within five minutes of receiving the alert, our fire and emergency teams rushed to the ferry wharf,” informed Vinayak Chari, Deputy Collector (Revenue) and incident commander for the drill. “The alert came in at around 4.15 pm and was immediately relayed to police, fire, and related agencies.”

The swift search and rescue operation showcased the preparedness of multiple stakeholders including Civil Defence volunteers, NCC cadets, and NSS students. “This was not just a drill, but a training platform to prepare citizens to respond during emergencies like air raids or drone attacks,” Chari added. Around 150 participants were involved in the operation at Panaji.

Across Goa, the drills were held at key locations including the Indian National Watersports Centre at Miramar, the Panaji Ferry Wharf, and Goa Glass Fibre Ltd in Colvale. In North Goa, deputy collector and incident commander Ishwar Madkaikar said this marked the first time such a comprehensive, security-oriented mock exercise was conducted. “Our objective is clear—to harness the potential of our local citizens in crisis situations,” he said.

Operation Abhyaas, being conducted in 244 locations across India, was launched by the Ministry of Home Affairs in response to heightened border tensions following the deadly terror attack in Pahalgam on April 22. Goa's coordinated and prompt participation reflects the state’s growing emphasis on citizen-led civil defence preparedness.
